These threads are called Rakhi and this is a festival wherein the sister ties these threads on the hands of their brothers and the festival is called raksha-bandhan.

The festival is marked by the tying of a rakhi, or holy thread by the sister on the wrist of her brother. This was my gift to my elder sis for her marriage ... and today is rakshabandhan ... (a festival which celebrates the relationship between bro and sis ) ... I wish both my sis a very happy raksha bandhan ... This is made with thermocol and then painting on it

Rakshabandhan is celebrated in India. My bua ji use to come every year from a small village to tie rakhi to his brother's (my father's) wrist. My elder son varad is in my father's lap.
