KYC Aadhaar card link - Investor to provide mobile number & email ID (at least one should be registered with Aadhar) & Aadhaar number. OTP is sent by CAMS to both mobile & email ID once UIDAI validation is complete. On successful OTP verification, Investor to upload PAN copy which is validated with NSDL. New Delhi: The e-Aadhaar letter or the downloaded version of the card from the UIDAI website, can now be used as a valid identity and address proof document for taking a new mobile connection.
This has been clarified by the Department of Telecom which has also placed the onus of verifying the details mentioned in the e-Aadhaar letter - including name, address, date of birth, gender - from the UIDAI, on the representative manning the point of sale.
The authorised person at the shop will also have to record a declaration saying that the customer details mentioned in the e-Aadhaar letter have been matched with the details received from the UIDAI.
Earlier this year, in a representation to the DoT, COAI Director General Rajan Mathews and AUSPI Secretary General, Ashok Sud had made a case for acceptance of e-Aadhaar as a valid document for issuance of mobile connection.
"It is amply clear that there is no difference in the hard copy of Aadhaar received through Speed Post and the e-Aadhaar taken from the UIDAI website. Therefore, we request your kind intervention to issue requisite instructions and inform...That e-Aadhaar is acceptable," the two industry bodies had said.
At present, there are many applicants who have not yet received the hard copy of their Aadhaar cards through Speed Post, although they may have the electronic copy of their Aadhaar card available through the UIDAI website. DoT's clarification would make it more convenient for such prospective customers to apply for new connections.

INDIA REACTION ON HUMAN CAPITAL INDEX REPORT BY WORLD BANK AND WAYS TO IMPROVE IT
The government has raised “serious reservations” over the first Human Capital Index (HCI) compiled by the World Bank as part of the World Development Report 2019.
India is ranked at 115 position in the index with its score of 0.44 on a scale of 0 to 1 coming even below the average score for South Asia. The finance ministry has questioned HCI that ranked Singapore on top with a score of 0.88. “There are serious reservations about the advisability and utility of this exercise of constructing HCI. As per ministry, there are major methodological weaknesses, besides substantial data gaps.
HCI, which covered 157 countries, seeks to measure the amount of human capital that a child born today can expect to attain by age 18. The index values convey the productivity of the next generation of workers, compared to a benchmark of complete standard education and full health. It has three components – survival, expected years of quality-adjusted school, and health environment.
Published at the annual meetings of the International Monetary Fund and World Bank Group in Bali Nusa Dua, Indonesia, the Human Capital Index showed that for 56% of the world’s population HCI score is at or below 0.50; and for 92% it is at or below 0.75. This implies that only 8% of the global population can expect to be 75% as productive as they could be.
In the case of India, given its score of 0.44, a child born today will be only 44% as productive when she grows up as she could be if she enjoyed complete education and full health. The index shows learning adjusted years of school at an average of only 5.8 years and total expected years of school at 10.2 years. On the harmonised test scores matrix, students in India score 355 on a scale where 625 represents advanced attainment and 300 represents minimum attainment.
Probability of survival to age 5 is 96 out of 100. It finds 38 out of 100 children are stunted, and so are at risk of cognitive and physical limitations that can last a lifetime.
The government has rejected the findings, saying it does not reflect the key initiatives that are being taken for developing human capital in the country, such as Samagra Shiksha, Ayushman Bharat Programme, Swachh Bharat Mission, Pradhan Mantri Ujjwala Yojana, Pradhan Mantri Jandhan Yojana and the Aadhaar identification system-enabled direct cash transfer, that have improved governance and social protection.

Our tour of Linux in India began at a fertilizer shop in a village on the outskirts of Vijayawada, a small (still more than a million people) city in the eastern state of Andhra Pradesh. Growing rice requires fertilizer—a lot of it, from the looks of the store. We were guided there by friends with the Omidyar Foundation to see Aadhaar at work. Aadhaar is India's biometric personal identity system for more than a billion of the country's citizens—by far the largest of its kind. This gentleman is showing his own card in the fertilizer shop where the system was demonstrated for us.
After the wi-fi didn't work, there was much fiddling with this external antenna. Finally, it did work, and we were off in dense and scary (to us, anyway) local traffic, toward our final meeting of the day.

**Overview**
The **Instant e-PAN** service is available to all Individual taxpayers, who have not been allotted a Permanent Account Number (PAN) but possess Aadhaar. This is a pre-login service, where you can:
1. Obtain digitally signed PAN in electronic format, free of cost, with the help of Aadhaar and your mobile number linked with your Aadhaar,
2. Update PAN details as per Aadhaar e-KYC,
3. Create an e-Filing account based on e-KYC details after allotment / updation of PAN, and
4. Check the status of pending e-PAN requests / Download e-PAN either before or after logging in to the e-Filing portal.
**2. Prerequisites for availing of this service**
* Individual who has not been allotted a PAN
* Valid Aadhaar and mobile number linked to Aadhaar
* User, not a minor as of the date of request; and
* User not covered under the definition of **Representative Assessee** u/s 160 of the Income Tax Act.
**3. Step-by-Step Guide**
**3.1 Generate New e-PAN**
**Step 1:** Go to the e-Filing portal homepage, and click **Instant e-PAN.**
**Step 2**: On the **e-PAN** page, click **Get New e-PAN**.
**Step 3:** On the **Get New e-PAN** page, enter your 12-digit Aadhaar number**,** select the** I confirm that **checkbox** **and click **Continue.**
**Note:**
* If the Aadhaar is already linked to a valid PAN, the following message is displayed - **Entered Aadhaar Number is already connected with a PAN**.
* If the Aadhaar is not linked with any mobile number, the following message is displayed - **Entered Aadhaar Number is not connected with any active mobile number.**
**Step 4:** On the **OTP validation** page, click **I have read the consent terms and agree to proceed further**. Click **Continue**.
**Step 5:** On the **OTP validation** page, enter the 6-digit OTP received on the mobile number linked with Aadhaar, select the checkbox to validate the Aadhaar details with UIDAI and click **Continue.**
**Note:**
* OTP will be valid for 15 minutes only.
* You have 3 attempts to enter the correct OTP.
* The **OTP expiry countdown** timer on the screen tells you when the OTP will expire.
* On clicking **Resend OTP**, a new OTP will be generated and sent.
**Step 6: **On the **Validate Aadhaar Details** page, select the** I Accept that** checkbox and click **Continue.**
**Note**:
* Linking / Validating your email ID (registered with your Aadhaar) is optional.
* If you have updated your email ID in Aadhaar but it has not been validated, click **Validate Email**. On the **Validate Email ID** page, enter the 6-digit OTP received on your mobile number linked with your Aadhaar and click **Continue.**
* If you have not updated your email ID in Aadhaar, click **Link Email ID**. On the **Validate Email ID** page, enter the 6-digit OTP received on your mobile number linked with your Aadhaar and click **Continue.**
On successful submission, a success message is displayed along with an Acknowledgement Number. Please keep a note of the Acknowledgement ID for future reference. You will also receive a confirmation message on your mobile number linked with your Aadhaar.
**3.2 Update PAN details as per Aadhaar e-KYC**
**Step 1**: Go to the e-Filing portal homepage and click **Instant e-PAN.**
**Step 2:** On the **e-PAN** page, click **Update PAN.**
**Step 3**: On the **Update, PAN Details** page, enter your** **12-digit Aadhaar number, select the **I confirm that **checkbox and click **Continue.**
**Note:**
* If the Aadhaar is already linked to a valid PAN, the following message is displayed - **Entered Aadhaar Number is already connected with a PAN.**
* If the Aadhaar is not linked with any mobile number, the following message is displayed - **Entered Aadhaar Number is not connected with any active mobile number.**
**Step 4:** On the **OTP Validation** page, enter the 6-digit OTP received on your mobile number registered with Aadhaar and click **Continue**.
**Note:**
* OTP will be valid for 15 minutes only.
* You have 3 attempts to enter the correct OTP.
* The **OTP expiry countdown** timer on the screen tells you when the OTP will expire.
* On clicking **Resend OTP,** a new OTP will be generated and sent.
**Step 5: **After OTP validation, Aadhaar e-KYC details along with the details registered with PAN are displayed. Select the details to update as per Aadhaar e-KYC by clicking on the respective checkboxes to be updated as per Aadhaar details and click **Continue**.
Please note that only the following details can be updated as per Aadhaar Details:
* Photo
* Name
* Date of Birth (If you only have a year of birth in PAN, you will have to update it in Aadhaar before updating it in PAN).
* Mobile Number (It is updated by default)
* Email ID (You need to validate the email ID to be updated in PAN details)
* Address
**Step 6:** After selecting all the details which you want to update as per Aadhaar details, click **Confirm**.
On confirmation, a success message will be displayed with an Acknowledgement Number. Please keep a note of the Acknowledgement ID for future reference. You will also receive a confirmation message on your mobile number and email ID linked with your Aadhaar.
**3.4 Download e-PAN – Post Login**
**Step 1: **Log in to the e-Filing portal using your User ID and password.
Note: You need to Register yourself on the e-Filing portal after receiving the e-Pan. Only after successful registration, you can log in to the portal. Go to the Register for e-Filing (Taxpayer) user manual to learn more.
**Step 2**: On your **Dashboard**, click **Services** > **View / Download e-PAN.**
**Step 3:** On the **Enter Aadhaar Number** page, enter your 12-digit Aadhaar** **number and click **Continue.**
**Step 4:** On the **OTP Validation** page, enter the 6-digit OTP received on your mobile number registered with Aadhaar and click **Continue**.
**Note:**
* OTP will be valid for 15 minutes only.
* You have 3 attempts to enter the correct OTP.
* The **OTP expiry countdown** timer on the screen tells you when the OTP will expire.
* On clicking** Resend OTP**, a new OTP will be generated and sent.
**Step 5**: On the **View / Download e-PAN** page, you will be able to see the status of your e-PAN request. In case the new e-PAN has been generated and allotted, click **View e-PAN** to view or **Download e-PAN** to download a copy.
