PUB and PWN Technologies sign MOU to collaborate on advanced water treatment and strengthen Singapore – Dutch industry relations
Dutch Minister for Foreign Trade, Singapore’s Minister for the Environment and Water Resources and other senior Dutch government officials to witness event
PUB, Singapore’s national water agency, and Dutch advanced water technology company PWN Technologies have signed a Memorandum of Understanding detailing further areas of collaboration in advanced water treatment. Both parties will work together to realize scientific and technological benefits by developing knowledge-intensive programs and projects.
The MOU was signed following the promising trial of PWN Technologies' CeraMac® demonstration plant at Choa Chu Kang Waterworks, funded by the Environment and Water Industry Programme Office (EWI)’s TechPioneer scheme. With the ongoing demonstration testing, specific targets as defined in the TechPioneer agreement (such as high water flux and water recovery) are met.
Through the EWI, an interagency outfit spearheading the growth of the local water industry through technology development, the National Research Foundation (NRF) has committed S$470 million to drive public and private sector water research. Companies can tap on various funding schemes such as the TechPioneer Scheme for R&D activities, from idea conceptualisation to commercialisation.
The MOU is signed by the Chief Technology Officer of PUB, Mr. Harry Seah and the Director of Technology Application of PWN Technologies, Mr. Jonathan Clement in the presence of the Chief Executive of PUB, Mr. Chew Men Leong and the Chief Executive Officer of PWN Technologies Mr. Pieter Spohr. The event was officially witnessed by the Dutch Minister for Foreign Trade, Mrs. Lilianne Ploumen, and Dr Vivian Balakrishnan, Singapore’s Minister for the Environment and Water Resources in the presence of other senior Dutch government officials.
Says Mr Pieter Spohr: "This MOU underscores the strengthening partnership between Singapore and The Netherlands in the area of advanced water treatment and PWN Technologies is extremely honoured to play a leading role in developing this relationship."
“PUB is always on the lookout for innovative water solutions and the best way forward is through R&D collaborations with the private sector, which allows the various parties to mutually leverage on synergies gained from marrying expertise and technological resources. We look forward to a rewarding long-term partnership with PWN Technologies to not only meet Singapore’s growing water demand more efficiently, but also add vibrancy to the local water R&D landscape, and boost Singapore’s status as a global hydrohub”, added Mr Chew Men Leong, who is also the Executive Director of EWI.
Prior to the signing, the Dutch delegation was given a detailed overview of the CeraMac® water treatment technology, which included a tour of the demo plant.
PUB and PWN Technologies, through their appointed representatives, will also collaborate to co-organize the Global Water Utilities Innovation Forum in Amsterdam on how the water industry can address the future challenges of dwindling water supply, energy and sustainability. This Forum is the second in the Singapore International Water Week (SIWW) series of Forums focused on water utilities leaders with the overarching theme – “Co-creating Future Solutions for Utilities”. Held in November 2013 in the lead-up to Amsterdam International Water Week, the Forum will bring together global water utilities leaders from the Americas, Europe and Africa regions to share challenges and co-create solutions.
The inaugural Forum in Singapore – titled “SIWW Water Utilities Leaders Forum - Mapping Challenges and Solutions” will be held in September 2013, bringing together water utilities leaders in the Asia-Pacific and Middle East regions. The outcomes of both high-impact discussions will also be showcased at SIWW 2014.
Since its initial entry into Singapore in 2009, PWN Technologies has had several developments, In 2010, it became a founding sponsor of SIWW, a global water event hosted in Singapore. It was also awarded funding by the EWI to build and test the CeraMac® demonstration plant at Choa Chu Kang Waterworks. Just last year, it opened its Singapore office, the first outside of the Netherlands.

PUB, Singapore’s national water agency, and Dutch advanced water technology company PWN Technologies have signed a Memorandum of Understanding detailing further areas of collaboration in advanced water treatment. Both parties will work together to realize scientific and technological benefits by developing knowledge-intensive programs and projects.

Singapore, 29 April 2015:- PUB, Singapore’s national water agency and MEIDEN SINGAPORE (MSL) announced today that the Ceramic MBR plant, coupled with an Upflow Anaerobic Sludge Blanket (UASB), has been awarded the Industrial Water Project of the Year at 2015 Global Water Awards. The 2015 Global Water Awards was presented by José Manuel Barroso, the 11th President of the European Commission (2004-2014) and the Prime Minister of Portugal from 2002-2004 in Athens, Greece.
This plant with a capacity of one million gallons (ie 4,550 cubic meters) is sited at PUB’s Jurong Water Reclamation Plant in Singapore. This plant is constructed and operated by Meiden Singapore which treats and recycles industrial used water in a more energy-efficient and cost-effective manner.
The reclamation of industrial used water has conventionally been considered challenging because of the high organic loading in industrial used water. The combined use of UASB and MBR technologies can achieve a consistent, high-quality output of recycled water. As a pretreatment system, the USAB can remove organic contaminants efficiently while the downstream Ceramic MBR can produce a higher yield and more consistent water quality. The biogas generation from UASB can also be utilized for in-house power generation.
This project was supported with grant from the Technology Pioneer (TechPioneer) Scheme, which is administered by Singapore’s Environment and Water Industry Programme Office (EWI).
Each year, the coveted Global Water Awards are presented at the Global Water Summit, the major business conference for the water industry worldwide. The Awards acknowledge the most important achievements in the international water industry within several categories.
“To ensure the long-term sustainability of Singapore’s water resources, we have been working with private and public sector partners to test-bed potential industrial water solutions such as the ceramic MBR technology that can allow us to reap energy and cost efficiencies in this area. This award is a testament to the progress we have made in the R&D of industrial water solutions and will certainly spur us on as we continue to explore more breakthroughs in this area,” said Mr Harry Seah, PUB’s Chief Technology Officer.

[04 May 2015] - PUB, Singapore’s national water agency, and SUEZ environnement, a world leader in resources management, today signed an agreement to collaborate on three research projects in used water treatment, storm water management and automated meter reading. The project is supported by the Singapore Economic Development Board (EDB).
The agreement was signed by PUB Chief Technology Officer, Mr Harry Seah and SUEZ environnement Senior Vice President in charge of Innovation, Mr Paul-Joël Derian at a seminar on Singapore and France: Sharing Ideas and Expertise for Smarter and Sustainable City Solutions, organised by the Embassy of France in Singapore. The event was officially witnessed by Singapore’s Minister for the Environment and Water Resources, Dr Vivian Balakrishnan and the French Ambassador of Singapore, Mr Benjamin Dubertret.
Under this partnership, both parties will work together to use information and communication technologies and analytical software solution to develop a smart water grid. This includes the development of a decision support tool for storm water management and automated meter reading to track water consumption and potentially induce proactive consumer behaviour towards water conservation. Both parties will also partner on a pilot project to develop an energy-efficient used water treatment process by integrating smart monitoring and advanced control strategies. Details of the three projects can be found in Appendix A.

SUEZ environnement is a Founding Sponsor for the Singapore International Water Week, the global platform to share and co-create innovative water solutions. Mr Paul-Joël Derian has also been a member of Singapore’s Environment and Water Technologies (EWT) International Advisory Panel (IAP) since 2013. This panel advises Singapore on critical issues, emerging global trends and new research areas in the water sector.
Mr Derian added, "We are pleased about this collaboration, which ties in with our innovation strategy to support cities in preserving their resources. Smart water technologies will provide Singapore authorities and residents new services to be actively involved in resources management and meet Singapore’s determination to become a sustainable city.”
The projects will be supported by the TechPioneer grant which encourages water companies to tap on Singapore as a living laboratory so that cutting edge technologies can be tested and commercialized in a real-life environment. EDB will administer the grant.
