Amid fears that soaring food prices could spark unrest, the Philippines Department of Agriculture announced on April 16 it would invest 43.7 billion pesos (1.04 billion USD) on lifting rice production to self-sustaining levels until 2010. Funds would be spent on hybrid and high-yield rice seeds, fertiliser, the repair of ageing irrigation systems, roads, ferry terminals, storage and transportation of rice, and training.
