It took me a while to figure out what is going on here with the barrels. Someone owns or leases a small plot of land in order to have a garden. It is downhill and to the left of the barrels. However, the plot has no water supply. The open barrels are there to collect falling rain and snow, to be used to water the garden.
I am pretty sure that the large white cube is a water storage tank in which to accumulate water from the barrels. The ladder is likely there to accomplish the task of lugging partially filled barrels up high, in order to pour the water into the tank. The tank has a faucet at the bottom which likely accepts a watering hose.
NB - On my computer screen, this image displays reasonably well for an extreme crop from an already small image file. The crop is 13% of the area of an original 10.2 megapixel RAW image file, which I saved and edited in the .tif format.

The sun sets over a multitude of idle frac tanks and the new construction that continues in Watford City, North Dakota even though the Bakken oil field is very slow this year thanks to the politics that have caused oil prices to plummet since the same time last year. The days are becoming obviously shorter now and my 6am workday arrivals are now in the dark but the relatively late sunsets around 9pm are still the norm for the moment. (8-19-2015)

ADDITIONAL NOTES.
Tank wagon 083520 was first declassified to Internal User status for use at BREL Eastleigh Works in the 1980's. By the early 1990's it had moved to Stewarts Lane Depot in South London where it was used for possibly water storage or de-icing fluid before being condemned after sustaining collision damage with a set of buffer stops (as seen here, note bent buffers, damaged track and stop blocks).
Prior to its downgrade to internal user status it was built for BR as a 22t capacity Creosote tank wagon operating between tar distillers and BR sleeper preparation depots. The bulk of the BR owned tank fleet was in use for this product alone as it was deemed department traffic. Oil companies etc. were expected to have their own wagon fleets when using the national network. There were 42 of these 35t GLW Creosote tanks built to diagram 1/636 with a 4880 gallon capacity and built with vacuum train brakes and roller bearings.
Water storage tanks, wooden cylinders perched on stilts on city rooftops, in New York are everywhere. Just look up and you’ll notice round, wooden structures on the top of New York buildings. Although they look like remnants of the past, they are still very much in use today. Water for thousands of New York City buildings is kept in these types of tank.

The Carbon Hill Water Tank in Miles City, Montana. This tank, which was completed in 2009, has a capacity of 1.5 million gallons.
This welded-steel tank replaces an older concrete tank which was constructed in 1953 and demolished in January 2007. The old tank had a capacity of 1.5 million gallons.

It is possible that this was the water tower located at a Dune Park along the Lake Shore & Michigan Central Railway rather than at Porter.
