In 1942, automobile manufacturer General Motors converted several of its east coast factories to aircraft production under the name Eastern Aircraft Division. Eastern received contracts to build F4F-4 “Wildcat” fighters and TBF-1 “Avenger” torpedo planes, allowing Grumman to gradually reconcentrate its energies on the new, urgently-needed F6F “Hellcat” fighter. The GM F4F-4s, redesignated FM-1s, had only four .50 caliber machine guns, but were otherwise little changed from the original model. Well over a thousand FM-1 fighters were delivered in 1942-43, including some three hundred for the British Royal Navy. Meanwhile, Grumman had prototyped a new “Wildcat” under the designation XF4F-8, which was to be produced by Eastern Aircraft as the FM-2. With lightened structure and a more powerful Wright R-1820 radial engine, the FM-2 was notably quicker, faster climbing, longer ranged and more maneuverable than its predecessor. To help control the increased power, the new plane had a distinctive, taller vertical tail. All-in-all, it was a great improvement, and more than four thousand FM-2s were built in 1943-45.
The Low Pay Commission is recommending an increase in the National Minimum Wage of 50 cent per hour.
The current rate of the minimum wage is €8.65 and was last increased in 2011 by €1 to €8.65, following a cut of a similar amount imposed by the previous Government earlier in 2011.
In a comprehensive report submitted to Business and Employment Minister, Ged Nash the Commission sets out a range of data it has considered in recommending the 50 cent increase. Commissioners also sought submissions from interested parties and consulted directly with workers on the minimum wage and employers in relevant economic sectors.
In making its recommendation, the Low Pay Commission sets out a range of considerations it has taken into account, including:
The available evidence suggests that moderate increases in the minimum wage will not lead to significant loss of jobs
The Irish economy is recovering although it still faces risks particularly in the external environment
The number of people in employment is increasing
Unemployment remains high but has declined particularly in the last year
Competitiveness has improved, partly due to exchange rate movements and it is important that this trend is maintained
While inflation has been relatively low, the minimum wage has effectively remained at its current level for the past 8 years
Taoiseach Enda Kenny said:
The recommendations of the Low Pay Commission will be addressed in the Budget in October, alongside changes to the taxation system and the welfare system, so that all elements of our plan to make work pay will reinforce each other.
Tánaiste Joan Burton said:
This Government has brought about economic recovery and we can build a decade of growth, jobs and opportunity on that foundation and raise living standards across the board. Increasing the minimum wage in line with the independent Commission’s recommendation will be an important part of that process.
Minister Nash added:
Making work pay is a cornerstone of the Government’s dignity at work agenda. For a full time worker on the national minimum wage hourly rate, a 50 cent per hour increase will mean a pay rise in excess of €1,000 per year. There are some 120,000 workers who are likely to benefit from such an increase. The establishment of the Low Pay Commission illustrates the Government’s determination to tackle the challenge of low pay in a structured and sustainable fashion.
Minister Nash also thanked the Commissioners for their service and those who met with the Commission or made submissions to it in the course of its work.

The Pakistan Strategy Support Program (PSSP) held the conference, “Increasing Productivity and Unleashing Growth” at the Serena Hotel in Islamabad on May 26-27th, 2012. This conference also marked the final round of the Competitive Grants Program that was launched by PSSP in January 2012 for Pakistani PhD and graduate students studying locally and abroad on economic development issues of Pakistan. The finalists presented in front of the Research Advisory Committee, donor heads, professors and students from local universities. Governor John Carney praised the work of Delaware CAN (Contraceptive Access Now), a three-year partnership between a national nonprofit and DHSS’ Division of Public Health, saying, “The data is clear: Increasing access to contraception in Delaware is working. A 15 percent estimated reduction in unplanned pregnancies among Title X patients compared to only a 1.3 percent decrease nationally is incredible progress.”
At the Oct. 25 event at the Chase Center in Wilmington, the Governor said reducing unplanned pregnancies will “help in our efforts to make sure every child is successful.”
Delaware has had one of the highest rates of unplanned pregnancies in the country -- 57 percent, according to the latest statistics available. Working with hospitals, health care practices, Federally Qualified Health Centers and individual providers, Delaware CAN has worked to train providers, make IUDs and implants available, and to integrate a simple screening question into providers’ practices: “Do you want to get pregnant in the next year?” When the answer is “no,” providers are increasingly empowering women to take hold of their futures by providing them with same-day, low-cost options to the full range of birth control, said Dr. Karyl Rattay, director of DHSS’ Division of Public Health (DPH). Reducing the unplanned pregnancy rate will improve birth spacing, Dr. Rattay said, and help to reduce pre-term births and poor outcomes.
DHSS Secretary Dr. Kara Odom Walker, a board-certified family physician, said she has counseled and treated many women who needed same-day access to contraceptive care, and that makes the approach in Delaware so successful.
“Together, we are transforming the way contraceptive care is being delivered,” said Liz O’Neill, director of Delaware CAN, a partnership between Upstream USA and DPH. As for long-term sustainability, Dr. Rattay said, “We look at this as a marathon.”

Ocean Rowing is an ever increasing sport in terms of it’s popularity, year by year more people pit themselves up against the elements and face massive mental challenges to row the Atlantic.
Behind the vast oceans and the big egos of competitive ocean rowing crews, lies a small team that realise their journeys and dreams. In the unsuspecting Dorset town of Christchruch, is a world class and technically advanced centre for building ocean going, competitive rowing vessels. Rossiters’ Boat Yard is a working boat yard and yacht brokerage, but also where a smaller side-business for building competitive rowing crafts is based. Cris is the son and nephew of the two owners, and since joining the company he has taken on this side of the business and has successfully raised its profile. The team that actually crafts the boats only comprises four men, who have ended up building world record-breaking boats.
Rossiters is still only a small company in comparison to many of the other Ocean rowing boat builders worldwide, so keeping pace with technology and advancements is a difficult task. Some companies have starting using massive kilns to reduce curing time and the application of extra coats of resin. This process would minimize the build time by nearly a third, but for a kiln large enough would be to dear for the company. This means the team has to be as efficient as possible. Being five years behind their competitors with their process and the tools, it is impressive that Rossiters’ output is even on par, let alone better. Doing it in this traditional way means that the team manger, Simon, is in his element, with ten years of experience at Rossiter’s Rowing. He knows exactly how to plan and implement his team’s resources during construction, making sure all the parts fit millimetre perfect.
Rossiter’s success lies with using the best designs in conjunction with a traditionally skilled workforce, who know the best processes. The team use impecable judgment, experience and knowledge to fine tune the boats during the build period. This means Rossiter’s boats always have the competetive edge. Following the 4 to 6 months construction period, they ensure their boats have been constructed as streamlined and as light as possible, using the latest navigational tools available. So technically, they finish ahead of their competitors.

The Diocesan Pastoral Plan for Hispanic Ministry was promulgated on Sept. 21, 2019 by Bishop David Walkowiak in an eventful celebration at Cathedral Square. Evangelization and mission top the list of priorities set forth in the plan which calls for increased outreach to the growing number of Hispanics/Latinos in the diocese. In attendance were representatives and priests from eleven parishes with Hispanic Ministry and five apostolic movements in the diocese. The day began with a prayer service and reflection on the plan led by the bishop. The plan which has a five-year implementation goal, spells out six priorities for Hispanic Ministry in the diocese. Those priorities are: Evangelization and Mission, Family Ministry, Youth, Young Adult and Vocations, Social Justice, Stewardship, and Leadership Formation. A full agenda allowed attendees to delve deeply into two of the six priorities. The priorities of Family Ministry and Youth, Young Adult and Vocations were explored and discussed within the parishes and movements. The day closed with lunch, gathering, and mariachi music by Son de Mexico.

El día comenzó con un servicio de oración y una reflexión sobre el plan dirigido por el obispo. El plan que tiene un objetivo de implementación de cinco años y detalla seis prioridades para el Ministerio Hispano en la diócesis. Esas prioridades son: Evangelización y Misión, Ministerio de la Familia, Adolescentes, Jóvenes Adultos y Vocaciones, Justicia Social, Corresponsabilidad, y Formación de Lideres. Una agenda llena, permitió a los asistentes profundizar en dos de las seis prioridades. 25 August 2016, Nairobi - Africa is witnessing an increasing demand for rice consumption, and many countries on the continent continue to rely heavily on imports for meeting their growing rice consumption needs. This situation continues to pose serious food security challenges since rice is now recognized as a priority and strategic food security crop for the region. Against this challenge, the Food and Agriculture Organization of the United Nations (FAO) has positioned itself to support national governments and regional bodies to improve domestic rice supply in Africa.
Missouri City Increases Mosquito Spraying
To take a bite out of the pesky mosquito populations, which increased during the recent rains, Missouri City is going to schedule additional spray days this week and next week.
From 9 p.m. to 5 a.m. on July 15 (that's tonight), July 20 and 22, an independent contractor will dust all neighborhoods and parks, including the Quail Valley Golf Course, with Kontrol 30-30, an environmentally friendly pesticide. Special attention will also be paid to other locations where mosquitoes swarm, including public drainage areas.
The week of July 26, the City will return to its regular once a week sprayings on Thursday night and will continue until the first week of November. If rain falls on a spray day, the work will resume once the weather dries out.
"Mosquitoes can be a health hazard and the additional spraying will complement the prevention measures we already have in place to keep the populations low," said Sharon Valiante, assistant director of Public Works. "Residents can assist with the control measures as well. Your best defense against being bitten is to be prepared."
In addition to spraying, mosquito larvicide applications are placed on as "as needed" basis in public areas where standing water is visible. Experts have found this is an effective measure for reducing populations in parks with ponds or lakes, drainage ways, and drainage structures.
Other mosquito control methods that staff recommends to residents include:
*Empty any containers that collect standing water
*Empty wading pools
*Clear away back yard clippings where mosquitoes can breed
*Change water in bird baths and flower cuttings every few days
*Clean drainage ditches of debris and weeds
*Clear rain gutters
*Report illegal dumping of tires
*Store pet food and water dishes that are not being used
*Do not leave garbage can lids lying upside down and do not allow water to collect in the bottom of garbage cans
*Use repellent when outdoors
*Spray your yard with an outdoor mosquito spray
*Spray inside your home using a "flying insect spray". Please be sure to follow directions on the label.

I've really been trying to increase my skill level and actually get the shot I'm looking for out of camera. I'm feeling a bit despondent at the moment because I seem to take one step forward and three backwards.
I was looking at my jumping shots from last week and realised that there was a lot of missed focusing - or at least that's what I thought - but when I examined them more closely it became clear that I was not freezing the movement of the horse. So I did some googling - and then went out to photograph the girls in the arena. I've got the movement frozen but the exposure was crap - I really struggled with constant changes in the light with the sun coming and going and the light on one side of the arena being completely different to the light on the other.
This photography lark is a steep learning curve and despite doing it for years I still feel like I'm on the first step. This is one of the better ones from the day.

Amidst increased geopolitical tensions, there has been growing concern that terrorist groups, lone wolves or rogue nations might use biological weapons, or any type of CBRN weapon. International reports and studies provide good reason to believe that threats from a deliberate use of CBRN weapons are no longer inconceivable: international counter-terrorism experts consider a possible CBRN weapon attack possible.
Countries in Europe are gradually raising their level of preparedness for the possible event of a CBRN incident that could become a national security problem. The European Commission released in October 2017 its Action Plan to enhance preparedness against CBRN security risks as part of its comprehensive anti-terrorism package.
Sufficient and timely preparedness are essential and should be considered a high priority for the European Union. Europe can improve its coordination and learn best practices from international organisations such as the World Health Organization (WHO) and past experiences in the United States of America.
This seminar provides a platform for a timely discussion and opportunity to exchange views between MEPs, European and international experts and relevant stakeholders, with the aim of taking further European political actions and raise awareness inside the EU institutions and beyond. And hopefully it can work out a satisfactory answer to the main question: is Europe sufficiently prepared?
1st district, Stock Exchange Square 2, identical to Scots Ring 16, Wipplinger street 34 and Stock Exchange alley 11, built 1874-1877 by Theophil Hansen and Carl Tietz in classical Renaissance forms, opened by Emperor Franz Joseph I on 14 March 1877. First Stock Exchange Meeting on 19 March 1877. The cost of the building amounted to the equivalent of eight million crowns (at the time of construction the gulden currency was in use).
The building
The richly structured building has an elevated middle structure with two large column arrangements, lower side wings, raised corner risalites and a reliefed attic. From the main façade of the mighty building, which is kept red except for the stone cladding, juts out a high central building, the main feature of which is a massive frieze gable moving around the whole building, decorated with relief pictures and figures.
The central building are added lower, but at the corners increased by a storey wings, here was the magnificent stock exchange hall (56.5 meters long, 25.5 meters wide, 22 meters high). In the basement, Doric and on the upper floor Corinthian columns surrounded it, both as bearers of high round arches and a richly coffered ceiling, which corresponded to the sumptuous polychrome marble decoration of the walls. The sculptural decoration of the building is by Vincenz Pilz ("Neptune in the Triumphal Arch") and Alois Düll ("Zeus and Neptune").

The use
The hall and most of the adjoining rooms served the stock exchange founded in 1770 under Maria Theresia, which was formerly mostly housed in private premises, but from 1860 in the stock exchange building on the Freyung 2 and since 1869 in a provisional building on Scots Ring.
On the first floor of the building, which also housed a casino and the Chamber of Commerce, the Oriental Museum established itself before 1880. On January 31, 1897, the Museum of Austrian Folklore was opened in the Stock Exchange Building.
After the Second World War, the large hall (divided by bunks) was used as an exhibition hall.
The location of the stock exchange building
The stock exchange building stands partly on the former grounds of the Misery bastion, partly on the Glacis grounds in front of this bastion. In 1561 the Misery bastion was completed. It was one of the last new defenses built during the reign of Roman Emperor Ferdinand I. It existed almost exactly three hundred years. In the period from 7 May to 9 October 1860 its remains were removed.
After the demolition of the imperial arsenal in 1858, the breakthrough of the Wipplinger street to the then existing Scots Ring was made possible. At about the same time, the removal of the old fortifications began. In the course of this and the filling of the mighty moat and a comprehensive levelling also the Scots bastion fell. The works were completed by and large in 1864. The construction of the stock exchange building began only ten years later. Its main front was originally not oriented towards the Ring Road, but to the Stock exchange square.
War damages
A bomb hit of March 12, 1945 tore down the entire northeast corner (Stock exchange square/Stock exchange alley) of the stock exchange building in an area of about 60 to 70 m², whereby office space on the first and second floor were destroyed and the meeting room was devastated on the ground floor.
The big fire in 1956
The building was severely damaged by a major fire on April 13, 1956, completely destroying the central trading floor and the interior of the entrance tract. 1956-1959 the interior was renewed according to plans by Erich Boltenstern and Erich Schlöss. The hall was not restored, but redesigned into a courtyard. The stock exchange operation was resumed on 7 December 1959.
The stock exchange building was found in 1971 on the 25-shilling coin and on a stamp.
The Vienna Stock Exchange today
Following the privatization of the stock exchange, the institution moved out of the stock exchange building in 1998 and has been located at Palais Caprara-Geymüller in Wallner street 8 since 2001/2002. The Stock exchange building at Scots ring is therefore also known today as the Alte Börse (Old Stock Exchange Building).

Aus der Hauptfassade des mächtigen, bis auf die Steinverkleidung in rot gehaltenen Gebäudes springt ein hoher Mittelbau vor, der als Hauptcharakteristik einen wuchtigen, das ganze Gebäude umziehenden und mit Reliefbildern und Figuren geschmückten Friesgiebel zeigt.
Dem Mittelbau sind niedrigere, aber an den Ecken um ein Geschoß erhöhte Flügel angebaut, hier befand sich der prachtvolle Wertpapierbörsesaal (56,5 Meter lang, 25,5 Meter breit, 22 Meter hoch). Im Untergeschoß umgaben ihn dorische, im Obergeschoß korinthische Säulen, beide als Träger hoher Rundbögen und einer reich kassetierten Decke, welche der prunkvollen polychromen Marmorausstattung der Wände entsprach. Der plastische Schmuck des Gebäudes stammt von Vincenz Pilz ("Neptun im Triumphbogen") und Alois Düll ("Zeus und Neptun").

Die Nutzung
Der Saal und die meisten Nebenräume dienten der 1770 unter Maria Theresia gegründeten Effektenbörse, die früher zumeist in privaten Lokalen, von 1860 aber im Börsengebäude auf der Freyung 2 und seit 1869 in einem provisorischen Bau am Schottenring untergebracht war.
Im ersten Stock des Gebäudes, in dem auch ein Casino und die Handelskammer untergebracht waren, etablierte sich vor 1880 das Orientalische Museum. Am 31. Jänner 1897 wurde im Börsengebäude das Museum für österreichische Volkskunde eröffnet.
Nach dem Zweiten Weltkrieg wurde der große Saal (durch Kojen unterteilt) als Ausstellungshalle genutzt.
Der Standort des Börsengebäudes
Das Börsengebäude steht zum Teil auf den ehemaligen Gründen der Elendbastei, zum Teil auf den dieser Bastei vorgelagerten Glacisgründen. 1561 war die Elendbastei, vollendet. Sie war eines der letzten neuen Verteidigungswerke, die während der Regierung des römischen Kaisers Ferdinand I. entstanden sind. Sie bestand fast genau dreihundert Jahre. In der Zeit vom 7. Mai bis 9. Oktober 1860 wurden ihre Reste abgetragen.
Nach Abbruch des kaiserlichen Zeughauses im Jahr 1858 war der Durchbruch der Wipplingerstraße zum damals in Planung bestehenden Schottenring möglich geworden. Etwa zur gleichen Zeit wurde auch mit der Abtragung der alten Festungswerke begonnen. Im Zuge dessen und der Ausfüllung des mächtigen Festungsgrabens sowie einer umfassenden Planierung fiel auch die Schottenbastei. Die Arbeiten waren im Großen und Ganzen im Jahr 1864 vollendet. Der Bau des Börsengebäudes begann erst zehn Jahre später. Seine Hauptfront war ursprünglich nicht auf die Ringstraße, sondern auf den Börseplatz ausgerichtet.
Kriegsschäden
Ein Bombentreffer vom 12. März 1945 riss die ganze Nordostecke (Börseplatz/Börsegasse) des Börsengebäudes in einer Ausdehnung von etwa 60 bis 70 m² nieder, wobei Büroräume im ersten und zweiten Stockwerk zerstört wurden und der Sitzungssaal im Erdgeschoß verwüstet wurde.
Der Großbrand 1956
Das Gebäude wurde am 13. April 1956 durch einen Großbrand schwer beschädigt, wobei der zentrale Börsensaal und das Innere des Eingangstrakts völlig vernichtet wurden. 1956-1959 wurde das Innere nach Plänen von Erich Boltenstern und Erich Schlöss erneuert. Der Saal wurde nicht mehr wiederhergestellt, sondern in einen Innenhof umgestaltet. Der Börsenbetrieb wurde am 7. Dezember 1959 wiederaufgenommen.
Das Börsengebäude fand sich 1971 auf der 25-Schilling-Münze und auf einer Briefmarke.
Die Wiener Börse heute
Nach der Privatisierung der Börse zog die Institution 1998 aus dem Börsengebäude aus und befindet sich seit 2001/2002 im Palais Caprara-Geymüller in der Wallnerstraße 8. Das Börsengebäude am Schottenring wird daher heute auch als Alte Börse bezeichnet.

Ecovolis program has proven successful in dramatically increasing bicycle use in Tirana, which, formerly, was a city without a developed bicycle culture. Ecovolis program is the first project in Albania that provides low-income adults with commuter bicycles as well as a donating program for children bicycles. The program recently completed two major steps, opening new bike stations in the city of Durrës and integrating Tourist Information Point Service to the bicycles stations' structure.
History
The Tirana Community Bicycle Albania project won financial support from the George Soros Open Society Foundation Albania (OSFA). An even larger contribution came from the US-based Pedal for Progress organization, which donated 450 bicycles. Sixty of these were used road bikes, which were modified and painted by local technicians to serve as public bikes in the Ecovolis scheme. Another portion was set aside to donate to children and to activists and volunteers at PASS. Still another portion were diverted to the project's Eco Bicycle Shop, a social enterprise which sells bikes for USD 50-150 and reinvests profits for the service and maintenance of Ecovolis bicycles. The main objective of the program was to introduce the community to an inexpensive, environmental friendly form of transport -- the bicycle; to sell used bikes at low prices; to donate bikes to the children of needy families and to PASS volunteers; to establish a bike sharing-scheme in the city (Ecovolis); and to employ financially disadvantaged people and young students to operate the bike-sharing scheme.
The Ontario government is taking further action to end hallway health care and address the challenges of the COVID-19 pandemic by providing The Ottawa Hospital with $16.9 million in additional operating funding beginning in 2021/22. This is the third straight year of increased hospital investments across the province.

The Highland Trail is a long distance self-supported mountain bike time-trail route through the Scottish Highlands. For 2014 the distance is increased from 430 miles to 560 miles with the addition of a loop further north into Assynt. There is no entry fee, no prize money, and definitely no support. It is a self-timed Individual Time Trial (ITT). All that is provided is inspiration, a suggested start time, a GPS track file, and a list of completion times. Riders are limited to 40 for the suggested start time.
You may experience Scotland's beautiful sunny blue skies and cool mountain streams and lochs as far as you can see! But, be warned, the weather in Scotland can change on a whim, and you may be just as likely find yourself getting besieged by cold lashing rain and high winds. In short, don't attempt this ride unprepared - no one will be there to rescue you! Approach the ride as though you are on an independent expedition, fully prepared for your own limitations and whatever nature has in store for you.

This conference also marked the final round of the Competitive Grants Program that was launched by PSSP in January 2012 for Pakistani PhD and graduate students studying locally and abroad on economic development issues of Pakistan. The finalists presented in front of the Research Advisory Committee, donor heads, professors and students from local universities. The event also consisted of plenary sessions on Pakistan’s various economic growth issues by renowned academics from all over the world, such as Dr. Jock Anderson, Dr. Regina Birner and Dr. David Spielman.
