The panel was joined by renowned Warrnambool ‘Captain of Industry’ Stephen Lucas who gave a gritty real world perspective. 【明報專訊】首屆文憑試通識科多達九成人考獲2級或以上,評卷準則一直備受爭議。本報率先取得一份通識科5**級試卷,發現學生在答卷和校本評核如取得七成分數,即可奪得5**級,難度與高考通識科奪A相若。另外,個別閱卷員的評分則差異極大,一條20分的題目,兩名閱卷員分別給4分和16分,相差高達3倍。
文憑試通識科奪5**的學民思潮成員張秀賢,放榜後根據《個人資料(私隱)條例》向考評局申請取回答卷,並於日前取得答卷副本和載有各閱卷員評分的詳細紀錄。他直言,看過答卷和評分後,今次考獲5**運氣成分居多,認為閱卷員之間的準則差異極大,質疑該科評分是否公平,間接影響學生升學前途(見另稿)。
考評局:閱卷員評分尺度劃一
考評局發言人回應稱,通識科採用「雙評制」,若兩名閱卷員評分差異超出預設範圍,將交第三閱卷員評卷;若三者評分依然有較大差距,則交試卷主席或助理試卷主席作第四次評卷,並採用最接近的兩個分數。所有閱卷員均以同一尺度評分,考評局會透過閱卷員會議、評改樣本答卷等,確保評分標準劃一,預料今年底將公布各級成績學生的答題示例。
根據評分紀錄,張秀賢在佔整科成績三成分數的卷二延伸回應題,20分滿分中,首兩名閱卷員分別給10分和16分,兩者相差6分之多,因此考評局再交第三閱卷員評級。不過,第三閱卷員只給予4分,與首兩名閱卷員評分相差6和12分之多,最終要交予第四名閱卷員。
三成分數題目 一評4分一評16分
另外,在卷一第二條問及煙草管制的題目中,兩名閱卷員分別給張秀賢10分和14分,亦須安排第三名閱卷員再次評分,並給予10分,考評局亦採用有關分數計算成績。
通識教育教師聯會主席許承恩說,通識科評卷類似中、英文科作文,學生難取滿分,獲七成分數已屬上佳表現。據過往高考通識科經驗,學生於考試中平均每題取得六至七成分數即可奪A,認為今次學生在文憑試獲總分七成奪5**實屬合理,估計學生可能只需取得整科三成分數即可獲得2級。對於個別題目有多名閱卷員評分差異極大,他形容情很罕見,能否確保考試公平、公正,關鍵在於第4名負責把關的試卷主席或助理試卷主席。
通識教師:閱卷員學術背景不同影響
另一名中學通識科教師方景樂則估計,由於今年是首次舉行通識科考試,加上閱卷員學術背景不同,考評局也難以準確預測各人對評卷準則的理解,引致評分差異極大問題。他續說,對中六學生而言,要在短時間內答題,並應用各種資料、分析不同議題,難度甚高,因此考生獲分七成摘5**屬合理分數。
面對新舊學制的衝擊,學校不停補課催谷,校本評核的要求更猶如大學論文。而文憑試評分準則,亦未能掌握現時普遍學生的水平,考核結果令人憂慮。首屆中學文憑與末屆高級程度會考放榜相隔只有三星期。政府資助的大學學額仍維持一萬四千五百個,但文憑試考生的數目高達七萬三千人,超過八成考生將不能升讀本地政府資助大學。學額競爭激列下,家長及學生前路茫茫。
由於不少中五學生不願意成為中學文憑試的「白老鼠」,家長們正忙於為子女前途作出長遠的計劃及部署;負笈澳洲升學是理想選擇之一,而新南威爾斯大學(UNSW)基礎課程乃澳洲歷史最悠久的大學基礎課程,只要達到指定分數,便能保證升讀新南威爾斯大學的學士課程。此外,UNSW亦設大學過渡課程 (Transition Program),適合應屆高考及文憑試考生,只需修讀一個學期 (由8月至12月)成功完成課程可銜接大學一年級。
據學生反映,澳洲教育制度比較注重親身體驗及知識探究,而新南威爾斯大學乃澳洲八大大學之一,學生能根據自己的興趣,選讀合適的科目,為升讀大學作出全面的準備。基礎班課程及大學轉移課程學生可享用大學校內設施,讓學生率先體驗及適應大學生活。
