While visiting a family at Sonafluca village, several household implements were on display having been found in their fields while digging. We were told they were about 1500BC in age. (I think the iron isn't quite that old!) Several items were also on display at the local school we visited.
On October 17-18, 2023, a senior level delegation from across the U.S. government presented our most recent report on implementation the The International Covenant on Civil and Political Rights (ICCPR), a multilateral treaty that commits nations to respect the civil and political rights of individuals, including the right to life, freedom of religion, freedom of speech, freedom of assembly, electoral rights and rights to due process and a fair trial.
Ambassador to the UN Human Rights Council Michèle Taylor headed the U.S. delegation, which includes Special Assistant to the President for Democracy and Civil Participation Justin Vail, U.S. Department of State’s Principal Deputy Assistant Secretary in the Bureau of Democracy, Human Rights, and Labor Robert Gilchrist, the Attorney General for the State of Nevada, Aaron Ford, Mayor of Montgomery, Alabama, Steven Reed, as well as nine other senior U.S. government representatives from the Department of Justice, Department of Labor, Department of Housing and Urban Development, Department of Education, Department of Health and Human Services, Department of Homeland Security, and the Department of Defense.
"The rights enshrined in the ICCPR are foundational to the fabric of all thriving democracies," said Ambassador Taylor in her opening remarks before the Human Rights Committee, the body which monitors treaty implementation. "For example, ensuring the right to vote and to participate in public affairs is not only necessary to foster an active civil society and political pluralism, it is crucial to ensure equal treatment under the law and to address a broad range of human rights challenges. We are deeply committed to the respect and protection of the rights enshrined in the ICCPR. The United States demonstrates that commitment by adopting and implementing measures to give effect to those rights."
Justin Vail, Special Assistant to President Biden for Democracy and Civil Participation, said the United States is "resolute" in its commitment to protecting human rights. "Because great nations do not hide from their history or their faults. They acknowledge them and work to improve with transparency, humility and perseverance."
La directora de Prosperidad Social, Cielo Rusinque, anunció que la entidad multiplicará, a partir de este año, la inversión en el programa con el que ayuda a restituir los derechos vulnerados de las comunidades jiw y nukak, en Guaviare y Meta. La inversión de Iraca para atender a estos dos pueblos indígenas durante 2023 y 2024 es seis veces mayor de lo que se le había asignado en intervenciones anteriores.
“Estamos comprometidos en convertir a Colombia en potencia mundial de la vida. Para eso, dispondremos de todos los mecanismos del Estado, para la superación de injusticias y exclusiones históricas y la no repetición del conflicto. Las víctimas, los pueblos étnicos y los territorios más afectados por el conflicto son una prioridad y son los gestores del cambio en nuestro plan de Gobierno”, dijo Rusinque, en la audiencia citada este viernes por la Corte Constitucional para hacer seguimiento a las medidas de atención y protección de los pueblos jiw y nukak.
Rusinque informó que la intervención de Iraca programada por la entidad entre 2023 y 2024, para estos dos pueblos, tendrá una inversión aproximada de 4.985 millones de pesos. Atenderá a 840 hogares: 480 hogares jiw de un resguardo de San José del Guaviare (Guaviare) y dos resguardos de Puerto Concordia (Meta); y 360 hogares nukak de San José del Guaviare. Hay otras cinco comunidades censadas que, debido a su condición nómada, se han trasladado, lo cual dificulta su identificación y posterior atención.
Entre 2015 y 2016, Iraca atendió a 143 familias jiw y nukak de seis resguardos de San José del Guaviare (Guaviare), Mapiripán y Puerto Colombia (Meta), con una inversión de 714 millones de pesos. “La nueva intervención implica un aumento de 698 por ciento en inversión y una cobertura superior al 587 por ciento”, aclaró Rusinque.
Los hogares recibirán una atención que facilitará oportunidades para la generación de ingresos, el acceso a alimentos de autoconsumo y el enriquecimiento de su organización social y comunitaria. Podrán implementar unidades sostenibles de producción de alimentos para el autoconsumo, a partir de las concepciones y prácticas de producción y consumo propias. Rusinque explicó que esto responde a las medidas que establece la orden segunda del Auto 173 de la Corte Constitucional.
La Corte Constitucional, por medio de ese auto (173 de 2012), vinculó a Prosperidad Social en el diseño y puesta en marcha de un Plan Provisional Urgente de Reacción y Contingencia para la atención inmediata e integral de las necesidades más apremiantes para asegurar la supervivencia de los pueblos indígenas desplazados jiw y nukak, en Guaviare y Meta.
“Estos acercamientos nos permitieron reafirmar la grave situación en que vive la comunidad indígena nukak por la escasa posibilidad de acceder a alguna fuente de agua, entre otras problemáticas sociales y culturales. En relación con el acceso al agua se procedió a gestionar ante la Alcaldía Municipal de San José del Guaviare para que se surtiera quincenalmente de agua potable al pueblo indígena nukak en el lugar de asentamiento donde se encuentran, siendo este un logro derivado de la gestión adelantada por esta Cartera Administrativa”, dijo la Directora de PS.
A la audiencia de seguimiento de este viernes también asistieron autoridades de ambas comunidades indígenas, el ministro de Defensa, Iván Velásquez, la viceministra del Interior, Lilia Solano; la directora del ICBF, delegados de la gobernación del Meta y autoridades locales de San José del Guaviare. Expusieron las problemáticas complejas de ambas comunidades, como los riesgos por explotación sexual a los infantes, mendicidad, drogadicción, violación, reclutamiento de niños, niñas y adultos a grupos ilegales y falta de agua.
Prosperidad Social informó a la corte que, durante 2023, implementa estrategias para la identificación de las características particulares y diferenciales de los pueblos jiw y nukak. En febrero, sus equipos de trabajo lideraron “escenarios de diálogo intercultural, teniendo en cuenta su cosmogonía y cosmovisión para el desarrollo de una ruta de atención que permita garantizar derechos de las comunidades y preservar su vida y cultura en el territorio”, expuso Rusinque.
Prosperidad Social recopiló información censal de ambos pueblos, que está siendo validada por las autoridades tradicionales. Identificó barreras que dificultan la intervención, que la actual administración trabaja en cambiar. Rusinque llamó la atención sobre la falta de actualización de los censos de las comunidades y la persistencia de los vacíos frente a la implementación del enfoque diferencial étnico, al trasladar figuras occidentales que no existen dentro de las dinámicas propias de su cosmovisión. “La entidad solicita a la Corte Constitucional hacer un llamado a los entes de control para que incorporen dentro de su dinámica auditora una mirada con enfoque diferenciado étnico”, dijo.

We celebrate light in our pictures. Understanding how light interacts with the camera is paramount to the work we do. The temperature, intensity and source of light can wield different photography effect on the same subject or scene; add ISO, aperture and speed, the camera, the lens type, focal length and filters…the combination is varied and multi-layered and if you know how to use them all, you will come to appreciate that all lights are useful, even those surrounded by a lot of darkness.
We are guided by three passions, simple but overwhelmingly strong, our longing to capture in print, that which is beautiful, the constant search for the one picture, and constant barrage of new equipment and style of photography. 2nd part of the workshop implemented by Frédéric Roussel (Carnavalet Museum, Paris) and Christophe Le François (UPEC-ESPE) after a museum visit.
The final implemented version gave all the attention on the stories as originally intended and the first story highlights the goals of PRISM to new visitors. Additionally, refinement was made towards the overall look of the Flash interface.
One challenge with this design was the DHTML implementation of the global navigation. Dropdowns flickered above the Flash frame causing a lot of friction in the user's ability to jump to other pages. As a result, the same navigation was implemented within the Flash frame to maintain a smooth and consistent experience.

Speaking on behalf of the United Nations Mission in South Sudan, the Special Representative of the Secretary-General, Nicholas Haysom, called on political leaders to act urgently to fulfill the promises made to their people through an unwavering spirit of solidarity, bold decision-making, and a clear, actionable plan to implement the peace deal.
