This old loading funnel is at the site of an old mining operation and processing facility in the California desert. I am not sure of its purpose or use. Is my guess as good as yours ??

New Hanover County Emergency Management coordinated a Commodity Points of Distribution (POD) exercise on Saturday, May 3, 2014.

 

The exercise will took place at the CFCC Safety Training Center (North Campus). New Hanover County Community Emergency Response Team (CERT) assisted in the simulation of the exercise.

 

A POD is a centralized location where the public can pick up life sustaining commodities following a disaster or emergency. If basic services such as electricity and water are not restored to fully serve the returning population of the area affected by a disaster or emergency, PODs may be opened to provide commodities and essential supplies, such as emergency meals, bottled water, ice, and tarps (depending on the incident and resources needed).
