日本統治時代の台湾広報映画

【産経新聞】の報道によると、太平洋戦争以前に制作された日本映画のフィルムが台湾で大量に発見され、修復作業を終えた一部が先月末からネット上で公開されている。作品は記録映画(ニュース映画)、劇映画、アニメなど多種多様に及んでおり、日本ではまだ発見されていない映像が含まれている可能性もあるとして注目を集めている。
公開されているサイトは【片格轉動間的台灣顯影】。記事によるとこれらのフィルムは、2008年の開館を目指す台湾歴史博物館が3年前に収集家から買い取ったもの。戦前に台湾各地で上映されたものと推測されている。修復作業の指揮を執る井迎瑞・台南芸術大学教授は「(戦前のフィルムが)これだけ保存状態が良く、しかも大量に見つかるのは珍しい」と話している。
フィルムは全部で168点。1930年から40年代に制作されたものが多く、さらに劇映画やアニメは日本で撮影されたもの、記録映画は台湾で撮られたもののもよう。いずれにしても歴史的が極めて高い。博物館は現在、修復作業を優先するため個々のフィルムに関する調査には着手しておらず、作品名が判明していないものもある。井教授は「日本の専門家にはまだ連絡を取っていない。当時の関係者が生きていたらぜひ話を聞いてみたい」と語っているとのこと。

実際サイトを閲覧してみると、台湾語の変換ツールがないので翻訳はかなわず、何とか漢字の意味で一部判読が出来るという感じ。「研究内容」「修復過程」「成果展示」などそのまま日本語でも意味が通じるものがあるのがありがたい。「相關資源」は関連リンク集で、「計畫説明」とは恐らくプロジェクトの趣旨説明のことだろう。
具体的な展示品は「成果展示」のメニューから閲覧が出来る。「准演執照翻攝成果展示」はフィルムとセットになった説明文献の修復成果のようで、科学的論述書である「空気」にはじまり、健康医学的な「食物と消化」、さらには「お猿の三吉突撃隊」「のらくろ伍長」など、当時の文化や技術などを知り得る重要なフィルムが修復を待っていることが分かる。中には「日本ニュース」「電燈」のような当時の日本のようすを知りえるものや、「カヘルとパラシユート」のように軍事色が強くなってきた社会情勢下で作られたであろうアニメ(そもそも「のらくろ」や「突撃隊」もその類なのだが)など興味深いものばかり。
「影片修復成果展示」では断片的に修復が完了したフィルムをストリーミング動画の形で閲覧できる。確認した限りではすべてが日本語で語られているので、何の不自由もなく閲覧が可能だ。非常に興味深いものばかりで、時間があればじっくり中身を確認したいもの。

「南進台灣」はどうやら当時の台湾の情景を記録した映画の集大成のようで、台湾にとってはもっとも価値が高いと判断されたのか真っ先に修復され、特別の項目で解説がつけられている。それぞれの動画は日本語で語られているが同時に台湾語のスーパーがつけられ、我々日本人も台湾の人も内容をじっくりと確認することができる。モノクロではあるが当時の台湾のようすがきわめて細かく記録されており、歴史的価値が大変高いものと思われる。
老影片的新生命
電影乃人類文明產物，現代國家的電影產業也多半與其現代化同步發展，台灣理應如此，不過，台灣電影史的第一章也是日本在台殖民史的第一頁，充滿時代的詭譎與歷史的無奈感。
台灣電影伴隨著殖民者的施政策略，以及都市商業活動而發展，它從日本傳入台灣之際，正值全球性的民族主義與文化思潮，並進入所謂「大正民主」時期。電影作為新興的影像媒介，原是台灣總督府用來宣傳現代文明與帝國精神的工具，卻也間接開擴了殖民地的國際視野與民族精神。
一九二○年代初台灣文化協會成立時，即把「活動寫真」(電影)列為啟迪民智的手段，以「美台團」為名的電影巡迴隊在各地播映電影，藉著影片內容傳播新知，為台灣人民做「文化啟蒙」，也為台灣電影業奠定基礎。
日治時期的台灣電影製作以日本人為主，隨後台灣人也紛紛加入電影行列。當時的影片五彩繽紛，有劇情片，也有紀錄片、教育片，內容或呈現台灣風土人情、產業景觀，或宣揚殖民地政府成果。不論內容如何，都屬珍貴的電影史料，而且，不只是台灣電影史的重要資產，從殖民者角度，亦屬日本電影史寶貴的一頁，其文化價值可想而知。可惜數十年來物換星移，日治時期與台灣有關的影片大多散佚，僅少部分獲得保存，殊為可惜，因為電影不僅是藝術、產業，也是寶貴的資產。除了紀錄片、教育片傳達豐富的人文資訊，劇情片的生活場景、街道景觀、人物衣著、動作、語言也經常反映時代環境與文化觀念，電影史料的散佚，不啻是集體情感與共同記憶的流失。
國立臺灣歷史博物館籌備處年前蒐藏到一批日治時代的台灣影片及相關文物，包含168卷35mm及16mm的黑白影片、135件准演執照、對白本，以及電影放映機。這批影片有台南州廳政府的宣導教育片，也有台灣各地的寫真紀錄片，包括南進台灣系列，與日月潭、台南（安平、赤崁樓、延平郡王祠）、新高山(玉山)、阿里山、嘉義等地的珍貴畫面。此外，還有幾件以米老鼠為主角的美國早期動畫片。
這批電影史料數十年來流落民間，因保存環境不佳，嚴重毀損，其中不少影片已有齒孔破損現象。而且，影片屬於易燃的硝酸片，超過攝氏四十度即可能化為灰燼，隨時都有損毀的可能。經過熱心人士居中聯繫，文建會所屬的台史博購得這批電影資產。
為了保存這批沉睡超過六十年，得來不易的珍貴史料，台史博積極進行修復計劃，特別委託國立臺南藝術大學音像學院進行二年的資料整理、修補及數位化。影片修復工程雖小，過程卻十分艱難，不但需要精密的技術，也要投入極大的毅力與耐心。在紀錄片專家井迎瑞教授主持下，修復工程進行順利，預計明年即可修復完成，將隨時隨地呈現在觀眾面前，讓關心這批電影資料的人鬆了口氣。
日治時期老電影片的重生，影像文化資產獲得保存，為台灣早期電影史增添寶貴的畫面，而透過播映，讓觀眾瞭解數十年前台灣的地理景觀與人文風貌，有助於拓展國人的歷史視野，具有深刻的文化意涵。前述台史館日治時期老影片的蒐集、整理、修復、典藏、播放，是台灣電影史值得珍惜的一頁，也是文建會的寶貴經驗、良好的開端。
以目前的行政組織架構，文建會並非電影主管機關，但基於文化保存、推廣與藝術創作理念，過去十年來，也致力於影像藝術創作，以及影像文化資產的保存與維護。近年來更推動紀錄片的創作、推廣與國際交流，除了舉辦國際紀錄片雙年展、主題影展、建置影音資料庫，並鼓勵大專學生攝製敘事短片，期望年輕人能由日常生活中擷取創作素材，發揮創意，培養說故事能力。
文建會未來將結合所屬機關與各界力量，為台灣影像藝術的創作、保存、推廣奉獻更大的心力。前述國際紀錄片雙年展已從今年起移師台中國立台灣美術館舉辦，並以此作為雙年展常設性機構，創下國內影音藝術與美術館合作的首例。
此外，眾所矚目的「華山創意園區」正進行兩座電影廳的興建工程，預計明年春季開始播映國片、藝術電影及紀錄片，期望能建立民眾與電影對話的場域，並使電影產業的各個環節得以在華山匯聚，為台灣電影之振興，提供新的力量。
