The bluffs along this section of the Lake Michigan shoreline are part of the Highland Park Moraine.
Moraines are very easily eroded by wave action during storms. Over the many years when this was an active military base, tons of riprap had been added to stabilize the shoreline. Many different types of materials had been used, including this concrete rubble (possibly obtained locally at very little cost) from some sort of demolition.
Since this material has been battered by endless waves over the years, the end result is that some areas have very swimmer-unfriendly exposed rebar.
