Mark Patneaude serves as program director at Western Correctional Center for Women, where he is known for his "failure is not an option" mindset. In January 2022, the facility took over a Correction Enterprises laundry operation. A shortage of credentialed bus drivers threatened the operation's tight schedules. Patneaude offered his personal credentials to assist with driving chores, in addition to his other programs duties. CLAY NATIONAL GUARD CENTER, June 11, 2010 – The Construction and Facilities Management Office (CFMO) recently announced that the Army Guard’s environmental officer, Capt. Karen Corsetti, will now also fill the newly instituted fire marshal position.
During a recent Safety Committee meeting, members noted that the Guard’s fire safety program needs improvement, specifically as it relates to facility fire inspections and the inspection process, said Col. Scott Carter, the organization’s construction and facilities management officer.
“I decided my office would take on the mission of improving the program and the inspection Process,” Carter explained. “However, that meant finding someone qualified to manage it all.”
That someone is Capt. Karen Corsetti of Peachtree City, who oversees the Guard’s Invasive Species Management program. She turned the humane and effective eradication of pests in the state’s 73 armories into an award-winning program, Carter noted. Corsetti will continue in that position, but her energies are going to be primarily focused on her new fire marshal duties.
The 20-year Guard veteran is an obvious choice for the job, according to Carter. Corsetti has eight years of experience as a volunteer fire fighter and paramedic – most of it with Peachtree City Fire Department. She holds National Professional Qualification (NPQ) certification as a level 2 firefighter, level 2 fire instructor, level 1 public fire and life safety educator, level 1 wild land firefighter and level 1 fire inspector. She is also a credentialed weapons of mass destruction hazardous materials technician, advanced hazardous materials life support instructor and a health and wellness Instructor.
Corsetti’s training over the past several years has sent her to courses at the National Fire Academy in Emmitsburg, Md., the Center for Domestic Preparedness at Anniston, Ala., and the Georgia Public Safety Training Academy in Forsyth.

SHIPMATE IN THE SPOTLIGHT Our Shipmate in the Spotlight for this edition is LCDR Scott Dummett. Upon graduation from dental school, LCDR Dummett began his naval service. He completed his one-year credentialing tour at MCRD Parris Island, South Carolina. While there, LCDR Dummett completed rotations through all specialty departments and obtained extensive experience in operative dentistry. LCDR Dummett then completed a three-year operational tour with 3D Dental Battalion at Camp Foster in Okinawa, Japan. LCDR Dummett embraced his "green side" tour, obtaining his Fleet Marine Force Warfare Qualification and acting as Alert Contingency MAGTF officer. Following Okinawa, LCDR Dummett transferred to NMRTU Jacksonville, stationed at Naval Station Mayport, Florida. During this tour, LCDR Dummett was deployed to support Enduring Promise 2018 aboard the USNS Comfort (T-AH 20). During this time, he had the opportunity to provide humanitarian dental care in twelve countries throughout South America and the Caribbean. In July 2021, LCDR Dummett transitioned to NMRTC Pearl Harbor, HI, and currently is the Department Head of General Dentistry at Makalapa Dental Clinic, overseeing twelve general dentists in support of assets in Hawai'i and the greater Indopacific region. After more than a decade of conducting operations overseas, the Army Reserve is bringing its unique capabilities home to benefit communities across America.
Localities across the nation are tapping into these skills through the DoD Innovative Readiness Training program. First authorized in 1993, IRT allows reserve component units to hone their wartime readiness through hands-on training while simultaneously providing quality services to communities throughout the U.S.
As the military’s premier force provider of organized capabilities, the Army Reserve is ideally suited to conduct these missions, said Col. Rhonda Smillie, the 88th Regional Support Command legislative liaison.
“The Army Reserve is composed almost entirely of combat support and combat service support units,” said Smillie. “Those same enabling capabilities used in operations overseas are exactly what many communities within our own country could greatly benefit from.”
Those activities include providing support such as medical and dental care, water purification, veterinary services and engineering projects.
The Army Reserve’s most recent mission took place on Fort Belknap, a geographically isolated Indian Reservation in north-central Montana. There, 33 Soldiers from subordinate units of the West Medical Area Readiness Support Group augmented the Indian Health Services Hospital.
Named Operation Walking Shield, the mission began July 21 and concluded Aug. 1. The Army Reserve staff consisted of eight different medical specialties to include lab technicians, dentists, physicians, critical care nurses, behavioral health specialists, optometry technicians and podiatrists.
The augmentation of these Army Reserve medical personnel greatly enhanced the Fort Belknap Hospital’s own medical staff of seven, enabling the clinic to nearly double the care it provides to the more than 5,000 members of the surrounding Tribes. By conclusion of the exercise, the Army Reserve Soldiers treated more than 900 patients.
Nona Longknife, credentialing coordinator for the Fort Belknap Hospital, said the addition of these medical practitioners enables the hospital staff to augment and enhance normal operations with much needed services. According to Longknife, the Army Reserve Soldiers bring specialized skills not available at the clinic. This affords some Tribal members their only opportunity to receive much needed expanded care.
“During this time of year we have more patients coming in for check-ups and physicals for stuff like sports, schools and Head Start,” said Longknife. “We also don’t have some medical specialists here like podiatrists, so many of our patients, especially our elderly, are able to get much needed care that would otherwise be unavailable.”
Capt. Mathew Plouffe, commander of the 4225th U.S. Army Hospital, said this was their third year conducting this mission and the benefits for everyone have been undeniable.
“Our Soldiers get real-world training,” said Plouffe. “Our EMTs are going on EMT runs, they’re driving the ambulance, they are picking up patients and bringing them back to the emergency room – our nurses are getting real world nursing experience, our podiatrist is treating feet – our dental techs are doing cleanings and assisting dentists who are treating real dental issues – our behavioral health specialists are working out in the field and in the clinic. This is real world training!”
In addition, Plouffe said being able to help an underserved community has been great for moral.
“Everybody is working as a team,” said Plouffe. “It certainly builds moral and cohesion being able to have an impact on a community. We are taking care of Americans. Missions like these are our only opportunity to really do that.”
Montana Senator John Walsh visited the training at Fort Belknap for himself on July 27.
According to Walsh, the unique skills the Army Reserve brings are invaluable in addressing serious community needs within our own country.
"Innovative Readiness Training missions are a win-win for the community and for the military,” said Walsh. “Operation Walking Shield at Fort Belknap is a great example of the program’s success because personnel are able to hone medical skills while helping a community in need of those services.”
Missions like these are also a great way to build relationships between communities and the Soldiers who want to make a difference, noted Walsh.
“Service members are especially important in helping communities because they are exceptionally motivated to make a difference,” said Walsh.
Smillie, who facilitated Walsh’s visit and invited all members of the Senate Committee on Indian Affairs, said it is vital that the public and elected officials understand how Army Reserve IRT missions can benefit our communities.
“The Army Reserve is all about specialized capabilities. In addition to doctors and medical professionals, we have engineers, attorneys, transportation specialists,” said Smillie. “All these skills that enable our forces can also easily be transferred to the civilian sector and benefit our communities.”
This may be best illustrated by the example of Pfc. Johnna Snell who has paired her military occupation with her civilian career while simultaneously bettering her own community.
A member of the Crow Nation of Montana, Snell is an automated logistical technician assigned to the 4225th U.S. Army Hospital. She used her military training to qualify for her current civilian position as a supply technician for the Crow Agency Indian Health Services Hospital.
Snell said the combination of her background, military occupation, civilian occupation and current mission have all complimented each other greatly.
“I am proud to be a part of a unit that can actually help a Native American community through this program,” said Snell. “I’m also proud that I can do this for the Native people and bring this knowledge to other reservations.”
Snell has participated in Operation Walking Shield for the past three years. This year Snell served as the mission’s cultural liaison, charged with coordinating between the Tribes and the unit. According to Snell, the need for assistance is vast and the people greatly appreciate it.
“There is a need here and they struggle to find the services,” said Snell. “Every year we come back and they are excited to see us. The most rewarding thing is helping people in need.”
The value added to the Fort Belknap community is considerable in many aspects, said Longknife.
“Everybody understands that we get cut back, so we try to use everything the best we can,” said Longknife. “The services they provide let us saves for other things and prevents us from having to send an elder 200 miles away for the right care. Elders can’t travel like that all the time - it’s too hard on them.
“80,000 dollars is what I would have to pay for just three doctors to work two weeks,” continued Longknife. “With 80,000 dollars we could send one of our elders to a really good heart doctor, or have a child’s cleft pallet fixed, or have a child’s teeth fixed.”
Beyond benefitting from services the Army Reserve provides, knowing that someone cares and will help them impacts the community deeply, said Longknife.
“Our people have great appreciation for what is done here,” said Longknife. “Appreciation that the Army Reserve thinks that much of our people to take that two weeks that they could spend anywhere in the United States to do their Reserve time, and they choose to come here – and it fills the hearts of the people to think and know that somebody does care.”

Received yesterday while confirming funeral arrangements for Mom.
Mom and Dad made and paid for their cremation in 2001.
Each year, for the past ten years, Mom would say, "This is my last Christmas”. In fact, about five years ago she got rid of her artificial tree and most of her Christmas ornaments, and she did so without letting any of us know. Well, we sure found out the following year!!! I guess last year she was telling the truth . . . she’s gone . . . and she won’t be here this Christmas.
I'm so happy we had a little bit of "festivities" food-wise starting in late October. I was in Costco when I saw the Belgian European Cookies that she likes and we always have at Christmastime so I bought them early. I also picked up a box of Gudrun Chocolates, and even returned a couple of weeks later for another box of Belgian European Cookies. A week or so later at Big Lots I saw the canisters of popcorn --- caramel, white cheddar, butter --- so of course I had to get one. On November 16, I bought a frozen Sara Lee pumpkin pie and baked it in her oven. Mmmm, mmm, the house smelled soooo good. Of course we topped it with whipped cream! I’m so glad I did all of this early because she really did enjoy it.
The Monday before Thanksgiving there was a sudden change in Mom's behavior, like someone turned off the switch to her personality. She was not the same person. It got worse as the days went on. She was found on the floor a few times. She didn't actually fall. She just didn't have the energy to stand. She kind of slid down while trying to hold onto things (at least that’s my perception). She was so stubborn that she would not always use her walker which did lead to some bad falls over the past six years.
On Tues, November 22nd, I drove Mom to Kaiser ER and spent all day with her in the ER. By 11:00 pm we were home with some pain meds. Two days later she didn't even have a bite of her Thanksgiving meal, and a few days after that, on Monday, the 28th I called for an ambulance. Mom was admitted to the hospital, and the following day we were told she would not be leaving.
Mom transitioned to Heaven on Thursday morning, December 1, 2022.
Margaret Frances McV**** was one of seven children born and raised in Connecticut by her parents who emigrated from Ireland. While working, after attending Stone Business College, she met her husband Thomas John F****. While on their honeymoon in 1949 they appeared on the American Quiz Show, BREAK THE BANK.
In November of 1960 they packed their station wagon and headed west with their five children (ages two through ten) because two of their children suffered greatly from asthma, and the doctor recommended Southern California.
We settled in Cypress --- at that time “the town of more cows than people” --- and wow, could we ever smell it at night! Mom worked in credentialing and payroll for the Buena Park School District until her retirement in 1987. Years later Mom and Dad moved to Murrieta for three years before returning to Orange County. Upon their return they lived together in Anaheim for eleven more years until Dad died in 2005. Mom then lived alone for the past 17 years until her death on December 1, 2022.
Mom was a very private person. She didn’t talk much to others about family issues. She didn’t think it wise to “air your dirty linen”. In other words, to talk about private matters that could cause stress and embarrassment to the family. She was also very strong and stubborn. I think that’s what kept her going
Mom was also very strict. When I started belly dancing classes at the Cypress Park and Recreation I was told to check with the priest first.
When her visiting sister from Connecticut left behind a Cosmopolitan Magazine with a cover showing a woman with cleavage, the cover was torn off. I guess Mom never opened the magazine!

After more than a decade of conducting operations overseas, the Army Reserve is bringing its unique capabilities home to benefit communities across America.
Localities across the nation are tapping into these skills through the DoD Innovative Readiness Training program. First authorized in 1993, IRT allows reserve component units to hone their wartime readiness through hands-on training while simultaneously providing quality services to communities throughout the U.S.
As the military’s premier force provider of organized capabilities, the Army Reserve is ideally suited to conduct these missions, said Col. Rhonda Smillie, the 88th Regional Support Command legislative liaison.
“The Army Reserve is composed almost entirely of combat support and combat service support units,” said Smillie. “Those same enabling capabilities used in operations overseas are exactly what many communities within our own country could greatly benefit from.”
Those activities include providing support such as medical and dental care, water purification, veterinary services and engineering projects.
The Army Reserve’s most recent mission took place on Fort Belknap, a geographically isolated Indian Reservation in north-central Montana. There, 33 Soldiers from subordinate units of the West Medical Area Readiness Support Group augmented the Indian Health Services Hospital.
Named Operation Walking Shield, the mission began July 21 and concluded Aug. 1. The Army Reserve staff consisted of eight different medical specialties to include lab technicians, dentists, physicians, critical care nurses, behavioral health specialists, optometry technicians and podiatrists.
The augmentation of these Army Reserve medical personnel greatly enhanced the Fort Belknap Hospital’s own medical staff of seven, enabling the clinic to nearly double the care it provides to the more than 5,000 members of the surrounding Tribes. By conclusion of the exercise, the Army Reserve Soldiers treated more than 900 patients.
Nona Longknife, credentialing coordinator for the Fort Belknap Hospital, said the addition of these medical practitioners enables the hospital staff to augment and enhance normal operations with much needed services. According to Longknife, the Army Reserve Soldiers bring specialized skills not available at the clinic. This affords some Tribal members their only opportunity to receive much needed expanded care.
“During this time of year we have more patients coming in for check-ups and physicals for stuff like sports, schools and Head Start,” said Longknife. “We also don’t have some medical specialists here like podiatrists, so many of our patients, especially our elderly, are able to get much needed care that would otherwise be unavailable.”
Capt. Mathew Plouffe, commander of the 4225th U.S. Army Hospital, said this was their third year conducting this mission and the benefits for everyone have been undeniable.
“Our Soldiers get real-world training,” said Plouffe. “Our EMTs are going on EMT runs, they’re driving the ambulance, they are picking up patients and bringing them back to the emergency room – our nurses are getting real world nursing experience, our podiatrist is treating feet – our dental techs are doing cleanings and assisting dentists who are treating real dental issues – our behavioral health specialists are working out in the field and in the clinic. This is real world training!”
In addition, Plouffe said being able to help an underserved community has been great for moral.
“Everybody is working as a team,” said Plouffe. “It certainly builds moral and cohesion being able to have an impact on a community. We are taking care of Americans. Missions like these are our only opportunity to really do that.”
Montana Senator John Walsh visited the training at Fort Belknap for himself on July 27.
According to Walsh, the unique skills the Army Reserve brings are invaluable in addressing serious community needs within our own country.
"Innovative Readiness Training missions are a win-win for the community and for the military,” said Walsh. “Operation Walking Shield at Fort Belknap is a great example of the program’s success because personnel are able to hone medical skills while helping a community in need of those services.”
Missions like these are also a great way to build relationships between communities and the Soldiers who want to make a difference, noted Walsh.
“Service members are especially important in helping communities because they are exceptionally motivated to make a difference,” said Walsh.
Smillie, who facilitated Walsh’s visit and invited all members of the Senate Committee on Indian Affairs, said it is vital that the public and elected officials understand how Army Reserve IRT missions can benefit our communities.
“The Army Reserve is all about specialized capabilities. In addition to doctors and medical professionals, we have engineers, attorneys, transportation specialists,” said Smillie. “All these skills that enable our forces can also easily be transferred to the civilian sector and benefit our communities.”
This may be best illustrated by the example of Pfc. Johnna Snell who has paired her military occupation with her civilian career while simultaneously bettering her own community.
A member of the Crow Nation of Montana, Snell is an automated logistical technician assigned to the 4225th U.S. Army Hospital. She used her military training to qualify for her current civilian position as a supply technician for the Crow Agency Indian Health Services Hospital.
Snell said the combination of her background, military occupation, civilian occupation and current mission have all complimented each other greatly.
“I am proud to be a part of a unit that can actually help a Native American community through this program,” said Snell. “I’m also proud that I can do this for the Native people and bring this knowledge to other reservations.”
Snell has participated in Operation Walking Shield for the past three years. This year Snell served as the mission’s cultural liaison, charged with coordinating between the Tribes and the unit. According to Snell, the need for assistance is vast and the people greatly appreciate it.
“There is a need here and they struggle to find the services,” said Snell. “Every year we come back and they are excited to see us. The most rewarding thing is helping people in need.”
The value added to the Fort Belknap community is considerable in many aspects, said Longknife.
“Everybody understands that we get cut back, so we try to use everything the best we can,” said Longknife. “The services they provide let us saves for other things and prevents us from having to send an elder 200 miles away for the right care. Elders can’t travel like that all the time - it’s too hard on them.
“80,000 dollars is what I would have to pay for just three doctors to work two weeks,” continued Longknife. “With 80,000 dollars we could send one of our elders to a really good heart doctor, or have a child’s cleft pallet fixed, or have a child’s teeth fixed.”
Beyond benefitting from services the Army Reserve provides, knowing that someone cares and will help them impacts the community deeply, said Longknife.
“Our people have great appreciation for what is done here,” said Longknife. “Appreciation that the Army Reserve thinks that much of our people to take that two weeks that they could spend anywhere in the United States to do their Reserve time, and they choose to come here – and it fills the hearts of the people to think and know that somebody does care.”

“During this time of year we have more patients coming in for check-ups and physicals for stuff like sports, schools and Head Start,” said Longknife. “We also don’t have some medical specialists here like podiatrists, so many of our patients, especially our elderly, are able to get much needed care that would otherwise be unavailable.”
Capt. Mathew Plouffe, commander of the 4225th U.S. Army Hospital, said this was their third year conducting this mission and the benefits for everyone have been undeniable.
“Our Soldiers get real-world training,” said Plouffe. “Our EMTs are going on EMT runs, they’re driving the ambulance, they are picking up patients and bringing them back to the emergency room – our nurses are getting real world nursing experience, our podiatrist is treating feet – our dental techs are doing cleanings and assisting dentists who are treating real dental issues – our behavioral health specialists are working out in the field and in the clinic. This is real world training!”
In addition, Plouffe said being able to help an underserved community has been great for moral.
“Everybody is working as a team,” said Plouffe. “It certainly builds moral and cohesion being able to have an impact on a community. We are taking care of Americans. Missions like these are our only opportunity to really do that.”
Montana Senator John Walsh visited the training at Fort Belknap for himself on July 27.
According to Walsh, the unique skills the Army Reserve brings are invaluable in addressing serious community needs within our own country.
"Innovative Readiness Training missions are a win-win for the community and for the military,” said Walsh. “Operation Walking Shield at Fort Belknap is a great example of the program’s success because personnel are able to hone medical skills while helping a community in need of those services.”
Missions like these are also a great way to build relationships between communities and the Soldiers who want to make a difference, noted Walsh.
“Service members are especially important in helping communities because they are exceptionally motivated to make a difference,” said Walsh.
Smillie, who facilitated Walsh’s visit and invited all members of the Senate Committee on Indian Affairs, said it is vital that the public and elected officials understand how Army Reserve IRT missions can benefit our communities.
“The Army Reserve is all about specialized capabilities. In addition to doctors and medical professionals, we have engineers, attorneys, transportation specialists,” said Smillie. “All these skills that enable our forces can also easily be transferred to the civilian sector and benefit our communities.”
This may be best illustrated by the example of Pfc. Johnna Snell who has paired her military occupation with her civilian career while simultaneously bettering her own community.
A member of the Crow Nation of Montana, Snell is an automated logistical technician assigned to the 4225th U.S. Army Hospital. She used her military training to qualify for her current civilian position as a supply technician for the Crow Agency Indian Health Services Hospital.
Snell said the combination of her background, military occupation, civilian occupation and current mission have all complimented each other greatly.
“I am proud to be a part of a unit that can actually help a Native American community through this program,” said Snell. “I’m also proud that I can do this for the Native people and bring this knowledge to other reservations.”
Snell has participated in Operation Walking Shield for the past three years. This year Snell served as the mission’s cultural liaison, charged with coordinating between the Tribes and the unit. According to Snell, the need for assistance is vast and the people greatly appreciate it.
“There is a need here and they struggle to find the services,” said Snell. “Every year we come back and they are excited to see us. The most rewarding thing is helping people in need.”
The value added to the Fort Belknap community is considerable in many aspects, said Longknife.
“Everybody understands that we get cut back, so we try to use everything the best we can,” said Longknife. “The services they provide let us saves for other things and prevents us from having to send an elder 200 miles away for the right care. Elders can’t travel like that all the time - it’s too hard on them.
“80,000 dollars is what I would have to pay for just three doctors to work two weeks,” continued Longknife. “With 80,000 dollars we could send one of our elders to a really good heart doctor, or have a child’s cleft pallet fixed, or have a child’s teeth fixed.”
Beyond benefitting from services the Army Reserve provides, knowing that someone cares and will help them impacts the community deeply, said Longknife.
“Our people have great appreciation for what is done here,” said Longknife. “Appreciation that the Army Reserve thinks that much of our people to take that two weeks that they could spend anywhere in the United States to do their Reserve time, and they choose to come here – and it fills the hearts of the people to think and know that somebody does care.”

Received yesterday while confirming funeral arrangements for Mom
Mom and Dad made and paid for their cremation in 2001.
Each year, for the past ten years, Mom would say, "This is my last Christmas”. In fact, about five years ago she got rid of her artificial tree and most of her Christmas ornaments, and she did so without letting any of us know. Well, we sure found out the following year!!! I guess last year she was telling the truth . . . she’s gone . . . and she won’t be here this Christmas.
I'm so happy we had a little bit of "festivities" food-wise starting in late October. I was in Costco when I saw the Belgian European Cookies that she likes and we always have at Christmastime so I bought them early. I also picked up a box of Gudrun Chocolates, and even returned a couple of weeks later for another box of Belgian European Cookies. A week or so later at Big Lots I saw the canisters of popcorn --- caramel, white cheddar, butter --- so of course I had to get one. On November 16, I bought a frozen Sara Lee pumpkin pie and baked it in her oven. Mmmm, mmm, the house smelled soooo good. Of course we topped it with whipped cream! I’m so glad I did all of this early because she really did enjoy it.
The Monday before Thanksgiving there was a sudden change in Mom's behavior, like someone turned off the switch to her personality. She was not the same person. It got worse as the days went on. She was found on the floor a few times. She didn't actually fall. She just didn't have the energy to stand. She kind of slid down while trying to hold onto things (at least that’s my perception). She was so stubborn that she would not always use her walker which did lead to some bad falls over the past six years.
On Tues, November 22nd, I drove Mom to Kaiser ER and spent all day with her in the ER. By 11:00 pm we were home with some pain meds. Two days later she didn't even have a bite of her Thanksgiving meal, and a few days after that, on Monday, the 28th I called for an ambulance. Mom was admitted to the hospital, and the following day we were told she would not be leaving.
Mom transitioned to Heaven on Thursday morning, December 1, 2022.
Margaret Frances McV**** was one of seven children born and raised in Connecticut by her parents who emigrated from Ireland. While working, after attending Stones College, she met her husband Thomas John F****. While on their honeymoon in 1949 they appeared on the American Quiz Show, BREAK THE BANK.
In November of 1960 they packed their station wagon and headed west with their five children (ages two through ten) because two of their children suffered greatly from asthma, and the doctor recommended Southern California.
We settled in Cypress --- at that time “the town of more cows than people” --- and wow, could we ever smell it at night! Mom worked in credentialing and payroll for the Buena Park School District until her retirement in 1987. Years later Mom and Dad moved to Murrieta for three years before returning to Orange County. Upon their return they lived together in Anaheim for eleven more years until Dad died in 2005. Mom then lived alone for the past 17 years until her death on December 1, 2022.
Mom was a very private person. She didn’t talk much to others about family issues. She didn’t think it wise to “air your dirty linen”. In other words, to talk about private matters that could cause stress and embarrassment to the family. She was also very strong and stubborn. I think that’s what kept her going
Mom was also very strict. When I started belly dancing classes at Cypress Park and Recreation I was told to check with the priest first.
When her visiting sister from Connecticut left behind a Cosmopolitan Magazine with a cover showing a woman with cleavage, the cover was torn off. I guess Mom never opened the magazine!

After more than a decade of conducting operations overseas, the Army Reserve is bringing its unique capabilities home to benefit communities across America.
Localities across the nation are tapping into these skills through the DoD Innovative Readiness Training program. First authorized in 1993, IRT allows reserve component units to hone their wartime readiness through hands-on training while simultaneously providing quality services to communities throughout the U.S.
As the military’s premier force provider of organized capabilities, the Army Reserve is ideally suited to conduct these missions, said Col. Rhonda Smillie, the 88th Regional Support Command legislative liaison.
“The Army Reserve is composed almost entirely of combat support and combat service support units,” said Smillie. “Those same enabling capabilities used in operations overseas are exactly what many communities within our own country could greatly benefit from.”
Those activities include providing support such as medical and dental care, water purification, veterinary services and engineering projects.
The Army Reserve’s most recent mission took place on Fort Belknap, a geographically isolated Indian Reservation in north-central Montana. There, 33 Soldiers from subordinate units of the West Medical Area Readiness Support Group augmented the Indian Health Services Hospital.
Named Operation Walking Shield, the mission began July 21 and concluded Aug. 1. The Army Reserve staff consisted of eight different medical specialties to include lab technicians, dentists, physicians, critical care nurses, behavioral health specialists, optometry technicians and podiatrists.
The augmentation of these Army Reserve medical personnel greatly enhanced the Fort Belknap Hospital’s own medical staff of seven, enabling the clinic to nearly double the care it provides to the more than 5,000 members of the surrounding Tribes. By conclusion of the exercise, the Army Reserve Soldiers treated more than 900 patients.
Nona Longknife, credentialing coordinator for the Fort Belknap Hospital, said the addition of these medical practitioners enables the hospital staff to augment and enhance normal operations with much needed services. According to Longknife, the Army Reserve Soldiers bring specialized skills not available at the clinic. This affords some Tribal members their only opportunity to receive much needed expanded care.

“80,000 dollars is what I would have to pay for just three doctors to work two weeks,” continued Longknife. “With 80,000 dollars we could send one of our elders to a really good heart doctor, or have a child’s cleft pallet fixed, or have a child’s teeth fixed.”
Beyond benefitting from services the Army Reserve provides, knowing that someone cares and will help them impacts the community deeply, said Longknife.
“Our people have great appreciation for what is done here,” said Longknife. “Appreciation that the Army Reserve thinks that much of our people to take that two weeks that they could spend anywhere in the United States to do their Reserve time, and they choose to come here – and it fills the hearts of the people to think and know that somebody does care.”

After more than a decade of conducting operations overseas, the Army Reserve is bringing its unique capabilities home to benefit communities across America.
Localities across the nation are tapping into these skills through the DoD Innovative Readiness Training program. First authorized in 1993, IRT allows reserve component units to hone their wartime readiness through hands-on training while simultaneously providing quality services to communities throughout the U.S.
As the military’s premier force provider of organized capabilities, the Army Reserve is ideally suited to conduct these missions, said Col. Rhonda Smillie, the 88th Regional Support Command legislative liaison.
“The Army Reserve is composed almost entirely of combat support and combat service support units,” said Smillie. “Those same enabling capabilities used in operations overseas are exactly what many communities within our own country could greatly benefit from.”
Those activities include providing support such as medical and dental care, water purification, veterinary services and engineering projects.
The Army Reserve’s most recent mission took place on Fort Belknap, a geographically isolated Indian Reservation in north-central Montana. There, 33 Soldiers from subordinate units of the West Medical Area Readiness Support Group augmented the Indian Health Services Hospital.
Named Operation Walking Shield, the mission began July 21 and concluded Aug. 1. The Army Reserve staff consisted of eight different medical specialties to include lab technicians, dentists, physicians, critical care nurses, behavioral health specialists, optometry technicians and podiatrists.
The augmentation of these Army Reserve medical personnel greatly enhanced the Fort Belknap Hospital’s own medical staff of seven, enabling the clinic to nearly double the care it provides to the more than 5,000 members of the surrounding Tribes. By conclusion of the exercise, the Army Reserve Soldiers treated more than 900 patients.
Nona Longknife, credentialing coordinator for the Fort Belknap Hospital, said the addition of these medical practitioners enables the hospital staff to augment and enhance normal operations with much needed services. According to Longknife, the Army Reserve Soldiers bring specialized skills not available at the clinic. This affords some Tribal members their only opportunity to receive much needed expanded care.
“During this time of year we have more patients coming in for check-ups and physicals for stuff like sports, schools and Head Start,” said Longknife. “We also don’t have some medical specialists here like podiatrists, so many of our patients, especially our elderly, are able to get much needed care that would otherwise be unavailable.”
Capt. Mathew Plouffe, commander of the 4225th U.S. Army Hospital, said this was their third year conducting this mission and the benefits for everyone have been undeniable.
“Our Soldiers get real-world training,” said Plouffe. “Our EMTs are going on EMT runs, they’re driving the ambulance, they are picking up patients and bringing them back to the emergency room – our nurses are getting real world nursing experience, our podiatrist is treating feet – our dental techs are doing cleanings and assisting dentists who are treating real dental issues – our behavioral health specialists are working out in the field and in the clinic. This is real world training!”
In addition, Plouffe said being able to help an underserved community has been great for moral.
“Everybody is working as a team,” said Plouffe. “It certainly builds moral and cohesion being able to have an impact on a community. We are taking care of Americans. Missions like these are our only opportunity to really do that.”
Montana Senator John Walsh visited the training at Fort Belknap for himself on July 27.
According to Walsh, the unique skills the Army Reserve brings are invaluable in addressing serious community needs within our own country.
"Innovative Readiness Training missions are a win-win for the community and for the military,” said Walsh. “Operation Walking Shield at Fort Belknap is a great example of the program’s success because personnel are able to hone medical skills while helping a community in need of those services.”
Missions like these are also a great way to build relationships between communities and the Soldiers who want to make a difference, noted Walsh.
“Service members are especially important in helping communities because they are exceptionally motivated to make a difference,” said Walsh.
Smillie, who facilitated Walsh’s visit and invited all members of the Senate Committee on Indian Affairs, said it is vital that the public and elected officials understand how Army Reserve IRT missions can benefit our communities.
“The Army Reserve is all about specialized capabilities. In addition to doctors and medical professionals, we have engineers, attorneys, transportation specialists,” said Smillie. “All these skills that enable our forces can also easily be transferred to the civilian sector and benefit our communities.”
This may be best illustrated by the example of Pfc. Johnna Snell who has paired her military occupation with her civilian career while simultaneously bettering her own community.
A member of the Crow Nation of Montana, Snell is an automated logistical technician assigned to the 4225th U.S. Army Hospital. She used her military training to qualify for her current civilian position as a supply technician for the Crow Agency Indian Health Services Hospital.
Snell said the combination of her background, military occupation, civilian occupation and current mission have all complimented each other greatly.
“I am proud to be a part of a unit that can actually help a Native American community through this program,” said Snell. “I’m also proud that I can do this for the Native people and bring this knowledge to other reservations.”
Snell has participated in Operation Walking Shield for the past three years. This year Snell served as the mission’s cultural liaison, charged with coordinating between the Tribes and the unit. According to Snell, the need for assistance is vast and the people greatly appreciate it.
“There is a need here and they struggle to find the services,” said Snell. “Every year we come back and they are excited to see us. The most rewarding thing is helping people in need.”
The value added to the Fort Belknap community is considerable in many aspects, said Longknife.
“Everybody understands that we get cut back, so we try to use everything the best we can,” said Longknife. “The services they provide let us saves for other things and prevents us from having to send an elder 200 miles away for the right care.
