Description: This photograph shows several soldiers pulling a "victim" bound to a wooden stretcher up a ladder during a series of National Survival Exercises held in Thunder Bay c. 1959.

 

Instituted by the Diefenbaker government in the late 1950s, these National Training Exercises were intended to prepare regular military and reservists for what to do in the event of a nuclear attack on Canada. Most exercises had three phases: mustering troops, organizing supplies and mobilization, and carrying out rescue operations at a disaster site.
