So, apparently we have a smart meter. It's been there a while -- I'd guess it was installed while we were on our road trip back in July because we certainly didn't see any of these notices: www.bchydro.com/energy_in_bc/projects/smart_metering_infr... -- I can only assume they ended up in the recycling pile on our return.
UPDATE. Nope, this is just a digital meter. We got our smart meter today.

One of my customer's brought this Smart ForTwo down from Vancouver. Very fun little car that is pretty rare in the US at the moment, although they will be sold beginning next year. Taken with my iPhone.
