On the occasion of the closing reception of the ITU Council 2013, the Romanian Ministry of Foreign Affairs asked the Swiss WebAcademy (swissacademy.eu/en/web-projects/social-media-victims-heroes/) to organize a large exhibition which could raise awareness on the bright and the dark sides of the social media. The “Social Media Heroes – Social Media Victims” exhibition is located at ICT Discovery and shows how ancestral techniques such as “making a hero” or “creating a devil” from a simple human are, nowadays, extensively used on the net.

Personal Portable Computer PPC 512, made in 1988 by Amstrad, of the United Kingdom.

It has an 8 MHz processor, 512 kB memory, 9-inch (22 cm) non-back lit LCD screen, two floppy disk drives, and mains power or 1-hour battery life.

KUAP Pandipieri offers a range of vocational training programmes at centres across Kisumu's informal settlements, including masonry, carpentry, catering, fashion and clothes making, and fine art. Students study both the theory and practice of their chosen subject, as well as compulsory ICT training. At the end of their two years, students leave with certificates of attendance and qualification to enable them to successfully get a job in their chosen area.

The growing demand for ICT statistics, an increasing number of internationally defined and agreed ICT indicators, and growing recognition of the importance of ICT statistics for social and economic development are imposing new challenges for ICT data quality. Data quality issues are being discussed particularly in the context of the emerging debate on the potential of big data to complement official statistics and calls for open data systems in countries and international agencies. The objective of this session is to present the ITU data quality assurance framework and guidelines, to review national best practices, and discuss ways on how to maintain quality of official ICT statistics in the context of big and open data. The session will address the following questions:

What is data quality and how can it be assured at the national and international levels?

What are the challenges and opportunities of adopting open data policies?

What are new dimensions of data quality in the context of big data?

Are open data and big data compatible? What needs to be done to ensure data confidentiality?
