Gov. Justice announces 5% pay raise for teachers and state employees and commitment of $100m from surplus to assist in long term solution to PEIA
CHARLESTON, WV – Following Monday’s announcement that the state of West Virginia had a record first quarter surplus, Gov. Jim Justice said today he has secured the support of the Republican-led Legislature to commit $100 million to a long-term solution fund for the Public Employees Insurance Agency (PEIA) as well as to give public school teachers and state employees a 5% pay raise for a second consecutive year.
Gov. Justice said the commitment of $100 million to PEIA isn’t the only component needed to fix the system but it is a huge step forward along with the continuing work being done by the PEIA Task Force.
“More work has to be done to fix PEIA but this will help to stabilize the program while the Task Force continues its work and while I explore an alternative route of privatization,” Gov. Justice added. “We’re going to find a long-term solution.”
Gov. Justice went on to say that we “all believe in education, investing in education and putting our money where our mouth is” and that his promise to continue providing pay raises if the state’s financial situation keeps improving, helped make the decision to provide a 5% pay raise for teachers and state employees for the second straight year.

Dan Byles, Conservative Candidate for North Warwickshire & Bedworth, has welcomed an announcement by David Cameron for a new generation of Sure Start Centres to focus on the most disadvantaged families.
David Cameron set out the plans during a speech in which he reiterated Conservative support for marriage, and said that first time parents needed more support.
The new Sure Start Centres will operate as independent institutions outside of local government control, and will be funded directly by central Government – so they will put no addition burden on local council tax payers.
David Cameron said he wanted to improve on the current model by returning Sure Start to its original purpose: "…early intervention, increasing its focus on those who need its help most and better involving organisations with a proven track record in parenting interventions".
Speaking after Mr Cameron’s speech, local Parliamentary Candidate Dan Byles said: “I am delighted at David Cameron’s speech. I have always strongly welcomed policies to support and strengthen families, and these proposals will help to look after the most vulnerable families at a time when they are most in need of support.
“I am also a big fan of encouraging independent organisations, such as charities like Lifeline and 4children, who already have proven track records in helping parents and families. Thay are part of the wider circle of society that goes beyond expecting Government departments to do everything – and they are often more efficient and more in touch with ordinary people than civil servants in Whitehall.
“So the proposals to invite charities and organisations like this to run children’s centres, and to be paid by the results they achieve, is a practical way to harness the knowledge and experience that already exists in the voluntary sector.
“This is a positive policy, and I’m delighted that David Cameron is standing firm in his commitment to supporting families.”

The Department of Physical Education hosted the 18th annual Coach Mike Krzyzewski Teaching Character Through Sport Award May 9 at the Thayer Awards Room. The award recognizes West Point cadet-athletes, coaches, officers in charge (OIC) and sport educators for their outstanding commitment to the development of noble character through athletic participation and leadership.
Krzyzewski, a 1969 U.S. Military Academy graduate, was not present for the ceremony but participated in a leadership round table virtually via Microsoft Teams with the winners and runners-up of the award.
During the ceremony, six winners and six runners-up from three categories of athletics – Company Athletics (CA), Competitive Club Athletics (CCA) and Corps Squad Athletics (CSA) – were acknowledged with a certificate and the winners were also given a medal. One cadet athlete and one coach, sport educator or OIC were chosen in each category of athletics as a winner and runner-up.
The attributes of an athlete of character are an exceptional cadet who exemplifies the Army values of integrity, respect, selfless service, duty, honor, loyalty and personal courage both on and off “the fields of friendly strife.” The athlete of character is a team player who combines athletic skill with exemplary sportsmanship and fair play.
The Coach K Award cadet winners were Class of 2024 Cadets Shari-Lee Bennett (CA/team handball), Alyssa Hershey (CCA/women’s team handball) and Isabella Sullivan (CSA/volleyball). The runners-up were Class of 2024 Cadets Kevin Yucetepe (CA/orienteering), Jorden Corpuz (CCA/water polo) and Reagan Warren (CSA/women’s basketball).
The attributes of a coach or OIC are an exceptional leader who exemplifies the Army values of integrity, respect, selfless service, duty, honor, loyalty and personal courage. A sport educator of character has an extraordinary ability to guide, mentor, motivate and inspire cadets through their character, commitment and competency.
This year’s Coach K Award winners were Capt. Breona Moses (CA/team handball), Maj. Craig Champlin (CCA/men’s team handball) and Coach Brian Plotkin (CSA/men’s soccer). The runners-up were Maj. Kristina Fauser-Martin (CA/orienteering), Lt. Col. Nicolas Ouimet (CCA/functional fitness) and Coach Brandt Nigro (CSA/men’s and women’s swimming and diving).

“This is a great opportunity for Connecticut area businesses and organizations to expand our influence. We (the coalitions) offer interested parties the opportunity to speak with one voice on issues of clean air, the environment, independence from foreign energy and adoption of new technology in the mass transit and business transportation sectors,” said Norwich Clean Cities Coalition Coordinator, Pete Polubiatko. “All interested parties are welcome to attend the Connecticut Clean Cities Expo and find out more about our collective organizations,” he added.
Besides discussion of stakeholder benefits, expo attendees will also be treated to a variety of exhibits and a keynote address by Congressman John Larson of Connecticut’s 1st Congressional District. Sponsored by all four of the Connecticut Clean Cities organizations, (Southwestern Connecticut, Greater New Haven, Norwich and Capitol [covering the greater Hartford area]), the Expo’s panel of alternative fuel experts will discuss achievements and accomplishments of the Connecticut Clean Cities Future Fuels Project, (CTCCFF), a $29 million program, funded through a public private partnership; a grant from the American Recovery and Reinvestment Act, funded by the Department of Energy and non-public funds provided by members of the project team.
