I saw this bald eagle with the sign on her wings. Does anyone know about this?

Add: Finally managed to find out that these tags are placed on individual birds who are trapped at Vancouver Airport where they present a danger to aircraft (and themselves). They are tagged and released far away. It’s only if they make their way back to the airport that they need to be put down, so the tags help determine their fate.
