The Harm Reduction Commission was established in August 2018, with Governor Baker’s signing into law of chapter 208 of the Acts of 2018. The commission is charged with reviewing and making recommendations regarding harm reduction opportunities to address substance use disorder. The commission is comprised of the Secretary of Health and Human Services, who chairs the commission, and a diverse panel of policymakers, public health professionals, legal scholars, clinicians, and local residents.

The United States hosted the International Contact Group on Civilian Harm Mitigation and Response with the Kingdom of the Netherlands. Together, we are continuing the conversation with civil society and government experts on how to improve the protection of civilians and reduce human suffering in armed conflict.
Preventing and responding to civilian harm caused by military operations is a strategic priority and a moral imperative. The United States Department of Defenseis committed to collaborating with security partners and international organizations to maximize civilian protections.
