Simpson was born at Montgomery, Kentucky, USA, in 1818. He was the son (7th child) of John Riggs and Dorcas Hathaway. He married Virginia Rich at Kenton, Kentucky, USA, on 25 December 1845. He married Sarah Ann Cullum at Kenton, Kentucky, USA, on 3 September 1849. He married Olivia Riggs on 20 May 1856.
