Jack Haefner, the garrison's commander. The award cited Palmer's "tireless efforts" with and "constant monitoring" of the garrison's Facebook page, which became so successful that its "likes" went from 1,166 at the start to a recent level of 17,460. "Mr. Palmer's devotion to the needs of Soldiers, civilians and family members," the award citation reads in part, set "standards of excellence and reflects great credit upon himself, USAG Red Cloud and Area I, and the United States Army. " Earlier in the day, Palmer was honored with a luncheon in Yangju at which various members of the garrison praised his unstinting commitment to photographing garrison events, serving for extended periods as the garrison's acting Public Affairs chief, as well as for his management of Facebook and other garrison media. - U.S. Army photo by Sgt.
