Sounds like a new fangled gadget or something but actually this is just an Isambard Kingdom Brunel tablet located near the Clifton side of the Clifton Suspension Bridge.
Funny enough, the first time I ever heard of Brunel was because he is one of the "Great People" you can obtain in the Civilization series of computer games.
