3+ months healed. Yep, the linework =/= great. Whatever.
You will not notice this tattoo in normal light. There is a faint scar of the tattoo visible and when pointed out to people they said they had a hard time seeing it even when shown. It does glow brightly under blacklight.

According to the website, "The Crazy Chameleon has on file a letter dated April 3, 1995 from the Division of Programs and Enforcement Policy, USFDA, and addressed the manufacturer of our ink, containing the following conclusion:
'Having reviewed the information supplied by you [our manufacturer of the ink] and your supplier ... FDA would have no objection to the use of your photonic dye marking [tattooing] system ...'"
I had this tattoo done at No Regrets Tattoo in Raleigh, NC. They were the only shop in the state that would work with the UV ink.
Information I gathered at the time about UV tattoos left me with the impression that many tattoo artist professionals will not ink with them. They are relatively new to the market (I've heard only used in tattoos for the last 11 years) and their safety and long-term effectiveness is untested. Do your research and ask a health care provider if you have any questions related to the medical safety of such tattoos.

69.WORLD AUTHORITY ON CROTALARIA –
A.Solving the outbreak of mysterious Phoolan bimari disease (epidemic of swelling of body in Sarguja district in Madhya Pradesh, India). Several teams investigated this baffling disease, including All India Institute of Medical Sciences, New Delhi. It was being attributed to some new disease of infectious etiology. This was solved by Dr. Atal when the cause was suspected and subsequently found to be toxicity by crotalaria seeds as food adulterant .It was covered in the national news. A team under Dr. Prabhay Singh Jamwal was deputed to the affected area with the instructions to collect all weeds in the fields particularly focusing on suspect Crotalaria. The team returned with several specimens but was unable to find Crotalaria. However on closer scrutiny the rogue plant was identified by Dr. Atal based on examination of unusually tiny but typical seeds of the plant among the sample specimens brought. Further research confirmed the toxicity due to Crotalaria plant.
B.Numerous serial research publications on Crotalaria have been published.
C.On the basis of these numerous publications , WHO appointed Dr. Atal as expert on Crotalaria toxicity and deputed him as consultant to USA, (Oct, 1981) for division of Chemistry and Physics and Division of Toxicology, Bureau of Foods, Food & Drug Administration (FDA) USA / and Pan American Health Organisation (PAHO-USA). Dr. Atal then conducted several lecture tours all over USA (wherever Toxicology work was going on) for toxic plant residues and adulteration in foods and cereals, isolation, detection of hepatotoxins in food chain, especially Crotalaria toxin which had caused morbidity / mortality in USA.
70.INTERNATIONAL IMPACT OF WORK-. Dr. Atal, a student of internationally acclaimed Pharmacognosist Prof. A.E. Schwarting (USA), has been one of the leading International multidisciplinary Pharmacognosists. He was a based internationally as green card US resident and as UN consultant for several projects internationally for about 12-13 years. He served as international multidisciplinary consultant to numerous major international organizations, world bodies, several countries and several United Nations organizations. Multiple multimillion US dollars UN projects successfully implemented/formulated by him have resulted in significant international socioeconomic benefits for the developing world like Vietnam. He has also taught internationally in department of biosciences, Nebraska, USA and U. Conn, USA. In India, he has established new industries or helped transform the import dependency in some existing industries into mass production and export, leading to generation of wealth for the country, including rural society and rural based industry. Several plant based drugs like Xanthotoxin and many others helped India become self sufficient in technology and saved the precious foreign exchange reserves, particularly in the financially stressful seventies and eighties and beyond till date. Research in Essential oils from plants particularly Mint, Ocimum, Cymbopogan, etc used in health formulations, food industry, and essential oil industry helped change the socioeconomic status of the industry as well as rural masses. Developing technology for bold crystals of mint for the first time in India and introducing high mint yielding plants resulted in a sort of green revolution in mint which is now a massive thriving industry today. Introducing and establishing expensive Hops successful in India for the first time changed the socioeconomic status of the rural people of the hills. Implementations of recommendations of Sadasivan committee, of which Dr. Atal was a core member, helped the struggling tea industry from international competition. Projects on submerged fermentation initiated in June 1975, won the Andhra Pradesh prize (Serial no 7, award section) at the import substitution competition for developing process for production of Gibberellic acid.

167.ESTABLISHING AND DEVELOPING FIRST HOPS INDUSTRY SUCCESSFULLY IN INDIA (JAMMU, KASHMIR & HIMACHAL)-India developed the Hops technology and established Hops industry successfully for the first time in India. 168.HIMACHAL PRADESH, INDIA- pine needles Fiber board factories (a first in the world), with turpentine as a parallel by product, establishing CSIR complex at Palampur (now called IHBT) in 1983, appointed as first head this institute , establishing first Hops industry in India, including Lahul area of Himachal Pradesh. Tea industry in Himachal and India was also greatly helped by the efforts of Dr. Atal (See Sadasivan committee).Rutin industry in Himachal Pradesh is mentioned in next point below.
169.BIOFLAVONOID “RUTIN INDUSTRY”- As more and more high yielding species of Eucalyptus as a source for Rutin were discovered in the world, the best raw material source came from dried E. macrorhynea leaves (10-12% w/w yield) primarily used in Australia. The Imported seeds of Eucalyptus macrorhynea were found to perform best in salubrious climate of Palampur in the state of Himachal Pradesh and the leaves were found to give higher yield of Rutin as compared to Australian raw material sources. This was a big commercial breakthrough as Indian species were very low in Rutin content and the high yielding imported variety performed equivalent or better in Indian climate .A factory for production of Rutin was set up at Dhanaulti / areas near Pathankot to supply Rutin to Pharmaceutical industry. Palampur branch of RRL played a leading role in popularizing cultivation of Eucalyptus macrorhynea for the very first time in India. (Serial no 105-112,first reporting in India). Dr. Atal also propagated the coppicing method (including Eucalyptus species) to increase the yield of plant raw material leaves tremendously contributing to further increasing the quantity of finished product.
170.SIKKIM , INDIA 1984-85, Dr. Atal was invited by the Sikkim State as a consultant to identify the raw materials, viable projects from the forest and the state with industrial potential. Several ideas and projects were identified and a project report was handed over to the Sikkim Government / Hon. Hon. Governor Shri Talae Yar Khan for implementation.

Dr. Atal developed and promoted technology for manufacture of bold crystals of mint / mark into boards, a big boost to the mint industry in India. Japanese mint industry became “Rs 100 million” industry by the beginning of 1980’s, and the Tarai area of UP state alone was a 10 crore per annum industry in the mid eighties. India became self sufficient in mint in mid 1980’s. Today China and India are world leaders in mint after further boosting efforts put in by CIMAP in the nineteen nineties. Japanese mint has become the single largest essential oil crop of the country. He also was appointed as international consultant in mint technology in 1981(Burma).

Acetaminophen (the active ingredient in Tylenol®) is toxic to cats... and to humans.
The United States Food and Drug Administration (USFDA), which oversees the safety of food and medicines, has received numerous valid complaints about liver damage and death from consumers who have taken acetaminophen AS DIRECTED. Resultantly, because of the well-known liver toxicity problems associated with acetaminophen, the FDA is rapidly moving toward removal of acetaminophen from an OTC (Over The Counter, i.e., available without prescription), status medication. (Read the FDA's warning to Healthcare Professionals about acetaminophen dosing.)
While the antidote for acetaminophen overdose is acetylcysteine (Mucomist®), often, dosing with the antidote is somewhat like trying to herd cats insofar as the damage is often done once the medication is administered.
Naturally, the maker of Tylenol® - McNeil Consumer Healthcare, a division of Johnson & Johnson - has lost many court cases for wrongful death claims when infants & children died after being administered toxic level doses of the medication, which were GIVEN ACCORDING TO PACKAGE INSTRUCTIONS.
As well as those well-known problems, acetaminophen is NOT RECOMMENDED for people who consume beverage alcohol, because the combination of the two accelerates and intensifies liver damage.
Of course, as I mentioned at the outset, acetaminophen is toxic to cats.

DISCOVERY OF NEW CONCEPTS /FIRST REPORTINGS IN MEDICAL SCIENCE
13.DISCOVERY OF WORLD’S FIRST BIOENHANCER PIPERINE (COMMERCIALISED):
A.PIPERINE is the world’s first proven bioenhancer which was discovered and established by Dr. Atal. Spartine and Vasicine were the first experimental bioenhanced drugs, which established the world’s first bioenhancer concept (See next topic) and which ultimately led to development of world’s first bioenhanced antitubercular formulation Risorine.
B.SIGNIFICANCE OF DISCOVERY OF PIPERINE - It was the first time that a molecule was discovered which could increase the potency of several classes of existing drugs even after being administered at reduced dosed. This made the formulation more effective (bioefficacy) while dose reduction meant reduced cost of drug and reduced side effects of the drug. Prior to this the existing methods were confined to Physical methods only, like micronisation, timed release, site release formulations etc.
C.HISTORY-Bioenhancers were first scientifically documented in 1979 at RRL, Jammu. The reason for arriving at the Bioenhancer hypothesis by Dr. Atal was based on a clue on Trikatu obtained after scrutiny of Ayurvedic handbook compiled by another research institute of CSIR. He observed that a large number (about 75%) of herbal formulations used for a large variety of diseases incorporated Trikatu, or one of the ingredients of Trikatu, namely Piper longum. He posed two questions. What was piper doing in so many formulations? Is it effective against all the illnesses? Since piper cannot be a panacea, so other reasons were thought of and one likely postulation was that it probably increased the potency/ bioavailability of formulations. Further research established the bioenhancer concept. Radiolabelled Vasicine and Spartine which were already being used in other experiments at RRL, were used for bioenhancing experiments, and became the first experimental drugs in the world to be scientifically bioenhanced by Piperine in 1979 at RRL, which established the concept. Subsequently several other classes of drugs were also bioenhanced successfully, research papers were published by RRL , Piperine was patented internationally, research scholars were granted doctorate degrees on bioenhancer research and drug development project on anti tubercular formulation was initiated at RRL. With further research by others, bioavailability enhancers were renamed bioenhancers in short, because research has indicated that Piperine may increase efficacy of drugs due to mechanisms other than increased bioavailability (bioefficacy enhancer + bioavailability enhancer = bioenhancers). About 50 years earlier, Bose in his Pharmacopoea Indica while describing the antiasthmatic activity of Vasaka leaves had made an observation that addition of long pepper to Vasaka increased its efficacy. However, no explanation for this observation was put forth by anyone in science, and it remained an observation overlooked and uninvestigated for about 50 years till the discovery of bioenhancers at RRL, Jammu in 1979 based on a clue from Ayurveda.
14.ESTABLISHING NEW CHAPTER OF BIOENHANCERS IN MEDICINE-
A.NEW CHAPTER IN SCIENCE- With the discovery of Bioenhancer Piperine a new chapter in Medicine was established. The term “Bioavailability enhancers” (later renamed bioenhancers or drug boosters) was first /coined at RRL Jammu. The breakthrough was first published by Dr. Atal in 1979 in IDMA bulletin (Atal. C.K., I.D.M.A. Bull, 1979, 10, 36- “A breakthrough in Drug Bioavailability” – A clue from age old wisdom of Ayurveda”. This term did not exist anywhere in medical treatment, drug industry; textbook or scientific literature till bioavailability enhancer Piperine was discovered and authenticated.
B.SIGNIFICANCE OF DISCOVERY BIOENHANCER CONCEPT -This revolutionary award winning globally recognized breakthrough is a basic discovery which has opened new concept/chapters of Bioenhancers in science in the field of drug bioavailability. As a result, it has opened endless new molecules, drugs, classes of drugs waiting to be bioenhanced and newer bioenhancers waiting to be discovered. Several bioenhancers have been discovered after this discovery, but Piperine still remains the most potent bioenhancer till date. C.BENEFITS OF BIOENHANCERS- Bioenhancers act like a catalyst and make the formulations more potent even at lesser dose. Reduced dose also makes the formulation safer, cheaper, and better tolerated by patient, with lesser chance of drug resistance (due to better acceptance, better compliance and increased bioefficacy). 15.DRUG DEVELOPMENT PROJECT ON WORLD’ FIRST BIOENHANCED ANTITUBERCULAR DRUG - (Risorine/Kit based on Piperine officially released on World TB day, 2011)- Work was started by Dr. Atal on developing Piperine based antitubercular formulation (reference given below) keeping in mind the dire need of the society . Thereafter the world’s first Piperine bioenhanced anti tubercular formulation Risorine/Risorine kit was developed by CSIR (public private partnership) as a novel safer cheaper TB drug with fewer side effects. It was released on world Tuberculosis day 24th March 2011 in presence of current and former ministers for science and technology, India, Director General CSIR and others at Delhi, India and also presented to Mr. Bill Gates. It is almost 50 long years after which something new has happened in the field of tuberculosis research and treatment. Piperine was extensively investigated, researched and took unusually long time to get the concerned permission for launching it in market as Risorine (company launching in 2009 by Cadila Pharmaceuticals and official CSIR launching on world tuberculosis day 2011).In the meantime keletra (Lopinavir/ritonavir) was discovered and officially launched as bioenhanced antiretroviral drug(US FDA approval in 2000). 17.DEBELYSIN (COMMERCIALISED, INTERNATIONALLY MARKETED) patented renal antilithiatic (lithio-lytic or renal calculi dissolving drugs), based on Dolichos biflora Seeds. 18.ANTIARTHRITIC DRUG SALLAKI – BOSWELLIC ACID AS ACTIVE INGREDIENT- (COMMERCIALISED, INTERNATIONALLY MARKETED)- SECOND HERBAL DRUG IN INDIA- Apart from Rauwolfia discovered by Col. Sir R. N. Chopra in late forties, Sallaki, launched in March 1982, became the second other important scientifically proven major herbal drug based on Indian system of medicine (Ayurvedic and Unani) to formally enter Indian market in five decades post independence ( RRL newsletter April 1982). Belladonna was one more such launch elsewhere but it was not a drug in the true sense because it was launched as tincture for its non specific effects/activity on salivation and pain or else as belladonna plaster for boils which are not “activity” specific. Later Atropine extracted from Belladonna became a pure modern drug. After Rauwolfia, Sallaki was “second” in India for the following reasons. It was the second formally launched “single plant” based drug like Rauwolfia, its alcoholic extract was validated for activity in animals, activity was also established to be equivalent to crude drug, and lastly, its scientific validation in animals was reproducible (reference-Dr.K.L.Bedi). The Dr. I. C. Chopra award, 2000 was given to Dr. C. K. Atal for plant based drug discoveries particularly Sallaki, (See award section and internet link). 19.VASICINE, VASICINONE, AND ITS ANALOGUES (MARKETED AS AYURVEDIC FORMULATIONS) -OFFER OF US DOLLARS 80,000/- FOR INDO-US COLLABORATION ON THIS DRUG-exhibiting bronchodilatory, oxytocic and platelet dysfunction/platelet number corrector actions. Vasicine from Adhatoda vasica was discovered to control capillary bleeding through action on Bone Marrow. Dr. Atal while on a visit to USA in 1981 was offered Indo US collaborative research on vasicine. A provisional agreement was signed in USA with Farmacon dated 29th Oct, 1981, and agreed that the data be provided to Farmacon research Corporation, 39, South Lasalle street , Chicago Illinois, USA for a sum of US dollars eighty thousand(US $ 80,000/-) plus additional negotiable royalty , subject to CSIR Head office approval and retaining justified rights by CSIR. This was meant to be researched further in USA for possible marketing in USA (& Pakistan) as per agreement with Alan J, Schroeder, Vice President of the company. Since approval was delayed so the advance cheque was returned back to the company in USAL. 20.RLX-a significant work on bronchodilatory effects of Deoxy vasicinone (RLX). This molecule is a wonderful anti inflammatory bronchodilator with minimal side effects as compared to conventional existing drugs and having a novel mechanism of action entirely different from others. The existing anti asthmatic drugs possesses either anti-inflammatory or else bronchodilatory effect, whereas RLX has both the properties.
21.POTASSIUM EMBELLATE-THE ONLY DRUG OF ITS KIND- a centrally acting, non narcotic orally effective analgesic, the only molecule of its kind known to exist. BACKGROUND
Prof. Dr C. K. Atal (1928- ) who is among one of the foremost internationally based multidisciplinary modern Pharmacognosists was born in Lahore, prepartition India on 4 November, 1928. He received the B. S. (B. Pharm 1949 batch from Medical College Amritsar) and his M. Pharm from Punjab University, Amritsar (later relocated to Chandigarh, India). His major/ Ph. D. degree was done from Connecticut University, USA in Pharmacognosy (study of medicinal plants) and his major advisor was world renowned Professor Arthur E. Schwarting. Dr Schwarting encouraged a multidisciplinary approach to science, research and teaching among student scholars and also changed the scenario in Pharmacognosy globally by introducing new revolutionary modern teaching concepts and modern scientific classification.
Under his advisor’s influence, Dr. Atal adopted this modern and multidisciplinary approach, which laid the foundation of significant internationally recognized multidisciplinary work done by him in his career. In 1957, he accepted a faculty position as Chairman at the University of Nebraska, USA, department of biosciences medical centre and obtained resident status (green card) in USA. However going against the trend of brain drain he returned to India in 1958 and continued his work in India and internationally, while based in India. In India, Dr. Atal also propagated and revolutionized Modern Pharmacognosy in research and teaching following on the footsteps of his guide and inspired a generation of scientists and students in pursuing the overlooked subject of Pharmacognosy in India. He also accepted several internationally based United Nations consultancies for several years.
INTRODUCTION
Professor Dr. C. K. Atal, an internationally based and reputed scientist, is renowned all over for his outstanding original contributions and pioneering work in a wide field of natural products, plant sciences and medicinal plant based disciplines. He is one of the uncommon multidisciplinary scientists, whose contributions have had major global impact in a wide variety of fields. He established a distinguished career having international scientific ramifications and impact, and his services have been sought by many major world organizations globally. He is one of the topmost “modern Pharmacognosists” of India, and in the words of Association of Pharmaceutical Teachers of India, “a distinguished pioneer of modern Pharmacognosy in India, who revolutionized Pharmacognosy as a subject, as a teacher and researcher in India,” at the first Prof. G. P. Srivastava award citation. Due to the multidisciplinary range and depth, particularly a rare combination of knowledge of two sciences, chemistry and botany, he has produced enormous research / publications (about 450 to 550 or more) in national and international journals. These include chemistry of natural products, essential oil bearing plants, fixed oils from plant and sources, survey screening of raw materials, introduction and experimental cultivation of plants, tissue culture studies, synthetic chemistry, and pharmacological investigations of plant principles. Having a workaholic nature and a capacity of speedy multi-tasking, he has produced enormous volume of significant work in many spheres of sciences.
He is an award winning visionary, multidisciplinary scientist, thinker, scholar, researcher, discoverer, drug developer, author, writer, teacher, guide, examiner and an excellent administrator all combined in one. Besides, his other qualities include being a multi linguist, historian, poet, artist, art patron, connoisseur, critic, and collector.
He has travelled internationally to about 30-35 countries including multiple visits as a mission consultant to numerous major world organizations like various UN organizations, British council. PAHO, OAU, USFDA, Governments of Burma, Bangladesh, Vietnam, West Indies, Africa, SAARC, USA, Soviet academy, Polish academy ,UK, France Germany and various international universities etc. He has been a member of several governing bodies constituted by the Government of India. He was a core member of the Indian advisory team of top four senior most directors and DG of CSIR, headed by Prime minister of India Mrs. Indira Gandhi on scientific matters.
He is a pioneer and a visionary who has remained well ahead of his time. He has introduced modern thoughts, technologies, discovered new revolutionary concepts, produced several significant drug discoveries, revolutionized Pharmacognosy in India on modern thoughts and established industries internationally as consultant. Institute RRL has several patents to its credit directly based on his works. He has immensely contributed to the socioeconomic status of India and also other countries by pioneering research and technology development leading to successful industrial benefit. He has several “first reporting in the world” in science. He has been a world authority on Crotalaria and its toxicity, produced serial publications on it, and was invited to USA as consultant for WHO, USFDA / PAHO (USA) on crotalaria, food adulteration and toxicity. He has written several books including world reference books used globally and used in post graduate teaching courses in Pharmacy colleges. He has been a very popular teacher and guide and produced forty PhD students which include distinguished students. He has been recognized as a PhD guide by the various Universities, while the Department of Chemistry, Jammu University has awarded him the honorary professorship. He has also been associated with teaching at USA (Associate Prof.) Nebraska and Connecticut, Punjab University, Chandigarh (as Head, Pharmacognosy), RRL Jammu (as Director) and also students of BITS, Pilani sent to RRL, Jammu.
As Director of institute RRL, Jammu, he transformed it into a modern internationally recognized multidisciplinary research institute which produced several award winning contributions and discoveries in a wide base of sciences. It became a landmark institute in the region, acquired one of the topmost positions among the forty laboratories of CSIR in India, and also got elevated on the international maps where significant work has been done. RRL became a leader in Biotechnology as well as one of the premier institutes in essential oils and aroma chemicals in India, being comparable to highest international standards. RRL achieved respect as a leader in research on medicinal /aromatic plants, its conservation, genetic improvement, development of herbal drugs, its quality control, standardization, industrial biotechnology, resolution of racemic drugs, fermentation technology, natural product chemistry, chemical technology, etc. Plant breeding, propagation, introduction of new species, domestication technology and other plant science brought fame to the institute and a big boost to the economy of the country. The very first Indian Ethnopharmacology team was launched at RRL in 1985 to preserve the threatened traditions of tribals. He has been on board of the prestigious international Journal of Ethnopharmacology, Ireland, published by Elsevier. Significant drug development research resulted in revolutionary path breaking discoveries and concepts like plant bioenhancers and plant immunomodulators for the very first time in the world. As a result the world’s first bioenhanced anti tubercular formulation “Risorine/kit” was dedicated to the Indian nation by science and technology minister of India and CSIR on world Tuberculosis day on 24th march 2011, who also presented the drug same day to Philanthropist Mr. Bill Gates (Chairman, Microsoft) as safer and economical TB drug for poor masses. Anti Urolithiatic drug Debilysin and anti arthritic drug Sallaki found international market (Byelorussia, Ukeraine, Europe and other countries). Apart from Rauwolfia discovered by Col. Sir R. N. Chopra in late forties, Sallaki (launched in 1982) became the second important scientifically proven single plant based major herbal marketed drug in India in five decades based on Indian system of medicine (Ayurvedic and Unani).
In pursuit of national goals for rural development, rural research and development yielded numerous revolutionary rural oriented programmes, significant socioeconomic rural benefits and resultant recognition and awards like FICCI award, UN award of grants and many other awards. Contributions in essential oils have significantly helped transform the socioeconomic status of the rural masses of India and essential oil industry of India as well as also internationally, like in Burma (Myanmar), Vietnam, and also by formulation of projects as UN consultant for Africa (UN projects). Efforts of RRL under Dr.Atal firmly established and economically transformed the Indian mint industry from being a minor to being a giant producer as we see it today, a sort of green revolution in mint in India(ably supported by other agencies in India too later) .This was achieved by widespread introduction of superior variety of Japanese mint along with development of technology for bold crystal of mint for first time in India. This was the first serious effort in India at such endeavor. Dr. Atal introduced the prized and expensive Hops successfully for the first time in India which established the first successful Hops industry in India with significant beneficial impact on imports. As a prominent member of Sadasivan committee, he helped to rescue/stabilize troubled Indian tea industry from stiff international competition by recommendations. Remote areas of India were provided with technology and development projects, like the innovative Borax extraction plant (PUGA valley project, Ladakh ,which was covered by BBC news) using innovative geothermal energy and also use of other alternate sources of energy by introducing solar dryers at Ladakh and Kargil. Anti Pollution and Environment conservation projects were implemented as early as the seventies and eighties, when awareness and concerns on the subject was much less. Examples include, use of environment friendly alternate sources of energy like geothermal energy (Ladakh) and solar energy (solar dryers) in the agriculture/rural industry. Pollution /waste management projects like conversion of forest waste into utilizable end products (Himachal government pine needle fiberboard project, the first of its kind in the world,) were implemented. Similarly conversion of manmade waste into useful animal feed prevented environment pollution (apple pomice project, river Jhelum, Kashmir, horse division of army) with added economic and employment benefits. Munchen (Munich) University invited him as a solar energy consultant. Introduction and large scale promotion of fast growing tree species in the rural belts facilitated and encouraged mass forestation. Socioeconomic, educational, scientific and humanitarian events were held by the institute for the masses focusing on superstition, modern science, training workshops, education, science and technology, research benefit, targeting all strata of society like institutions, individuals, women, rural, small scale and others. In 1971, emergency blood donation camps for war casualities, evacuation sorties for stranded civilians at Akhnoor border, Jammu, followed by post war Army welfare benefit event were held.
As United Nations consultant, he successfully formulated and implemented multiple multimillion US dollars projects in south East Asia with time bound precision and within budget. Several UN consultancies (UNIDO, WHO, BRITISH COUNCIL etc) in several countries (Trinidad, Tobago, Vienna, Vietnam, USA, Africa and Bangladesh) led to successful socioeconomic impact in those countries. The multidisciplinary competent performance at RRL finds mention in the United Nations recommendation letter from head office Geneva, justifying awarding these multiple UN projects simultaneously to Dr. Atal, a rare occurrence in view of concerns of risk of failure and enormous expenditure at stake involved in the projects.
He has been an able and competent administrator with legendary trouble shooting habits and instincts. He has been a dominant leader in all endeavors, scientific or extracurricular, as head of the institute or as consultant to major organizations. He has helped the distressed and always encouraged hard work and talent. In the words of his colleagues he has been a colossus of a human being.

69.WORLD AUTHORITY ON CROTALARIA –
A.Solving the outbreak of mysterious Phoolan bimari disease (epidemic of swelling of body in Sarguja district in Madhya Pradesh, India). Several teams investigated this baffling disease, including All India Institute of Medical Sciences, New Delhi. It was being attributed to some new disease of infectious etiology. This was solved by Dr. Atal when the cause was suspected and subsequently found to be toxicity by crotalaria seeds as food adulterant .It was covered in the national news. A team under Dr. Prabhay Singh Jamwal was deputed to the affected area with the instructions to collect all weeds in the fields particularly focusing on suspect Crotalaria. The team returned with several specimens but was unable to find Crotalaria. However on closer scrutiny the rogue plant was identified by Dr. Atal based on examination of unusually tiny but typical seeds of the plant among the sample specimens brought. Further research confirmed the toxicity due to Crotalaria plant.
B.Numerous serial research publications on Crotalaria have been published.
C.On the basis of these numerous publications , WHO appointed Dr. Atal as expert on Crotalaria toxicity and deputed him as consultant to USA, (Oct, 1981) for division of Chemistry and Physics and Division of Toxicology, Bureau of Foods, Food & Drug Administration (FDA) USA / and Pan American Health Organisation (PAHO-USA). Dr. Atal then conducted several lecture tours all over USA (wherever Toxicology work was going on) for toxic plant residues and adulteration in foods and cereals, isolation, detection of hepatotoxins in food chain, especially Crotalaria toxin which had caused morbidity / mortality in USA.
