With apitifully low enrolment ratio in higher education, itis urgent that there be serious investment in India's research and knowledge base.It is essential that in universities such as JNU, where the majority of students are research scholars, financial assistance be provided to enable students to complete their education,undertake research, and make the best possible use of the educational facilities at the university. .
Rs. 3000/5000 UGC fellowship The struggle for financial assistance remains a central concern of JNUSU. There were great 's.
expectations among the student community with regard to the UGC 3000/5000 fellowship. JNUSU has been constantly demanding that as per the UGCcircular, the JNU Administration fix the cut-off date for the fellowships as July 2005. In an agreement signed on 12 July, the administration agreed to favourably considerthis demand. However, the administration made no communicationwith the UGC in this matter. However,in ashocking instance of governmental and bureaucratic insensitivity, in aSeptember 2007 circular, the UGC has sought to stall any fresh disbursal of Rs 3000/5000 fellowships.Arguing for the need to finalise the guidelines and date of fellowships, the UGC has set up acommitteeconsisting.

Rajiv Gandhi Fellowship The JNU Administration has had continually misplaced priorities, seeking to undertakebeautification projects and unwarranted renovation rather than concentrate energies on fellowships and scholarships which are the basic needs of the student community. These misplacedpriorities are evident in the fact that for months together,the disbursal of the Rajiv Gandhi fellowships has come to astandstill.Despite clear and detailed guidelines on the disbursalof these fellowships numerous procedural hurdles and contradictory instructions on "progress reports"are being used todeny the fellowships to students. JNUSU maintains that such delays in disbursal amount to holding the students hostage to administrative whims anti demands that the administration ensure speedy disbursalof the Rajiv Gandhi fellowships to their recipients. .
