"The Northeastern Oregon [Bark Beetle] Forest Control Project really started August 17, 1907, when at the request of Supervisor Howard O'Brien of the Imnaha (Wallowa) National Forest I examined dying lodgepole and yellow pine on teh divide between Little Sheep and Big Sheep Creek near Joseph, Oregon. The mountain pine beetle was found to be the main depredator, but the western pine beetle was also present in the yellow pine. During the preceding three years, 90 to 95 percent of the lodgepole and much of the yellow pine had been killed on the area of over 100,000 acres.

 

During the spring of 1910, W.C. Calter, an agent of the Wallowa Timber Company of Warren, Pennsylvania, stationed at Baker, Oregon, became alarmed at the dying yellow pine near Baker and started a movement among the private owners to have something done about it. From the Forest Service he heard of the Office of Forest Insect Investigations and started corresponding with Dr. A.D. Hopkins. Forest Ranger W.D. Edmonston of Colorado and I were ordered to Baker to represent the Bureau of Entomology at a meeting of private owners, forest officials and others interested in protecting the timber. Private owners from Baker, La Grande, Portland and Spokane were present and forest officers from Portland and Sumpter (Whitman) National Forest.

...

August 3, 1910, Agent W.B. Turner arrived from Washington, D.C. with instructions to work with the private owners of timber and help them to organize and work for an appropriation for forest insect control work in the area."

The workshop was an opportunity for participants working in Pacific Coast high elevation ecosystems to share information; discuss issues, and concerns; and to help develop a strategy to maintain and restore whitebark and other high elevation five-needle pines in our region. After presentations by Dr. Frank Lang, Emeritus Professor of Biology at Southern Oregon University on the ecology and biology of Pacific Coast high elevation five-needle pines and Dr. Diana Tomback, University of Colorado and the Whitebark Pine Ecosystem Foundation on the concerns and status of whitebark pine in the Rocky Mountains, participants engaged in more focused discussions about the questions that need to be answered regarding these species."

Excerpt: "Mountain pine beetle (MPB; Dendroctonus ponderosae) is most often associated with overly dense or mature lodgepole pine but will also infest large-diameter ponderosa as well as the five-needle pines (sugar, western white and whitebark). In 2015, aerial surveys attributed over 290,000 acres of tree mortality to MPB (Figure 11). MPB-caused mortality across all pine species was a quarter less than that from 2014, most likely due to the loss of preferred hosts from previous attacks rather than from improving conditions. "

"As the leading authority in the United States on forest entomology, Dr. A.D. Hopkins was chosen by the Division of Entomology, U.S. Department of Agriculture, to make an investigation of the Pacific Coast forests during the summer of 1899. On this trip he found the western pine beetle and the mountain pine beetle killing number of trees in the pine forests of California, Oregon, Washington, and Idaho.

 

One stop on the trip was at the Washington State College at Pullman. Here Hopkins visited C.V. Piper, entomologist of the Washington Experiment Station. Together they made a trip into the pine forests of western Idaho to study various insects, one of these the western pine beetle.

 

As a result of this trip, Piper induced one of his students, J.L. Webb, to take up forest insects as a major. Webb, therefore, was probably the first college student of forest insects in the United States. Webb collected forest insects in western Idaho during 1900 and 1901 and in studying them corresponded with Hopkins.

 

In 1901 the Chief of the Bureau of Forestry of the Phillipines requested Gifford Pinchot, Chief of the Bureau of Forestry of the U.S. Department of Agriculture, to get him a forest entomologist. Pinchot passed this request on to Hopkins who replied there were none, but that he could train one if given time. This suggestion was followed and Webb, the only known student, was appointed a field assistant in the Bureau of Forestry in the fall of 1901 and sent to Hopkins at the University of West Virginia to train for the Phillipine position.

The appointment of Webb by USDA to work on insects under Hopkins stirred Howard, Chief of the Division of Entomology, into action. He started to work toward the establishment of an Office of Forest Insect Investigations in the Division.

 

In the meantime the Black Hills Beetle had started its destructive work in the yellow pine forests of the Black Hills of South Dakota and Wyoming.

 

In May 1902 Webb was appointed an Assistant Forest Expert in the Bureau of Forestry and sent to the Black Hills to investigate the trouble under the direction of Hopkins, who was to be appointed July 1 Chief of the new Office of Forest Insect Investigations in the Division of Entomology.

 

Since Webb was expected to take the Phillipine position, an assitant to take his place was needed. I [H.E. Burke] had collected some with Webb in 1900 and 1901 and was recommended by him for this appointment. Being already in the Division of Entomology on a three-month appointment to work on the codling moth at Boise, Idaho, I was appointed October 1, 1902, as a Special Field Agent of the Divsion to investigate the damage to forests and forest trees by insects and was sent to the Black Hills to receive training from Webb. On November 1, 1902, I was appointed an Assistant Forest Expert in the Bureau of Forestry and ordered to Washington to work on forest insects under Hopkins, following Webb in by about a week.

 

The Office of Forest Insect Investigations therefore completed its first six months with Dr. A.D. Hopkins, an appointee of the Division of Entomology, in charge, with J.L. Webb and myself, appointees of the Bureau of Forestry, as assistants. During the spring of 1903, W.F. Fiske, Assistant State Entomologist of Georgia was appointed a special field agent in the Divsion of Entomology and assigned to work on forest insects under Dr. Hopkins. All expenses for the work were paid by the Bureau of Forestry.

 

This organization contined until July 1, 1904, when the Division of Entomology became a Bureau and Webb and I were transferred from the Bureau of Forestry to the Bureau of Entomology. Webb did, however, spend the field season of 1903 in the Phillipines as an appointee of the Phillipine Bureau of Science.

 

It was during the winter of 1902-03 that Dr. Hopkins suggested to Webb and myself that each of us specialize on some important family of forest insects as Hopkins had specialized on the Scolytidae. Webb selected the Cerambycidae and I the Burprestidae. Dr. Hopkins also submitted a plan for dividing the United States into for major forest areas for forest insect field work with a man specializing on the insect problems in each area. The areas suggested were the Eastern, the Southern, the Rocky Mountains, and the Pacific Coast. I selected the Pacific Coast mainly because I was from that section and already familiar with some of the conditions."

HKS: Characterize the Northwest Forest Pest Action Council.

WDH: The Northwest Forest Pest Action Council was organized by Hoss Andrews who was the regional forester in Portland in 1948, and he invited a handful of us. He invited the two state foresters. He invited Kolbe of the Western Pine Association, myself, and a representative for three or four of the major land owning companies like Weyerhaeuser and Crown-Zellerbach, which were the two biggest ones in our region, to get together to decide how we could handle the problem that was being posed in eastern Oregon principally then by the spruce budworm. There was a very significant infestation of spruce budworm, ... We got together in the library in Portland. It wasn't called the Northwest Forest Pest Action Council, we called it the Spruce Budworm Action Committee; that was its original name. We immediately got to work deciding how we were going to find out the extent of the infestation and the experiment station and the Bureau of Entomology and Plant Quarantine's Division of Forest Insect Investigations. It was not part of the Forest Service yet. The Forest Insect Division furnished airplanes and spotters. Several of the companies and the states of Oregon and Washington did the same thing. We went out and completely mapped the infestation area. Then we decided what we were going to do about it. DDT was available. We started a big spraying program. ...

Here was one of the most cooperative things that ever occurred. There was no animosity by anybody on the regulation issue or any of these controversial things. Here our job was, we wanted to save the resource, and we got together like I never saw any group ever do in the history of the country. "J.D. Riggs was camp foreman for the Forest Service on the Northeastern Oregon Bark Beetle Control Project and with the Forest Insect Station 5 at Yreka, Placerville, and Ashland from July 1, 1911, until about August 1, 1916, when he resigned to go into mining.

 

J.J. Sullivan was a woodsman for the Baker Forest Protective Association in the 1910 fall control work for the Northeastern Oregon Bark Beetle Control Project, and a cruiser in the 1911 spring control work. He served as Agent and later as Entomological Ranger with Forest Insect Station at Yreka and Placerville from July 1, 1911, to Sepetember 1915, and then transferred to the Northern Rocky Mountain Station. Sullivan left the Bureau of Entomology in June 1916 to go into lumbering."

A field trial was established in southern Oregon, near Brookings, in March 2019 to examine genetic variation in resistance to Phytophthora ramorum (pathogen causing Sudden Oak Death) in tanoak, as well as susceptibility of conifers Douglas-fir, coast redwood, and Port-Orford-cedar. The trial was a joint effort between USFS (Dorena Genetic Resource Center, FHP), OSU, and ODF.

 

900 tanoak (Notholithocarpus densiflorus) seedling ‘families’ from 55 Oregon parent trees (and bulked lots) were planted in a field trial to assess genetic resistance to Phytophthora ramorum (pathogen causing sudden oak death, SOD), and to correlate with results of seedling inoculation testing done at Oregon State University. Douglas-fir (Pseudotsuga menziesii), coast redwood (Sequoia sempervirens), and Port-Orford-cedar (Chamaecyparis lawsoniana) seedlings were also planted to test conifer susceptibility. "J.L. Webb was the first assistant selected by Dr. A.D. Hopkins to work on western bark beetle problems. He was born near Bloomington, Illinois, April 9, 1878, and was educated in Iowa, Washington, and West Virginia; taking his B.S. degree from Washington State College in 1900 and his Masters degree from the University of West Virginia in 1902. Webb started the study of forest insects in 1900 while on a trip to the pine forests near Moscow, Idaho. Both the western pine beetle and the mountain pine beetle were studied.

 

About October 1, 1901, Webb was appointed a student assistant in the Bureau of Forestry of the U.S. Department of Agriculture and assigned to work under Dr. A.D. Hopkins at the University of West Virginia at Morgantown. This training was to fit Webb for the position of Forest Entomologist of the Phillipines. Webb spent the winter at Morgantown working on forest insects.

 

About May 1, 1902, Webb was promoted to Assistant Forest Expert and sent to the Black Hills of South Dakota to work on the Black Hills beetle. This probably was the first experimental work carried on by a United States government official. Various kinds of trap trees were tried and studies were made on the life history, parasites, predators and associates."

These amazing fish are Arctic Grayling collected in our fish trap during the 2013 monitoring season.

 

The sampling and monitoring methods utilized by Montana Fish and Wildlife Conservation Office employ a full-channel seasonal weir to temporarily detain migrating fish allowing us to assess fish population trends.

 

This trapping effort is located on Red Rock Creek, Red Rock Lakes National Wildlife Refuge, Montana, and is a collaborative effort among Refuges and Fish and Aquatic Conservation; sister divisions of the US Fish and Wildlife Service.

"High elevation five-needle pines are rapidly declining throughout North America. The six species, whitebark (Pinus albicaulis Engelm.), limber (P. flexilis James), southwestern white (P. strobiformis Engelm.), foxtail (P. balfouriana Grev. & Balf.), Great Basin bristlecone (P. longaeva D.K. Bailey), and Rocky Mountain bristlecone pine (P. aristata Engelm.), have limited timber value but are of great ecological and symbolic importance to both the U.S. and Canadian West. A comprehensive International symposium, called the High Five symposium, was held June 28-30, 2010, in Missoula, Montana to: (1) bring together scientists, managers, and concerned citizens to exchange information on the ecology, threats, and management of these pines; (2) learn about the threats and current status of pine populations; (3) describe efforts to mitigate threats through restoration techniques and action plans; and, (4) build a foundation for the synthesis of research efforts and management approaches." Four school busses carried about 100 participants to drop-off points within the ski area, located approximately 10 miles northwest of Missoula. Participants were divided into eight “color-coded” groups, and then led by designated guides for 20-minute visits at each of eight stations scattered across the mountainside. At each station, one or more speakers made a presentation in their area of expertise, and then answered questions or directed discussion. At Station 1, Bob Keane gave an overview of his whitebark pine restoration project at the ski area. Station 2 featured Holly Kearns and John Schwandt presenting the latest findings on blister rust-pine interactions, including resistance, host species, and spread. At Station 3, Mary Frances Mahavolich, David Foushee, John Errecart, and Mike Mueller described the whitebark pine genetic restoration program in the Inland Northwest. At Station 4, Shawn McKinney presented the latest findings on pine/nutcracker/squirrel interactions, and associated research and management implications under changing climatic conditions. At Station 5, Dan Reinhart discussed operational and philosophical challenges to restoring whitebark pine ecosystems in wilderness, backcountry, and roadless areas. At Station 6, Glenda Scott described operational whitebark pine regeneration strategies, from cone collection to regeneration success. At Station 7, Jane Kapler Smith directed an interactive discussion of educational opportunities in high-elevation pine ecosystems. About this project (2001):

Title: Sugar Pine Maintenance and Restoration

Purpose: Improve growing and establishment conditions for sugar pine. Understand what treatments are needed to restore and maintain sugar pine and minimize disease and insect impacts to this species.

Methods: Develop and test methods of thinning around remaining live sugar pine trees (variable radius) to restore and maintain sugar pine populations. Plant sugar pine within clearings in young Douglas-fir plantations to determine if the species can be reestablished under these conditions.

Monitor: Sugar pine long-term survival, vigor, and regeneration under different treatments.

Status: Initial Treatments (harvest, planting) completed in 2000. Follow-up work (pruning young trees, clearing vegetation around remaining live sugar pine trees) to be completed this year. Post-treatment data collection is ongoing.

Location: Wolf Pine Timber Sale (FS and BLM) on the Little River Adaptive management Area.

"It is also worth emphasizing that the BLM and the USFS cooperated on this project with treatments on lands managed by both.

Here’s the WolfPine project timeline as best I can determine:

1997--- find and select sugar pine to be focus trees with assistance of Wolf Creek Job Corps Center

1997 & 1998 --- pretreatment data collected and establishment report written

1998 - 2000--- treatments implemented (i.e. timber sale and brush cutting)

2001--- piles burned

2001--- post-treatment data collected, evaluation period begins

2006--- some data collected for 5 year results

2010--- more intensive data collected for 9 year results and report written with some 5- and mostly 9-year results

2017 - 2018--- intensive data collected for 16 year results"

"High elevation five-needle pines are rapidly declining throughout North America. The six species, whitebark (Pinus albicaulis Engelm.), limber (P. flexilis James), southwestern white (P. strobiformis Engelm.), foxtail (P. balfouriana Grev. & Balf.), Great Basin bristlecone (P. longaeva D.K. Bailey), and Rocky Mountain bristlecone pine (P. aristata Engelm.), have limited timber value but are of great ecological and symbolic importance to both the U.S. and Canadian West. A comprehensive International symposium, called the High Five symposium, was held June 28-30, 2010, in Missoula, Montana to: (1) bring together scientists, managers, and concerned citizens to exchange information on the ecology, threats, and management of these pines; (2) learn about the threats and current status of pine populations; (3) describe efforts to mitigate threats through restoration techniques and action plans; and, (4) build a foundation for the synthesis of research efforts and management approaches." "The third day of the conference entailed a field trip to the Montana Snowbowl ski area. Despite forecasts for rain, sunny skies prevailed. Four school busses carried about 100 participants to drop-off points within the ski area, located approximately 10 miles northwest of Missoula. Participants were divided into eight “color-coded” groups, and then led by designated guides for 20-minute visits at each of eight stations scattered across the mountainside. At each station, one or more speakers made a presentation in their area of expertise, and then answered questions or directed discussion. At Station 1, Bob Keane gave an overview of his whitebark pine restoration project at the ski area. Station 2 featured Holly Kearns and John Schwandt presenting the latest findings on blister rust-pine interactions, including resistance, host species, and spread. At Station 3, Mary Frances Mahavolich, David Foushee, John Errecart, and Mike Mueller described the whitebark pine genetic restoration program in the Inland Northwest. At Station 4, Shawn McKinney presented the latest findings on pine/nutcracker/squirrel interactions, and associated research and management implications under changing climatic conditions. At Station 5, Dan Reinhart discussed operational and philosophical challenges to restoring whitebark pine ecosystems in wilderness, backcountry, and roadless areas. At Station 6, Glenda Scott described operational whitebark pine regeneration strategies, from cone collection to regeneration success. At Station 7, Jane Kapler Smith directed an interactive discussion of educational opportunities in high-elevation pine ecosystems. Finally, at Station 8 John Waverek discussed prescribed burning as a tool for restoring whitebark pine ecosystems. Bill Ciesla summarized this project in his 2005 Founder's Award address (wfiwc.org/awards/founders-award/speech/ciesla):

"Portland, OR - 1988-90

Within days after our return from Chile, I learned that I had been selected to fill the vacancy of Director of Pest Management in R-6, a position that had been vacant for nearly two years. A major outbreak of western spruce budworm was underway in the Region, with several million acres of forests suffering defoliation. Plans were already underway for a large suppression project and I arrived just in time for Regional Forester Jim Torrence to announce that, based on the Environmental Analysis that had been completed, he would authorize treatment of up to 1 million areas providing they met the pre-spray insect population densities that had been established.

That project took up virtually all of my time for my first six months in R-6. We successfully treated 600,000 acres, all with undiluted formulations of Bacillus thuringiensis. For the first time, we adapted the Incident Command System (ICS), an organizational structure for managing large wildfire suppression projects, to insect suppression. We established five Incident Command units and an Area Command in Portland. The project involved deployment of over 70 helicopters, a fleet of turbine powered fixed-wing aircraft and over 700 people. I believe it still stands as the largest single western spruce budworm suppression project that involved exclusive use of a biological insecticide. The project was a great success and all of the units treated met the post treatment criteria of < 1 budworm larva/15 inch branch. We conducted smaller western spruce budworm suppression projects in 1989 and 1990."

"In 1971 I accepted a transfer and promotion to the Pacific Northwest Region in Portland, Oregon. Dave Johnson had arrived about one month before me. Dave Graham was the staff director. Walt Thies joined the staff in 1973. Over the years many forest pathologists joined this staff, including Don and Ellen Goheen, Greg Filip, Craig Schmitt, Paul Hessburg, Bob Harvey, Boris Tkacz, Sally Campbell, Susan Frankel, Alan Kanaskie and my apologies to others I have overlooked. We provided forest pathology advice to all National Forests and other federal and tribal lands in Washington and Oregon from Portland. I took a bit of a break from forest pathology from 1988 to 1993 when I more-or-less became a killer of western spruce budworms and Douglas-fir tussock moths. In 1994 I resumed being a forest pathologist when I moved to Wenatchee, WA, where I am thoroughly entrenched.

My USFS forest pathology career spans 45 years, all in Forest Health Protection. I predate NEPA."

Abstract:

A total of 365,702 acres infested with western spruce budworm was treated in Oregon and Washington during 1976. Of this total, 7,663 were treated with Sevin 4 Oil at the rate of 1 pound (AI) in 1/2 gallon of formulated material per acre, and 358,039 acres were treated with ultra low volume Malathion at the rate of 13 ounces of technical grade material per acre.

 

A total of 23 helicopters and 2 fixed-wing aircraft was used in applying the insecticide. In addition, 13 helicopters and 1 fixed-wing aircraft were used for observation and general administration of the project. A total of 1,558 flying hours occurred during the project with no accidents or injuries.

 

Environmental monitoring of fish, aquatic organisms, birds and bees revealed no adverse effects of the treatment with the exception of a temporary reduction in aquatic organisms in streams which were directly treated with insecticide. Where one-swath buffer zones were left along streams, no significant differences in aquatic insect drift was noted.

Abstract: This report is an evaluation of the operational and biological phases of the Skowl Arm DDT pilot project. The study proved the operational feasibility of spraying the forests of southeast Alaska from a floating base using both the amphibious PBY plane and a helicopter. The spray coverage obtained with the helicopter was superior to that of the PBY.

The following is an excerpt from the 1963 Report on Game Studies, Alaska Department of Fish and Game, Game Division, Juneau, Alaska:

"OBJECTIVES

To determine the influence of 1/4 pound DDT (dichloro-diphenyl-trichloro-ethane) per acre as used in aerial sprays to control black-headed budworm (Acleris variana) on birds

and mammals in Southeast Alaska.

TECHNIQUES

In June 1963, the U. S. Forest Service, Region 10, con-ducted a pilot project to determine the effectiveness of a 1/4 pound DDT per acre spray application for controlling black-headed budworm populations. Spraying was done on June 21 from a PBY aircraft flying approximately 500 feet above the ground. The U. S. Fish and Wildlife Service and the Alaska Department of Fish and Game were invited to initiate studies to determine the effects of this spraying on fish and wildlife populations. The spray site was in the vicinity of Skowl Arm on the east side of Prince of Wales Island, Southeast Alaska, about 35 miles northwest of Ketchikan.

Three drainages were sprayed however, all bird and mammal investigations were confined to Cabin Creek drainage. Neither funds nor time allowed for extensive investigations of all species which might be influenced. Therefore, efforts were concentrated on the Sitka black-tailed deer, the most abundant big game species in Southeast Alaska, which is usually present in forests where subsequent spray programs may be undertaken."

"Forced Landing Made by Plane

A spray plane, one of the fleet being used in the spruce budworm work on the Ochoco National Forest, made a forced landing on Highway 26 about 15 miles east of Prineville early this week, it was learned today. Neither plane nor pilot suffered injury, and the plane, a Steerman. was towed to a nearby ranch for repairs. The pilot, Dusty Mobeik(SP?) told fellow pilots that mechanism in the oil lines leading to the engine had broken while he was spraying over his section of the forest. He attempted to reach the Prineville airport but finally was forced to land on the highway. The spruce budworm work being done in that area of the forest will be concluded this week, in all probability. Nineteen Steerman planes and one B-247 have taken part in the area in the vicinity ot Big Summit prairie, and during the program seven planes have been damaged though no pilot injuries have been reported. Work started in June. Dick Baxter is the private contractor who has been in charge of the work there, and Jim Ralph is the forester supervisor for the U.S national forest service. The area under contract by Baxter involved 260,000 acres."
