Raymond Donnelly, who served on temporary duty as Europe District’s Resource Management chief, receives a Certificate of Appreciation from Col. Matthew Tyler, district commander, during an award ceremony Feb. 5 at the Amelia Earhart Center in Wiesbaden, Germany. Donnelly, who joined the Resource Management Office in December, provided superior leadership and expert advice through innovative thinking and made tough recommendations, ensuring the district was fiscally compliant while maintaining discipline and flexibility within budgetary constraints. He leaves behind a “legacy of improved processes, enhanced organizations and a workforce that materially benefited from his dedicated service,” the award citation reads.
