This bush was planted by the photographer in the early 1980's from a slip taken from Golden Gate Park's Rose garden. (at the annual pruning...) Yes, this cultivar doesn't need to be grafted to a rootstock...

Bush has been raised from a slip taken in Golden Gate Park (during the annual pruning of the Rose Garden there...) in the 1980's...
A hybrid tea rose of the Command Performance cultivar, as grown in my parent's yard in the Parkside district of San Francisco, CA. Taken by a Nikon D40x at ISO 400 with a Nikon 18-55mm VR kit lens. (at 55)
This plant is a slip (and not a grafted plant...) that the photographer took from the Golden Gate Park Rose Garden (at the annual pruning, when taking slips is [or was, at the time...] OK...) in December of 1981. I see no evidence of fungal diseases on any of the visible leaves, but there are all three of the fungal rose diseases in the yard - Black Spot, Rust, and Powdery Mildew.
