This is a very variable species with many named forms(f.). Here, there are two male forms, f. alcmeone and f.hilaria, and five female forms, f. pomona, f. crocale, f,jugurtha, f. catilla and f. nivescens. Of theses, f.alcmeone is the commonest male form, and f. crocale is thecommonest female form for most of the year. However, during the monthsof May- July, f. jugurtha appears to be more common. Theremaining forms are present for most of the year, but in lesserquantities. There have been some experiments done to try and explain thefrequency of the different forms, and there is some justification insuggesting that the length of daylight hours may have a part to play, but it is unlikely to be the only factor. Population density andtemperature may also be of relevence.

In the context of the upcorT)ing Academic Council (AC) meeting on March 19th 2012, student community of JNU is presently in the.

midst of a crucial struggle. The newly elected JNUSU, through council meeting, series of School GBMs and ongoing protest actions.

have highlighted a range of issues which are central to the ·socially-inclusive character of JNU. At the upcoming AC meeting, it is.

urgently required that several long-pending issues related to democratisation of JNU's admission process and its inclusive.

character are addressed. .

One of the most key issues is the reduction in the weightage of viva in JNU's entrance exam. For a long time now, thestudent community has been persistently raising the demand with all logic and facts. This issue had already been raised during theprevious AC meeting held in October 2011.The JNU administration had then promised to consult the concerned decision-makingbodies and come to a positive decision. However, this time around, the ateoory studrmts.

:sct5TIOBC paint a different picture. .

l he majority of SC/ST/OBC students get very poor marks clustered around 0-5 in viva. Forexample, in ORG out of 12 SC/ST students, one student has got 20, one has 4 marks, one has 3 marks, one has 2 marks and theremaining eight has 1 mark). In pract.

ical terms, it ensures that many don't reach the required minimum cut-off of say 30% or 36% of.

overall marks even if they have reasonable marks in written exam..:. At another level, even with a very good performance in written.

exam, which in the normal course would guarantee a general category seat, the student is pushed down to occupy a reserved seat.blocking other potential candidates in the category. .

I.

Nobody is claiming that there should always be a strong correlation between viva and written exam rnarks for each individual student. However. when a whole set of students (reserved) get very poor viva marks in spite of good and average performance inwritten exams, there is a strong indication of bias. .

·We therefore demand that JNU administration immediately gives duo consideration to the distortion that has crept into the selectionprocess and accept the legitimate of demand of the students to reduce t11e weightage of the viva-voce as por the directives of the.

Supreme Court to 10-15%. Tf1is crucial step will go a long way in ensuring a more level playing field for diSiJdvantaged studentsand reduce space for subjective anomalies to affect the outcome for all the candidates. .

The marks obtained in written exam don't count given the huge disparity of marks in viva, thus completely.

subverting the Written+Viva weightage principle. Is it not ev.

ident that the present marking pattern has come to treatthe written exam as a mere qualifier where the selection completely depends on performance of viva. ADMINISTRATION'S DEFENSE: 'UNIFORMLY LOW VIVA MARKS FOR RESERVED CATEGORY STUDENTS DOESNOT IMPLY DISCRIMINATION'! .

The admission data shows that students from reserved categories are almost uniformly placed in the lowest bracket of.

marks (0-5. 5-10) in the viva, even if they have done well in the written exam. For example, in ORG out of 12 SC/STstudents, one student has got 20 marks in the viva, one has 4 marks, one has 3 marks, one has 2 marks and theremaining eight has t mark). We present below a snapshot of data from some centres, which clearly shows the patternof discrimination: .

What does this data show? The percentage difference between general category students and students from other.

backgrounds is substantially higher in the case of viva marks (compared to the difference in written marks). This trend can.

be seen in several centres across various schools. Seen alternatively, why is it that the ratio of written to viva marks in the.

case of SC/ST/OBC students is invariably higher? Clearly this is because these students receive abnormally lower marks.

in the viva exam. .

The Administration's argument is 'that it does not matter if reserved category students are given poor marks, since even if.

they do relatively badly, the existence of reservation means that they are competing among themselves.' .

Firstly, this is an obviously SHAMEFUL, BRAHMANICAL ARGUMENT that implies that a reserved category student can.

only aspire for a reserved category seat! Secondly, such an argument, has a deeper and wider practical implication..

Visualize this: .

A reserved category student, who based on his or her or performance, could get a general category seat is deliberately.

pushed down to occupy a reserved category seat. In this process, reserv~d category seats are exhausted and automaticalyother reserved category students, who could have got admission, are pushed out. So, even if the quota is filled, the.

process of deliberate exclusion based on casteist 'merit' has not come to an end. .

It's a question that concerns all of us. As a student, what guides your selection in JNU? . .

Should admission be determined by objective and impartial criteria? Or should it be allowed to be determined by subjectiveand ideological biases? Is it not the duty of university to ensure transparency ·and fairness in admissions? Orshould it be using a viva system which has the possibility of arbitrary discretion and discrimination in-builtbecause of high weightage? These are questions we need to answer conclusively for ourselves and for future studentscoming to JNU. .

END THE ARBITRARY ELIMINATION OF STUDENTS! STOP USING THE VIVAAS AN INSTRUMENTOF DISCRIMINATION! .

.

At the upcoming AC meeting of March 19u\ it is necessary that several long-pending issues be resolved: apart from there-duction in .weightage of viva marks, the issue of enhancement of MCM and PHN H readers and escort allowance,.

extensi_g_n of time-frame of non-NET scholarships, making the campus PH friendly, institutionalizing a me~hanism toremo-ve language barriers in academics, updating the quartile list, restore the integrated BA-MA programme, addressunder-representation of ·minorities and removing grade criterion in AC/BoS student representation. .

As we know Palestine today, it was one of the parts ofthe ancient Canaan region, historically attested throughout the 4th.

millennium BC and having today's Palestine, Israel, Lebanon and the western parts ofJordan. Palestine as defined by the.

Franco-British boundary agreement (1920) and the Transjordan memorandum (1921) consists oftoday's Israel and.

Palestinian territories ofWest Bank and Gaza Strip .

With the forced, illegal and unjust creation ofthe state ofIsrael for the displaced global Jewish community post the two socalled world wars, by the erstwhile world powers out ofthe Palestinian lands in 1948, the fate and history ofthe native.

~ Palestinian Arab people changed overnight for the worse. Since then, the Palestinian people have been struggling hard.

to regain their lost geopolitical identity against the ruthless Zionist regime, backed unabashedly by the US and its.

(western) allies. Against the backdrop of the several Arab-Israeli wars, the Zionist regime continued to usurp theremaining Palestinian lands over the years. Unfortunately, Palestinians continue to face relentless persecution at the.

hands ofthe Israeli forces. .

In the first decade ofthe 21st century AD, the Palestinian leaders and people came to terms with the harsh reality ofliving.

alongside a highly powerful and developed Zionist state and began demandi.ng for a sovereign state of Palestine for.

themselves; a sharp departure from the earlier demand of ~ota! 2nnihi!ation of the Israeli state. However, till now, the.

Israeli leadership, to their much disdain, has been refusing to accept the same; the recognition oftwo independent nation.

states ofIsrael and Palestine by the UN and the world community. .

Meanwhile, the Palestinian leadership has become very active and assertive in this regard and has just submitted their.

request to the UN for full statehood for Palestine. While India and many other countries in the world are supporting their.

cause; Israel and the US in particular are opposing the same. The United States has already declared to veto any.

such move or resolution in the UNSC. The US Secretary General, Hillary Clinton forewarned the UNESCO not to.

accept or regard Palestine as a free and sovereign nation member or else it would cut down its funds for the above body;.

while Barack Obama, who was conferred upon the Nobel Peace prize in 2010 had acknowledged the fact himselfthat the.

o Palestinian problem is at the heart ofthe West Asian crisis and the creation of a free and stable Palestinian state side ey.

side the state ofIsrael is the only permanent solution. .

In the post liberasition period, India stood by the Palestine cause, but after the accepting the World Bank and IMFdirection, India started to align with the Axis of Jmperialist forces, USA and Israel. It is a big shame that India starteddiplomatic and defence agreements with the Zionist Israel that is continuing its repressive and fascist measures against the.

Palestine People. Today, India is the largest importer ofdefence weapons from Israel..

It is high time that the UN stopped playing its role of the US proxy and stooge and immediately accepted the just and.

legitimate demand of full statehood for Palestine. The UN shvuld recognize Palestine according to its Partition Plan.

for Palestine which was adopted on 29 November 1947 by the General Assembly..

It's the moral duty of the global community to support and stand by the Palestinian cause, and press for immediaterecognition of the free and sovereign state of Palestine by the United Nations. We appeal to the entire studentcommunity to break its prolonged silence and stand up for tbe fast deliverance ofjustice for the Palestinian people. .

by falsepropaganda. This intake of 2008 is an incontrovertible 18% increase in seats over that of 2006 that cannot be taken back or altered.

by the university in any future. Fresh lists are still being broughtout. and we mustdo theutmost to ensure that all seats are duly filled..

However. the misplaced debate over a non-existent 'seat-cut' is a motivated smokescreen that is deliberately deflecting from the realproblem at hand: the fraudulent criterion behind non-fulfilment of OBC quota-an issue on which the pec!dlers of lie of "seat-cut" arecompletely silent. This matter calls for vigilant monitoring and scrutiny: and the JNUSU's careful scrutiny of the process has identified thatillegalcalculation of ·cut-off is the cause for non-fulfilmentofOBC quota. This is explained below..

Why is the OBC quota in JNU not being fulfilled: Where lies the administration's fraud?.

The present moment is acriticaljuncturein implementing OBCreservations. Until lastyear.OBCstudents seekingadmission were given5extramarks on.

.

the basis of the deprivation point system. According totheOBCreservationlaw.OBC students canbegiven ar~ductionofupto 10 marks.Whyis it thatwith.

a5mark reduction. OBC students constituted 12% of the university's strength.while wit11 reservation JNU is notable to fulfil even lhis number?Clearly, there 1s adiscrepancy 1n the way JNU isimplementing tile quota..

Inthe meeting of the Standing Committee heldon 111h August. the JNUSU Office-Bearers exposedthe completeillegality of the basis on which the JNUAdministration is defining and implementing the :awon OBC reservation..

According to the law and the MHRDdirectives, the university must fix "cut-off marks" torboth unreserved and OBC candidates well in time. This.

cut-off isinstitution specific: itis the clearparameter onwhich itis evaluated whetherstudents fit the standards oftheinstitution ornot. In JNU, for the.

unreserved candidates the cut off mark is 40, meaning that this is the benchmark that sets the standard of the university. The Supreme.

Court hasstated that a maximum r_elaxation of 10 points can be given to OBC candidate withregard to the un-reservedcandidates asadifferential..

Accordingly, in JNU, the "cut-off mark" for OBC candidates should stand between 40 and 30. But this is something the university has.

not done. .

The crucialpo1nt of contention hasto do w1th where we apply the 10mark relaxation The Administration ispresentlyarguingthat thisrelaxationisto be.

apphed onmen!. In such acase, letus take the example of aparticular centre:Inthis centre, supjX)se the merit list for the unreserved category is filled between90 to 70 marks. Then,as per the JNU'sargumen~ the 10marks relaxation.

for the OBC candidates means that the quota hasto befilledby studentsgetting marksbetween 70 and 60.In this example,60 marks isthelast benchmark.

for an OBC candidate to getadmission. After this,if the quota is unfulfilled, theremaining seatswill go to the general category..

Iftheremaintngsealsare offered to the general category, then astudentof the general category canbe given aseat at 65marks,or60marks,or 55 marks. In the first s1tuahon.where aseat is given to an unreserved candidategelling 65 marks, thenaseat has already beengivento anOBC candidate at65 marks.which means that the OBC candidatewho has received theseat shouldactuallybeinthe General Category and not inthe OBC merit list!Inthe secondsituation, the general and theOBCcandidates have been admitted at the same cut-off which isillegalasOBC'sshould receivea10mark.

relaxation inthecut-off! .

Inthe third situation, where the general candidateis taken in with 55marks, then thenew general category student is belowin merittothe last candidate.

oftheOBC meritlist! .

'.

·Each of thesesituations is not only absurd, but illegal, and in contravention of the letter and spirit of the law. When contronted by JNUSUon this issue ofblatantillegalities, the Administrationwas left completely silent. As JNUSU''s indefinite hunger strike enters its fifth day, the question to be asked is why is a particular organization bent on targeting.

JNUSU? Why are they harping the issue of a non-existent "seat cut" and remaining completely silent on the illegalities of OBC.

reservation, which is one of the key reasons for non-fulfilment of the increased intake?.

The Challenge that faces us in today's UGBM .

-.

J.

There is avery realchallenge that faces us inthe UGBM today. It is clear that there for aparticularorganization and its allies on campus, the prime concern.

isnotimplementing OBC reservation but targeting JNUSU. They would prefer to undermine JNUSU rather than struggle with JNUSU for social justice, onlyso as toservetheirnarrowpoliticalinterests. .

JNUSU believes that the struggle for social justice cannot be held back by opportunistpolitical forcesthat are spreading false rumours based on afalse.

'smokescreen'.

ofnumbers. Ifthe opportunistpolitics of these organizations is allowed to play havoc, thenthe real focus ofimplementing OBC reservations.

wiU be deflected. What is more, inaforum such as the JNUSU Council meeting, the councillors belonging to aparticularorganization, when asked to darify.

their stand, took the minutedposition that they "do notcare about rules orlegality.» Such an attitude isone ofgrave irresponsibnity for the Central Act.

on OBCreservation is alaw thathas to follow certain provisions. To holct that JNUSU "need not care about any law or rule" for the implementationof such an extremely important ACT of OBC reservation is tantamount to leaving the field open to anti-reservation forces both inside.

and outside the administration to challenge and obstruct the implementation of OBC reservation. This is an illegal and motivatedposition that JNUSU opposes in every way..

JNUSUas acollective student body has always stood on the side of social justice. The implementation of OBC reservation in this campus has.

required vigilance and struggle every inch of the way.At each juncture,JNUSU hasinformed the studentex>mmunity of the developments at hand. We thankthe student community for their support at every juncture. JNUSU appeals to the student community to stand in solidarity with JNUSU intoday's UGBM against all those forces that have been targeting the union based on misleading and legally untenable arguments, andto ensure that the struggle against all existing anomalies in JNU's admission process, for fulfilment of PH, OBC, SC/ST quota and overallintake, extension of date of admission and for social justice is a victorious one..

JNUSU contJratulates the students for their support for the ongoinq Indefinite Hunger Strike and their spiritedparticipation in today·s Demonstration at UGC. tJGC Secretary met the JNUSU Delegation.
