Hispar Glacier is a 49 km (30 mi) long glacier in the Karakoram Mountains of Gilgit–Baltistan, Pakistan which meets the 63 km (39 mi) long Biafo Glacier at the Hispar La (Pass) at an altitude of 5,128 m (16,824 ft) to create the world's longest glacial system outside of the polar regions. This 100 km (62 mi) highway of ice connects two ancient mountain kingdoms, Nagar (immediately south of Hunza) in the west with Baltistan in the east.

Speakers at a seminar stressed on the need for giving a true democratic system to the people of Northern Areas by giving all powers to their elected representatives and officials, nominated or appointed by them, such as the Azad Kashmir government.

 

The seminar on ‘Gilgit-Baltistan Empowering & Self-Governance Order 2009 — Stakeholders Perspective’ was jointly organised by the Sustainable Development Policy Institute (SDPI) and Sungi at National Press Club here on Tuesday. Aimal Khan of Sungi conducted the proceedings.

 

Ali Ahmad Jan from Karakoram National Movement said as per the announcement of the Pakistan prime minister, Gilgit-Baltistan could not be made a part of Pakistan, adding that the AJK Constitution also has provisions for the seats of Northern Areas after the resolution of the Kashmir problem. “We will not accept the orders of a governor or any other official if he is not from the Gilgit-Baltistan region,” he said.

 

Dr Ghulam Abbas, chairperson of the National Movement of NAs, said, “When the agencies are after the people, how would they support us. You will not get votes in case of a plebiscite if you do not treat the people of the areas properly.” He said the belief that being Muslims, the people of NAs would vote for Pakistan is misplaced.

 

He said Kashmiri leader Yasin Malik should not push the leadership of NAs to the wall and stab them. “Whenever any step is taken to give us rights, the midnight jackals of vested interest come to subvert the effort,” Dr Ghulam Abbas said and added that by announcing the package, Islamabad has accepted that it committed a crime by not giving us rights in the past decades, and that it was ZA Bhutto Shaheed, who gave them rights. Like Balochistan, he said, an apology is due in case of Northern Areas as well.

 

Nawaz Khan Naji, head of the Balawaristan Nationalist Front, said the NAs were forcibly made part of Kashmir during the British rule and they want to get freedom since then. “We established a republic in 1947 and when India tried to annex it, we approached Pakistan for assistance,” he said and added that the people of the area were never consulted while their future was being decided. He admired Shaheed ZAB for revoking the Frontier Crimes Regulations, and said Islamabad should treat NAs like it handles AJK.

 

Hafiz Hafeez-ur-Rahman, president of the NAs PML-N, said they have to explain their status to everyone, as they have no identity and the federation does not know about their issues. He asked the government to consult the people if the package is for the region’s empowerment. He said they caught a colonel red-handed while indulging in corruption of Rs200 million but after the intervention of powerful personalities, nothing happened.

 

“Like AJK, we are also out of Pakistan’s Constitution and deserve similar treatment for the sake of the Kashmir cause. How could a governor be the constitutional head when there is no constitution for the NAs and no provision of a governor exists in Pakistan’s Constitution,” he asked. He said even a local governor could not be a representative of the areas if nominated by the Pakistani president, adding that Pakistan Constitution has slots only for four governors, and warned not to turn the NAs into another Balochistan.

 

Fauzia Saleem said, “The nationalists are not anti-Pakistani; it is the pain of the treatment meted out to an area that makes one a nationalist.” She said the 1951 Act extended the writ of Pakistan to the NAs and ended the ‘rajgan’ system. She praised ZA Bhutto and Gen Musharraf for their work for the region and hoped that the new package would bring empowerment to the people.

At the pass, the Biafo Glacier (63 km. long) and Hispar Glacier (49 km long) meet to form the world's longest glacial traverse outside of the polar regions, 100 kilometers in length..

Ashura is commemorated by Shia Muslims as a day of mourning for the martyrdom of Husayn ibn Ali, the grandson of Prophet Muhammad at the Battle of Karbala on 10 Muharram in the year 61 AH (in AHt: October 10, 680 CE). The massacre of Husayn with a small group of his companions and family members had great impact on the religious conscience of Muslims.

The markhor, also known as the screw horn goat, is Pakistan's national animal. The wild goat is an endangered species. It can be found in Gilgit-Baltistan, Chitral, Kalash Valley and Hunza among other northern parts of the country.

Snow Lake, or Lukpe Lawo, is a high-altitude glacial basin in the Karakoram mountain range, located 16,000 feet (4,877 m) above sea level, and is approximately 10 miles (16 km) wide. The basin lies at the head of the Biafo and Hispar glaciers, which spread down from the Hispar Pass in opposite directions, forming a 61 mile (100 km) river of ice that is among the world's longest continuous glacier systems outside of the polar regions.

Heritage: Romancing the stone

  

The signboard that I saw three years ago on the main Karakoram highway, showing directions to the Danyor Rock, had disappeared. This time around I was in a local taxi and the driver had no idea what I was searching for. I was afraid that Shaukat had already blasted the rock as per his plan.
