A car must have hit this railing. I am pressed to imagine just how incompetent (or drunk) a driver must have been at the wheel, as there is no parking there and no tight spaces even if you were choosing park there anyway.

When the mergansers move in, the other birds either have to find a new spot or just wait until they leave. Mergamsers tend to dive and hunt for food while on the move and don't stay in one place long as they like to drift with the current.
