Access and accommodation were recurring themes in the policies, structure and rhetoric of the Chicago Public Library. As an organization whose primary responsibility is to serve the public, the Chicago Public Library continuously sought to extend the reach of its service beyond the Central Library and out into the community. The earliest extension into the field began in 1884, 11 years after the Library’s establishment. Throughout its history, the Library experimented with a variety of methods for providing extension service, most notably with the implementation of a unique Regional Library system. This pioneering program aimed to create regional branches, which would harbor extensive book collections for direct service to readers and for auxiliary service to other branches. Additionally, the Library made use of a wide array of city spaces (storefronts, industrial plants, settlements, churches, schools, field houses, housing projects, etc.) to either hold, lend or retrieve requested books.
The organization of the institution suggests a sincere and adaptive commitment to providing equality and accessibility of library resources. Yet explorations of its reception and use reveal that it was a product of Chicago-style growth out of public-private partnerships, and of the wider nineteenth century practices of creating spectacle and moral didacticism. The prominent and respected men charged with running this establishment chose to perpetuate a specific tradition of literary appreciation and American values that they believed would best contribute to a society of a hard working, self-improving and citizenry. Pervasive prejudices and fears characterized the actual interactions within the heterogeneous population coming together in this public space. The expansive, integrative power of literature was used to foster authentic participation in a cultural endeavor, but the project was ridden with the issues of discrimination and segregation that were so prevalent in nineteenth century cities.
