This is some knitting put round a tree presumable as part of some yarn bombing attempt. While yarn bombing can be artistic, it can also be quite tacky. In this case it is irresponsible as it have never been removed. It has been there for at least 3 years, get wet and looking ugly. It can't be good for the tree and could be harbouring pests and diseases.
