The obelisk is next to the Fauquier County Courthouse.
I'm not sure whether this is a Banksy piece that was covered up by the Gray Ghost (a vigilante graffiti remover) or something else entirely, but that's the closest I can come up with. It's on the side of a building right across the street from The Big Top on Clio St.

My wife's family was visiting from out of state. We decided to visit Southport, NC on Saturday. Photo taken from the shore of the Cape Fear River in Southport. Near the end of our visit, a Brunswick County Sheriff boat accompanied a tow boat towing a sailboat.
This male northern harrier (gray ghost) kept me company the whole afternoon while I watched the trains go by at Bay Point park. He would appear about every half hour to fly slowly up the abandoned railroad tracks looking for something to eat. His mate was on the other side of the tracks doing the same.
Stopped at Washington Court House on the way back from the OOS outing at The Wilds in Cumberland, OH. No Snowy Owl but I did have this harrier flying behind the Home Depot. No owl sightings today from reports of those that were there as of 3:30 PM.
