Food exchanges play a large role in the rearing and education of falcons. Not only does the tiercel "hand" food to the falcon with its beak while the nestlings are being raised, but fledgling falcons also fly out and grab food from a parent by seizing it with their talons.
Although this distant mirror lens image is not very sharp, it is nevertheless possible to note the huge size disparity between dad's rather dainty talons, and his daughter's big ones.
Falcons are famous for their high-speed stoop, but first, they probably learn to seize, or "bind to" prey simply by outflying it, and grabbing it with their talons, for which this exercise seems perfect practice.
In this case, before sis could reach the rock with her prize, it was snatched away by her brother.
