In recent times, we have been witnessing several highly disturbing attempts by the JNU administration to scuttle andundermine the powers and autonomy of GSCASH . Despite a clear indictment of a senior CSRD faculty member in asexual harassment case, after a thorough investigation done by GSCASH, the JNU administration has been doing its levelbest to avoid acting on the recommendations of the GSCASH . Instead of respecting the GSCASH and its enquiry processes,the JNU administration and JNU's Executive Committee (EC) set up a new 'committee' to judge the GSCASH report!Immediately after that, a senior faculty member in SIS was made the Dean of SIS even though an enquiry of sexualharassment is currently pending. .

JNU as an institution has always prided itself on its democratic ethos, where prevalent patriarchal norms are constantlychallenged. Therefore, these recent instances represent a deeply disturbing and dangerous trend for the University as a.

whole. When instances of sexual harassment are sought to be judged by voting in the Executive Committee (as was.

attempted in the case of the CSRD professor). or through carefully selected 'committees' consisting of peers of theaccused ; when all prevailing democratic norms are thrown to the winds and people who are being investigated for sexualharassment are promoted into positions of power and responsibility, it certainly does not bode well for JNU and thedemocratic principles we seek to defend. .

sanctity of GSCASH. There have been several protests by the JNUSU demanding that the punishment pronounced by.

GSCASH be implemented by the administration without any dilution. In a referendum held on 27th and 28'h February, thestudent community has also robustly disagreed with the promotion of a faculty member in SIS to the post of Dean of SISwhile an enquiry on sexual harassment is going on against him in GSCASH. An overwhelming 89.97% of 1735 votedagainst this administrative brazenness. In a protest demo held today, the JNUSU has conveyed the result of the referendum .Unfortunately, when the student community is unitedly resisting repeated manipulations of power structures to.

undermine the autonomy of GSCAS~ and dilute the seriousness of sexual harassment cases, some studentorganisations/groups in the campus have come out with pamphlets questioning this united protest of the students..

It is noticeable, that these organisations which have been historically boycotting every united movement for genderjustice within or outside campus, have always worked as agent of the administration in moments when students unitedlyresist stubborn administrative insensitivities. Why is it that they are expressing concern for 'accountability of GSCASH',.

when actually it is GSCASH whose autonomy is under attack? The JNU community has always expressed theiropinion in a mature and responsible manner regarding cases of sexual harassment. GSCASH is a result of studentmovement demanding autonomous enquiry body on sexual harassment. Neither the JNUSU nor any responsible individual/organisation has intervened when the enquiry was being conducted by GSCASH. It is only when the administrationtried to use power lobbies within EC to undermine the decisions of GSCASH, that the student communityintervened to defend the autonomy of GSCASH from such power lobbies. The task of enquiry and reachingupon decisions of punishing the accused if found guilty is upon the GSCASH. But if during the course of enquiry,an accused is rewarded with promotion, that violates the principles natural justice. And it is in such a juncturethat the students must react and resist. .

When the administration repeatedly undermines the autonomy of GSCASH's enquiry process, it is important to understandwhy the student community is raising their voice time and again. One of the central concerns for setting up GSCASHlike institution was to have an autonomou:; body which Is Immune from the hierarchical command structure atworkplace to deal with complaints of sexual harassment. Sadly, the recent trends In JNU shows that there Is aconcerted attempt so that GSCASH is subordinated to the administration's diktats. This dangerous trend hascompromised the very raison d'etre of the GSCASH body. .

It is for this precise reason, that the students demanded that GSCASH decisions be made binding on the administration..

It is important also to question whether the EC , which is constituted of academicians within and outside the universityalong with administrative persons is a competent and correct body to overpower GSACSH.
