Dear Ms Parker and Mr Crompton

 

I wrote to you both on 3 February about this continuing problem. As I said, my central concern is not about a dumped sofa or the other stuff. It's about what seems to be almost a textbook case of systemic dysfunction leading to - in John Seddon's term - "failure demand". As you'll appreciate, given the brutal budget cuts we're being forced to make, I'm not only frustrated but angry about this pointless, wasteful, costly and repeated systems failure.

 

Anyway, back to the sofa etc. On 8 February I got an email from [... ] Corporate Property Services who wrote that: "I am advised that the contractors have cleared the sofa, cardboard etc from land rear of unit 1 Rosebery Avenue."

 

[This] helpfully included the emails from "Property Helpdesk" and from [ . . .] Haringey Enterprise, who said removal had been done on the same day (i.e. 3 February). However, you may spot an omission. Despite my description of a couch/sofa and of the dumping as "Couch, sheet of glass, small pile of masonry", plus my photos, [the email] referred to "sofa, cardboard etc."

 

I was curious to see what had been taken away. So I walked there the next day and took some more photos from different angles. If our staff are allowed to access these photos onscreen, it should be completely clear what's there and where it is. My new snaps are posted on Flickr.

 

As you'll see, the famous navy blue sofa has gone. But not the pane of glass; nor the bits of masonry. (I took a close look and they are actually a few large broken tiles. [ . . . ] There was also some litter both at the front and rear of this forecourt. And even the cardboard box was still there. [ . . .]

 

I've no reason to doubt that everyone involved is working hard to make Property Services' system deliver what we want. Almost certainly the problem is that it is a bad system.

 

I look forward to hearing from you with replies to my questions 2 - 4 in my email on 3 February.

As we move into the Sem 2 a2a period (site checking for semester 2) and a new a2a / helpdesk roster, Tim has had to paper over his Helpdesk pickup button on his desk phone to stop his automatic pickup habit: having been on for the past 6 weeks, he's now rostered onto other projects for the next 24!

Presidência Itinerante vai à Feira de Santana

 

Feira de Santana recebe a Presidência Itinerância, já em seu novo modelo, que além do Gabinete e Secretaria Geral da Presidência, traz representantes do Comitê de implantação do Processo Judicial Eletrônico - PJe-JT, do Comitê de Saúde do Trabalhador (CSTRAB) e das Comissões de Engenharia de Segurança e Medicina do Trabalho (CESMT) e de Acessibilidade, da Secretaria de Organização e Métodos e do Núcleo de Manutenção e Projetos.

 

'A transição do processo físico para o virtual traz algumas dificuldades, mas estamos trabalhando para que tudo ocorra da melhor maneira', pontuou o presidente, desembargador Valtércio de Oliveira, ressaltando que ainda 'há dificuldades comuns a todo novo sistema, quando é implantado'. Ele avisou que Feira de Santana deverá estar no PJe-JT em outubro deste ano e apresentou a gestora do comitê de implantação, desembargadora Dalila Andrade, explicando aos servidores e magistrados que a implantação do sistema é feita em diversas etapas, iniciadas pelo diagnóstico feito por O & M, que produz um relatório com todas as observações relacionadas ao espaço físico e condições gerais de trabalho. Segundo o presidente, o sistema ainda passa por constantes modificações, estando na versão 1.4.8. Por fim, explicou que a equipe responsável pela implantação vai averiguar e informar as medidas tomadas para que tudo ocorra de forma tranquila.

 

A desembargadora falou dos mecanismos criados pelo TRT5 para dar suporte aos juízes, advogados, procuradores, servidores e partes, como o Núcleo de Suporte Operacional ao PJe e preparo do Helpdesk, além das facilidades que o novo sistema traz, inclusive com deslocamento. Segundo a gestora, o PJe-JT 'tira o advogado do balcão, o oficial de justiça das ruas, e também não há juntada de documentos e de petições mais nas varas', destacando que no interior a média é de 200 petições por semana para serem anexadas ao processo.

 

A diretora da Secretaria de Tecnologia da Informação e de Comunicações - Setic, Cláudia Jorge, relatou que é muito importante esse diagnóstico inicial, onde todo o ambiente é avaliado para que as soluções sejam apresentadas pela Setic. Ela narrou a presença de grupos de trabalho que acompanham as etapas de implantação e dos equipamentos enviados para o preparo das máquinas que vão ter o sistema implantado. 'Todo o interior recebeu as 31 switches e computadores novos. Em Feira estamos preocupados com o espaço, mas vamos ver como ajustaremos o uso dos monitores necessários ao PJe-JT'.

 

Filipe Ortiz, diretor na 2ª vara, falou da importância da visita de presidência, 'pois ainda existe uma sensação de que o interior não recebe o mesmo cuidado que a capital. Com a visita, vimos que estamos sendo vistos sim', declarou.

Já o advogado Basílio Neto falou da expectativa do PJe-JT em Feira de Santana, e disse que já o usa, o que 'está adiantando muito ainda mais o trabalho. Hoje só viajo para fazer audiências'.

 

O presidente da OAB, subseção local, Pedro Mascarenhas, foi recebido pelo presidente (foto), e apresentou o pedido dos advogados que frequentam o fórum, de que é urgente que sejam feitas melhorias nos banheiros e no espaço físico.

 

Segurança

 

Também foram entregues os kits de segurança aos agentes lotados no fórum, que agora terão uniforme tático, coturnos, armas de choque, colete à prova de balas, algemas e lanternas.

 

O diretor de segurança, José Rivas, pediu para que os colegas tenham consciência do seu papel como agentes, responsabilidade e que vejam a necessidade de se cuidarem fisicamente, uma exigência agora para que continuem a receber a gratificação paga aos seguranças. Ele também falou das melhorias que virão por aí, como a instalação de câmeras, 'o que deverá ocorrer ainda este ano, como forma de fazermos o monitoramento dos prédios. Também haverá treinamento, e se estiverem com um bom condicionamento físico, o lucro será de todos, principalmente dos senhores', afirmou.

 

O presidente esteve nas 6 varas que funcionam no fórum. Na sua fala, ressaltou que 'a Justiça do Trabalho exige do juiz um trabalho redobrado, pois a efetivação do seu trabalho só ocorre mesmo na execução, quando se dá a eficácia e efetividade da sentença'. Sobre a itinerância, falou que pretende atingir todas unidades do TRT5,' pois queremos ver de perto a situação física também dos prédios, e aqui em Feira, onde o PJe vai chegar neste ano, já vamos iniciar a adequação do prédio, concluiu o presidente.

 

Em reunião com os chefes dos setores e os oficiais de justiça, o presidente recebeu sugestões para o aprimoramento das atividades e se comprometeu a dar o devido encaminhamento a todas elas.
