Staff recommends approving the proposed new rules and rule amendments to standardize and reformat 19 of the existing chapters in 68B, FAC; withdraw the advertised language standardizing the red drum rule chapter via Notice of Withdrawal; create placeholder rules via Notice of Change for some of the standardized chapters to make rule numbers available for possible future rulemaking; create new chapters for wahoo, swordfish, and sheepshead; relocate existing gear descriptions to the Gear Definitions rule; incorporate the dates when various federal regulations were incorporated into FWC rules as requested by JAPC (via Notice of Change); correct the proposed rule title for the cobia bag and vessel limits (via Notice of Change) as well as the rule language for the veterans restricted species endorsement exemption; create a General chapter for marine fisheries regulations; clarify that the appropriate recreational fishing license, saltwater products license, and/or restricted species endorsement is required to fish for or possess marine organisms on Florida waters; and prohibit possession, transport, sale, and purchase of any illegally-caught marine organism.
