The Pabst Plan (German: Neue deutsche Stadt Warschau, "New German city of Warsaw") was a Nazi German urban plan to reconstruct the city of Warsaw as a Nazi model city. Named after its creator Friedrich Pabst,[1] the Nazis' "Chief Architect for Warsaw", who did not work on the plan, the plan assumed that Warsaw, the historical capital of Poland and a city of 1.5 million inhabitants, would be completely destroyed and rebuilt as a small German town of not more than 130,000 inhabitants.

 

In modern historical works the term is used to denote any of the German World War II plans concerning the destruction and reconstruction of Warsaw. In particular the "Pabst Plan" refers to a plan prepared by Hubert Gross and Otto Nurnberger in 1940 and another plan, prepared by Pabst himself in 1942. Both plans envisioned the destruction of most of Warsaw with its historical monuments and residential areas. In its place a new model city was to be created as a seat for the German ruling class of the occupied Polish territories. It was to house a large Parteivolkshalle ("People's Party Hall") in place of the Royal Castle in Warsaw and serve as a major transportation hub.

 

After the 1944 Warsaw Uprising, the Germans decided to destroy the city in its entirety.

Since 1937, the “National Socialist Model Company” award has been awarded as part of the performance struggle of German companies launched on August 29, 1936 by the German Labor Front (DAF). Social justice was propagated to the employees through the performance struggle and at the same time the DAF was promoted. The competition was carried out by the DAF's “Office for Social Responsibility”. The honors by Adolf Hitler took place annually on May 1st, “National Labor Day”. The award-winning companies then carried the DAF Golden Flag for a year. Although the employees were happy to accept the associated social improvements, participation in the performance struggles often only meant increased work pressure and increased pressure from company management and the DAF.

The DAF was responsible for developing the criteria for a NS model company. It laid down the assessment principles for the beauty of work, leisure organization, vocational training and for shaping the company community of managers and followers into so-called factory groups.

 

In the subsequent performance struggles, increasing the performance of the national economy became increasingly important due to the switch to war production. In 1940/41 the catalog of criteria mentioned work discipline, no slow shifts, a fully trained DAF cell system, work crews and the highest possible performance.

 

Since May 1937, the DAF has been awarding additional performance badges specifically for the integration of smaller companies, such as "for exemplary health care", "exemplary vocational training", housing construction, social work welfare, promotion of strength through joy (KdF) and the "Gaudi diploma for outstanding achievements " . The criteria for these badges made the DAF's political objectives more clear. The training process, the trainers and their cooperation with the DAF and the Hitler Youth (HJ), the ideological training, the holistic support by recording the young people in their free time and when organizing their vacation, the training facility and the machines as well as the successful participation in the training were assessed Reich career competition.

 

The attitude of the companies towards the competition for performance varied. The small businesses had to come to terms with the DAF in order to avoid pressure. The companies in the large-scale and armaments industries, on the other hand, had such an outstanding position that they did not allow themselves to be put under pressure by the DAF. Many people refused to take part in the competition because of the DAF's ability to inspect the business documents.

 

Overall, there was a steady increase in applicants for the competition. By 1940, a total of 297 companies had been designated as Nazi model companies and were generally confirmed in the following years. At no point did participation in the competition reach the goal of completeness announced by the DAF.
