Seen growing from a mass of succulent like leaves surrounding a road name sign and matched on the other side of the road with a similar road sign and a similar plant although this one had the better flower spike . To the best of my knowledge and a bit of help from the Plantfinder app this should be Phormium Tenax . At a guess the top of the fower spike must be a good ten feet above ground level !
