El nororiente colombiano sigue caminando en la construcción de paz con
transformaciones
Bucaramanga, abril 14 de 2024. Priorizar el cuidado del ambiente brindando alternativas
económicas para las poblaciones de la región que viven de actividades productivas como la
agricultura, la pesca, la minería y la extracción del petróleo, forma parte de los aportes que
realizaron los asistentes al encuentro de la región nororiente, convocado por el Comité
Nacional de Participación (CNP), de la Mesa de Diálogos de Paz entre el Gobierno de
Colombia y el Ejército de Liberación Nacional-ELN, con el acompañamiento de la
Conferencia Episcopal Colombiana y la Misión de Verificación de las Naciones Unidas en
Colombia.
Durante dos días de actividades en las instalaciones de la Universidad Industrial de Santander
(UIS), alrededor de 200 personas de los departamentos de Santander, Norte de Santander y
del Cesar participaron en diversas mesas de trabajo para aportar elementos en la construcción
de la paz.
Entre las conclusiones se destacan la existencia de una emergencia humanitaria en varios
municipios de la región, la urgencia de cuidar el agua en una región azotada por actividades
económicas que depredan los ecosistemas, las crisis generadas por el modelo económico
extractivista, con monocultivos y minería, que genera conflictos sociales y ambientales
todavía sin resolver, la necesidad de una reforma rural que resuelva los problemas de la
propiedad de la tierra, la producción de alimentos entre otros asuntos.
Las y los participantes identificaron las principales conflictividades que vive el territorio en
ejes centrales como el régimen político, el modelo económico y la situación ambiental; así
mismo, insistieron en el reconocimiento de los procesos organizativos que trabajan en
soluciones para estas problemáticas en los territorios.
En preparación a este gran encuentro del nororiente colombiano, las comunidades
participaron en tres preencuentros en Bucaramanga, Cúcuta y Aguachica, en los que se
socializaron los avances de la Mesa de Diálogos y el estado de la implementación del acuerdo
de participación y se recogieron los primeros insumos para el mapeo de liderazgos y
organizaciones de la región que aportarían al diseño de la participación.
Este encuentro contó con la participación de campesinos, mujeres, jóvenes, defensoras de
derechos humanos, diversidades sexuales, sindicalistas, estudiantes, profesores, procesos
urbanos, comunicadores populares, ambientalistas, comunidades étnicas, comunidades de fe,
entre otros sectores de la región; quienes aportaron desde la diversidad de sus particularidades
y aspiraciones de paz.
La fase de diseño culminará en el mes de mayo con la realización de nueve encuentros
regionales en diferentes ciudades de país, dentro de las que se destacan Manizales, Medellín,
Tumaco, Barrancabermeja, Quibdó, Popayán, Yopal, Leticia y Bogotá que dará como
resultado la entrega a la Mesa de Diálogos del modelo, el plan y las recomendaciones para la
participación de la sociedad colombiana en la construcción de paz.
