Say a Decisive NO To 2nd Term For Present VC and Change of JNU~.ACT! .

Onwards to Student's Referendum of 20 April..... 17.4.10 On the 20111 of April, the students of JNU-will participal~ in the first-ever referendum of its kind to express their opinion against the JNU administration's proposal to give the present VC a second term of 5more year.s. by cnanging tha JNU Act. Whether in JNU or elseWhere, Vice Chancellors have always been foisted on universities. mostly based on the poht1~al patr?~age.of the govt of the day, wi~hout ANY consultation -with the very university community which has to face the consequences of t.he ~Csadmm1stration. Also the VCs have w1de range of discretion-ary powers with very little checks and balances on the ground. In such a s1tuat1on, when tenures ot Deans and Chairpersons of our university are marked for two years, whv should the tenure of VC be fixed for 10 long years? If JNU is to function in a democratic and accountable manner, then It stands to reason that a nominated post like that of vc &hould not be vested in any individual for a whole decade. .

:rhis becomes all the more important given the trac~ record of the present JNU administration. Apart from a spale of commercialisation measures, and scuttling of reservations and social justice (elaborated in yesterday'sleaflet), the administration has tried its level best to destroy JNU's culture of Informed dialogue and participation of the entire university community i:J decision-making. .

JNU Administration's Unilateral Decision-Making: Undermining JNU's Democratic Ethos: This campus has -always cher-ished the tradition of dialogue and discussion, and the representation of teachers and students in every decision -making body. Over the years, the student movement has fought and achieved student representative in the Academic Council, the Board of Studies. the CDC and other major .

decision-making bodies. However. the tenure of the present administration has been marked by its repeated attempts to impose its unilateral .

decisions on the student community, bypassing all consultative bodies. including the CDC . the IHA, Standing Committees etc. .

Repeated Breach of Promise and Violations of Agreements with JNUSU: This administration has created an unfortunate practice of repeatedly reneging on its commitments promised to the JNUSU and the student community. The non-inclusion of JNUSU and .

. JNUTA in the two committees (Prof. Adltya Mukherjee Committee and Prof. Rupamanjari Ghosh Committee on the Admission Anoma· lies) set up on the basis of an agreeme~t (signed on 25 ~ugust ~008 at the end of JNUSU's agitation) between JNUSU and JNU administration is the most striking case. Even repeated wntten remtnders to the VC to honour the agreement has come to naught. The reason for this exclusion was clear; since the administration single-mindedly wanted to scuttle the proper implementation of OBC reservations, · it refused to have JNUSU representation in the committees, since JNUSU would have strongly oppose.dthe illegal and illogical cut-off criteria of the JNU administration. .

Again in 2009;after ·massive anti-commerciallsatio·n protests, the VC declared to the media that he would set up· a committee io review the increased prospectus fee. No such committee was heard of, from that day or thereafter. .

After the Supreme Court stay order on the JNUSU elections, the administration systematically excluded student representation in any decision-making body going against JNU's well-established norms. This was not just the exclusive experience of students. Overall, this admin-istration has distinguished itself for being completely unavailable for dialogue-not just with students and JNUSU, but also with several distin9uished and senior faculty members as well. .

Rampant Corruption and Misuse of Fu~The tenure of the present JNU administration has also been marked by series of allegations ot corrupuon, il:i well M rr~o"appropri"tion:~"d ~iSII!'lB of university funds.ACAG audit has clearly implicated the JNU administration in multiple cases of financial anomalies and underutihsatlon of resources. .

There are also mind-boggling anomalies with regard to the University's own statements on the funds it received under various heads. To cite one example, in response to an RTIIast year, the University had said that it received Rs. 400 lakhs as 'additional' grants under the 11lll Plan. While in response to the same question in a later RTL it said it has received NO funds under this head! The implication of such .

~rystatements is starkly obvious! .

Also there are serious allegations tnat out of Rs. 214.18 crores (obtained by JNU from the government in the name of increasing infra-structure for implementing the OBC Reservation Act). almost Rs. 40 crores have been diverted to purchase expensive instruments completely unrelated to infrastructural expansion. .

It is also the present administration that refused to take on the responsibility of ensuring the basic, legally mandated rights of workers on the campus -criminally denying them even minimum wages. The administration rather ch.ose to take the side of the corrupt contractors, arguing that they would be forced to stop work due to the agitationI .

AI.so.shocking was the massive corrup.tion unearthed in the Central Library, ~hich was clearly taking place with the connivance of the administration. While necessary books are·not p1ocured by the administration. severallakhs worth of books were purchased which not a single teacher or student had requested! While the librarian has been placed under suspension, the report was never made public, and the faculty member who was in charge of the Library Advisory committee was allowed to escape unscathed, doubtless because he is a part of the .

anti~reservation lobby of the administration.· . Administration's ~kowed Prioritie.s: H~peca~tive 'Beautification' Orives,}jo Concern For pr~yjdjng Minimum Medical Facillti~~.

While eager to spend money on 'beaubficabon' dnves, plasma TVs, reflectors, unnecessary renovatrons, lavish luncheons .and irrelevant signboards. this administration has shown tne least interest in ensuring basic medical facilities in a residential campus of JNU's size .

Even after the tragic deaths of Aishwarya Agarwal and a ~lsitlng scholar in JNU due to lack of medical facilities, this administra-.

tion did not expres.s even a~ iota of concern. No one from the VC's team attended the condolence meeting organized after Aishwar)'a's death. Instead of taKmg 1mmec11ate ~tep~ to rectify the reasons for the tragedy. the vc has spent his time telling the media that he is waiting for information from "official" sources! This level of insensitivity has been shocking and shameful, to say the least. .
