ਬਲਾਤਕਾਰ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਭਾਰਤੀ ਫੌਜ ਦਾ ਮੇਜਰ ਜਨਰਲ ਦੋਸ਼ੀ ਕਰਾਰ । -

ਭਾਰਤੀ ਫ਼ੌਜ ਦੇ ਇੱਕ ਮੇਜਰ ਜਨਰਲ ਨੂੰ ਬਲਾਤਕਾਰ ਦਾ ਦੋਸ਼ੀ ਪਾਇਆ ਗਿਆ ਹੈ ਤੇ ਇਸ ਬਦਲੇ ਉਸ ਨੂੰ ਨੌਕਰੀ ਤੋਂ ਬਰਖ਼ਾਸਤ/ਬਰਤਰਫ਼ ਕਰਨ ਦੀ ਸਿਫ਼ਾਰਸ਼ ਕੀਤੀ ਗਈ ਹੈ। ਇਸ ਫ਼ੌਜੀ ਅਧਿਕਾਰੀ ਨੂੰ ਭਾਰਤੀ ਦੰਡ ਸੰਘਤਾ ਦੀ ਧਾਰਾ 354 ਏ ਤੇ ਫ਼ੌਜੀ ਕਾਨੂੰਨ 45 ਅਧੀਨ ਦੋਸ਼ੀ ਪਾਇਆ ਗਿਆ। ਫ਼ੌਜੀ ਸੂਤਰਾਂ ਦੇ ਹਵਾਲੇ ਦੱਸਿਆ ਕਿ ਜਨਰਲ ਕੋਰਟ-ਮਾਰਸ਼ਲ ਦੀ ਇਹ ਸਿਫ਼ਾਰਸ਼ ਫ਼ੌਜ ਦੇ ਮੁਖੀ ਸਮੇਤ ਹੋਰ ਉੱਚ-ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਭੇਜੀ ਜਾਵੇਗੀ।

ਫ਼ੌਜ ਦੇ ਜਨਰਲ ਕੋਰਟ ਮਾਰਸ਼ਲ ਨੇ ਐਤਵਾਰ ਵੱਡੇ ਤੜਕੇ ਸਾਢੇ ਤਿੰਨ ਵਜੇ ਮੁਲਜ਼ਮ ਮੇਜਰ ਜਨਰਲ ਨੂੰ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਦਾ ਦੋਸ਼ੀ ਪਾਇਆ। ਇਸ ਫ਼ੌਜੀ ਅਦਾਲਤ ਨੇ ਅਧਿਕਾਰੀ ਨੂੰ ਬਰਖ਼ਾਸਤ ਕਰਨ ਦੀ ਸਿਫ਼ਾਰਸ਼ ਕੀਤੀ ਹੈ। ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਦਾ ਮਾਮਲਾ ਦੋ ਵਰ੍ਹੇ ਪੁਰਾਣਾ ਹੈ। ਮੇਜਰ ਜਨਰਲ ਨੇ ਬੀਤੇ ਕੁਝ ਵਰ੍ਹਿਆਂ ਦੌਰਾਨ ਕਈ ਫ਼ੌਜੀ ਆਪਰੇਸ਼ਨਾਂ `ਚ ਅਹਿਮ ਭੂਮਿਕਾ ਨਿਭਾਈ ਸੀ।

ਫ਼ੌਜ ਦੇ ਅਧਿਕਾਰੀ ਮੁਤਾਬਕ ਲੈਫ਼ਟੀਨੈਂਟ ਜਨਰਲ ਰੈਂਕ ਦੇ ਅਫ਼ਸਰ ਦੀ ਅਗਵਾਈ ਹੇਠ ਫ਼ੈਸਲਾ ਸੁਣਾਇਆ। ਇੱਥੇ ਵਰਨਣਯੋਗ ਹੈ ਕਿ ਫ਼ੌਜੀ ਕਾਨੂੰ 45 ਫ਼ੌਜ ਦੇ ਕਿਸੇ ਅਧਿਕਾਰੀ ਦੇ ਗ਼ਲਤ ਚਰਿੱਤਰ ਨਾਲ ਸਬੰਧਤ ਹੈ;

ਫ਼ੌਜੀ ਸੂਤਰਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਮੁਲਜ਼ਮ ਨੂੰ ਪਹਿਲਾਂ ਧਾਰਾ 354 ਅਧੀਨ ਦੋਸ਼ੀ ਕਰਾਰ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਇਹ ਧਾਰਾ ਸਰੀਰਕ ਛੇੜਛਾੜ ਨਾਲ ਸਬੰਧਤ ਹੈ ਪਰ ਅਦਾਲਤ ਨੇ ਖ਼ਾਸ ਤਰੀਕੇ ਜਾਂਚ ਕਰਵਾਈ ਤੇ ਅਧਿਕਾਰੀ ਨੂੰ 354ਏ ਅਧੀਨ ਦੋਸ਼ੀ ਕਰਾਰ ਦਿੱਤਾ।

ਫ਼ੌਜੀ ਕਾਨੂੰਨ ਮੁਤਾਬਕ ਜਨਰਲ ਕੋਰਟ ਮਾਰਸ਼ਲ ਦੀ ਸਿਫ਼ਾਰਸ਼ ਫ਼ੌਜ ਦੇ ਮੁਖੀ ਸਮੇਤ ਉੱਚ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਭੇਜੀ ਜਾਵੇਗੀ। ਉੱਚ ਅਧਿਕਾਰੀ ਇਹ ਸਜ਼ਾ ਬਦਲ ਵੀ ਸਕਦੇ ਹਨ।

ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਦੀ ਕਥਿਤ ਘਟਨਾ ਸਾਲ 2016 ਦੇ ਅੰਤ `ਚ ਹੋਈ ਸੀ; ਜਦੋਂ ਮੇਜਰ ਜਨਰਲ ਉੱਤਰ-ਪੂਰਬੀ ਭਾਰਤ `ਚ ਤਾਇਨਾਤ ਕੀਤਾ ਗਿਆ ਸੀ। ਮੁਲਜ਼ਮ ਨੂੰ ਅਨੁਸ਼ਾਸਨੀ ਕਾਰਵਾਈ ਤਹਿਤ ਫ਼ੌਜ ਦੀ ਪੱਛਮੀ ਕਮਾਂਡ ਚੰਡੀਮੰਦਰ ਤਾਇਨਾਤ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ।

ਮੁਲਜ਼ਮ ਮੇਜਰ ਜਨਰਲ `ਤੇ ਦੋਸ਼ ਸਨ ਕਿ ਉਸ ਨੇ ਕੈਪਟਨ ਰੈਂਕ ਦੀ ਇੱਕ ਮਹਿਲਾ ਅਧਿਕਾਰੀ ਦਾ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਕੀਤਾ ਸੀ। ਮੁਲਜ਼ਮ ਨੇ ਇਹ ਵੀ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਉਹ ਫ਼ੌਜ ਦੀ ਅੰਦਰੂਨੀ ਗੁੱਟਬਾਜ਼ੀ ਦਾ ਸਿ਼ਕਾਰ ਹੋਇਆ ਹੈ।
