“Program based budgeting is not magic … [that] solves all problems... and we [cannot expect too much from it]. We have to implement program based budgeting carefully, based on specific problems in [each] sector and on what we want to achieve – a clear view of what we want to change is crucial.
“Moldova started to implement [program based budgeting] in 2003 in four ministries (Education, Finance, Healthcare, and Social Protection) and year by year we [are including] more and more public authorities - and we plan to extend program based budgeting for [the] whole state budget.
“[At] the same time, given that [at] present, we [are implementing program based budgeting] only for the state budget, local authorities have no knowledge and experience in this field. [So], we must build capacities of both central and local public authorities.
“From our experience, [program based budgeting] was, [and] still is, seen by some people as an additional job that requires a lot of time and effort. [We faced some difficulties at the beginning, such as the need for additional] capacities, professional development, additional resources, additional financial and nonfinancial data and [a need to change] the attitude [about the] budget elaboration process....
“[Program based budgeting] improves the transparency of [the] budget because it implies a higher level of control and responsibility. [It] is a good...for politicians … during budget [approval], but also for all people…..
“[It shows] the goal of ... public expenditures ... not simply who [spends how much money but it shows the] ... clear … linkage between expenditure and expected results. In this way, government [can] demonstrate to citizens what they achieve by spending public money.”
“I believe the courses we attended during the November 2012 training will increase the quality of our programme based budgeting process, especially in terms of determining the scope and identifying performance indicators correctly.
“We [can] apply the Slovak experience, but we will have to make some adjustments. For example, in the Republic of Moldova we could set more objectives, both [for the] long and ... short term.” on.undp.org/pHvwH
