The sheer scale of changes to further education, industrial strategy and regional governance policy over the last five decades is astounding. In further education alone, the last 30 years have seen 28 major pieces of legislation and 48 Secretaries of State.

 

This event launched a new Institute for Government report, All Change, examining policy churn in government. With contributions from former Adviser to David Cameron, Rachel Wolf, and The Times political columnist and former Blair speechwriter Philip Collins, the paper argues that reinvention leads to huge waste and little progress.

 

The event looked at the causes of constant reinvention in these three policy areas and more widely in government, its consequences and what can be done about it.

 

This event was chaired by Bronwen Maddox, Director of the Institute for Government.
