The Maritime Security Dialogue brings together CSIS and U.S. Naval Institute, two of the nation's most respected non-partisan institutions. The series is intended to highlight the particular challenges facing the Navy, Marine Corps, and Coast Guard, from national level maritime policy to naval concept development and program design. Thoughts on the Future of the Gulf

General Martin E. Dempsey

Chairman of the Joint Chiefs of Staff

General Martin E. Dempsey serves as the 18th Chairman of the Joint Chiefs of Staff. In this capacity, he serves as the principal military adviser to the President, the Secretary of Defense, and the National Security Council. By law, he is the nation’s highest-ranking military officer. Prior to becoming Chairman, the general served as the Army’s 37th Chief of Staff.

 

From September 2001 to June 2003, General Dempsey served in the Kingdom of Saudi Arabia training and advising the Saudi Arabian National Guard. In June of 2003, General Dempsey took command of the 1st Armored Division in Baghdad, Iraq. After 14 months in Iraq, General Dempsey redeployed the division to Germany and completed his command tour in July of 2005. He then returned to Iraq for two years in August of 2005 to train and equip the Iraqi Security Forces as Commanding General of MNSTC-I. From August 2007 through October 2008, General Dempsey served as the deputy commander and then acting commander of U.S. Central Command. Before becoming Chief of Staff of the Army, he commanded U.S. Army Training and Doctrine Command from December 2008 to March 2011.

Richard Armitage has served as US Deputy Secretary of State and Assistant Secretary of Defense for International Security Affairs, among other government positions, and has received many honorary awards. He is the president of Armitage International, co-chairman of Pacific Forum CSIS, and sits on several boards for both government bodies and private companies.

 

Akio Takahara is a professor at the Graduate School of Law and Politics, University of Tokyo and a senior fellow at the Japan Institute of International Affairs. He graduated from the Faculty of Law, University of Tokyo and received his doctorate from the University of Sussex. He is currently a member of the 21st Century Committee for Japan-China Friendship.

 

Joseph Nye is the Sultan of Oman professor of international relations and former dean of the Kennedy School of Government at Harvard University. He served as Chair of the National Intelligence Council, Deputy Under Secretary of State for Security Assistance, Science and Technology, and Assistant Secretary of Defense for International Security Affairs. He is also co-chairman of Pacific Forum CSIS.

 

Yukio Okamoto is president of Okamoto Associates, Inc. and has over 30 years of high-level business and government experience. He is a Robert E. Wilhelm fellow at MIT, as well as co-founder of Pacific Fund and serves as the managing director.

Ambassador William Burns became deputy secretary of state in July 2011, only the second serving career diplomat in history to rise to that position. He served as undersecretary for political affairs from 2008 to 2011, ambassador to Russia from 2005 until 2008, assistant secretary of state for Near Eastern affairs from 2001 until 2005, and ambassador to Jordan from 1998 until 2001. Since entering the Foreign Service in 1982, Ambassador Burns has also served as executive secretary of the State Department, special assistant to Secretaries of State Warren Christopher and Madeleine Albright, minister-counselor for political affairs at the U.S. Embassy in Moscow, acting director and principal deputy director of the State Department's Policy Planning Staff, and special assistant to the president and senior director for Near East and South Asian affairs at the National Security Council staff.

 

Ambassador Burns speaks Russian, Arabic, and French, and is the recipient of two Presidential Distinguished Service Awards and a number of Department of State awards. He earned a B.A. in history from LaSalle University and M.Phil. and D.Phil. degrees in international relations from Oxford University, where he studied as a Marshall scholar. He is the recipient of three honorary doctoral degrees.

Please join us for an important discussion that will assess the new dynamics in Europe’s security landscape and evaluate the challenges of the past year in light of the upcoming one-year anniversary of the Euromaidan revolution in Ukraine. Twenty-three years of policy efforts to integrate Russia into Western structures after the collapse of the Soviet Union have come to an end. The principal challenge to the transatlantic community is to formulate a new and long-term foreign policy approach by directly engaging, for the first time, Poland as well as the Baltic and Central European countries. This conference will address these new challenges, examine the potential impact on the region, particularly within Russia’s neighborhood, and discuss how the United States and Europe can reformulate their foreign policies in order to better understand Russia’s motivations today, predict its future behavior, and ensure the security and stability of Europe. Our expert panelists will address these issues and offer their perspectives on what transatlantic dialogue with Russia will look like in the future, as well as examine the implications of Russia’s actions on the future of the international system.

The path from ‘ore to bomb’ is long, challenging, and requires sophisticated technologies, but natural uranium is where it starts. Most attention in nuclear security and nonproliferation has focused on restricting the highest risk material, but recent shifts in the market for natural uranium will introduce new challenges for export controls, transport security, physical protection and tracking of materials. For example, long-standing uranium consumers such as Japan and Germany are scaling back their reliance on nuclear power, but the ambitious nuclear energy programs of India and China may soon increase global demand for natural uranium. Meanwhile, new uranium suppliers such as Malawi, Tanzania, and Greenland are entering the global marketplace. CSIS has partnered with the Danish Institute for International Studies (DIIS) and other international think-tanks in the on-going "Governing Uranium" project to explore the dimensions of security of natural uranium in a changing global market.
