British Seapower and Procurement Between the Wars by G.A.H. Gordon.

 

Hard to recommend this 300 page book too highly. Gordon starts early with a couple of quotations to sum up the thrust of his work.

 

Firstly Sir George Barlow in 1924 “ There are a certain amount of foolish virgins and a certain number of wise virgins, and the Admiralty are the wise virgins because they will have oil in their lamps”

 

And secondly G.C. Shaw in 1938 “ Supply... forms the basis on which rests the whole structure of war, it is the very foundation of strategy and tactics”

 

The Admiralty, thankfully, rode roughshod over the Treasury’s sensibilities and regulations during the period of rearmament and thus made the most of Britain’s latent potential capacity for the production of the wherewithal for the RN to fight the forthcoming war.

 

Given the lessons learnt during the Kaiser War and the considerable historical benefits that Britain gained during that conflict in comparison to France and America it would have been a stunning dereliction of duty if this had not been the case.

 

Gordon also compares the British approach with that of the German approach which he concludes was much more directed towards the accumulation of war stocks rather than planning for the total subsumption of her industry to the war effort.

 

And finally, of course, the ultimate reality that the first 18 months of the war cost Britain 85% of her dollar and gold reserves and that in the absence of American realisation of the consequences of a British defeat that led to lend lease and the American entry to the war there would have been little option but to stop fighting.

 

Gordon’s hero in this tale is, I think rightly, Chatfield, who both as Third and later First Sea Lord did much that hindsight has proved to be right and sensible. A turnaround for a man who did more than most as Beatty’s Flag Captain to frustrate the efforts of the Royal Navy’s Grand Fleet during the Kaiser War.

 

There are, as always, conflicting views but there you go.

 

It is always a sign of a good book that the reading of it adds another dozen books to one’s Abe Books want list. This particular book, a most felicitous present, has been read in the past and will be read again in the future.

Marc Engel, CPO of consumer goods giant Unilever, took to the stage at the World Procurement Congress to talk about how he has created the ‘headroom’ in his function to allow for true strategic procurement.

 

This is where procurement can get down to the nitty-gritty, while also continuing to deliver value back to the business.

 

“Innovation is everything”, said Engel in front of a packed house at the Park Lane Hotel in London. When you are operating in a fast-paced industry with 90,000 suppliers and some 2 billion customers buying your products every day, he noted, you have no choice. You either innovate or you get left behind.

 

So how has the company attempted to achieve this?

 

Engel explained that there are three strategic levers that the company has used:

 

- Organisational design and processes.

- Operating model

- Integration

 

This journey saw the team spilt into three sections. These were made up of ‘materials’, known more widely in the industry and category managers, ‘cluster’, which sit in the local geographies and ‘category’.

 

Each different section is given responsibility over certain stages of the seven stage sourcing process. ‘Materials’ have control of steps one through to five, focussing mainly on buying. Cluster have control of stages six and seven where they are implementing what buyers are doing in their local areas and ‘category’ are implementing all this throughout the sourcing process.

 

On top of this, Unilever has also established four new entities across the world, made up of procurement people, which has allowed spend to become more centralised and have also changed their purchase-to-pay system to a source-to-pay where IBM have taken control all purchase orders.

 

This has freed up buying resources to actually do strategic procurement and, according to Engel, is giving the procurement team the headroom to actually help deliver value back to the business.

An Engineering Student’s Final Project is the apex of all his theoretical knowledge, lab experiments, seminars, tours and study periods. It involves,

 

a) Design based on engineering principals.

b) Procurement of material / spares.

c) Fabrication of Projects.

d) Test & Trial Stage.

e) Presentation of Functional / Working Model.

 

This is a systematic and painstaking process where students select the project of their interest from the list given by Engineering Department or of his own choice. Then comes the stage of preparation & presentation of synopsis by each group.

 

A Project Review Committee headed by Prof. Dr. Naeem Akhtar (Dean Faculty of Engineering) with Prof. Dr. Manzar Saeed (HOD Faculty of Engineering) and other members like Dr. Nawaz (Assistant Professor), Lecturer Engr. Shoaib Pervaiz and Lecturer Akhtar Rasool evaluated and approved the projects. Presentations are attended by all available faculty members. Projects are approved based on,

a) Standard at par with standard of undergraduate electrical engineering.

b) Availability of spares in land / abroad.

c) Practicability of the projects.

d) Preferably hardware based, however, software oriented assimilation projects are also acceptable.

 

Each group is assigned a Project Advisor (a Faculty Member) under whose direct supervision the project is assembled in HU Project Lab. Hajvery University Final Semester Projects of Batch-1 were displayed on May 23, 2011. In all, there were eleven projects. External Examiner’s duties were performed by Maj. Gen. (R) Muhammad Asaad HI(M), Ex Director General of Inspection and Technical Development of Pak Army. Prof. Dr. Engr. Naeem Akhtar, Dean was Internal Examiner with his team comprising Prof. Dr. Engr. Manzar Saeed (HOD), Dr. Muhammad Nawaz and Lecturer Akhtar Rasool.

 

Each group was thoroughly interviewed about different stages of progress pertaining to their projects. Then each group was allowed to exhibit their project. It was indeed heartening to observe that all the projects were based on latest technologies and were prepared with skilful assemblies. Each project passed the test of functionability. It was a perfect exhibition of engineering talent and innovation. The project display continued for 2nd day, i.e. May 24, 2011 as well. Maj. Gen. (R) Muhammad Asaad HI(M) at the end of thorough analysis, dissection, discussion and exhibition of these eleven functional projects was extremely satisfied. He said that the standard of the students as well as projects are much above than other a like institutions and HU must be proud of this most successful exhibition of running projects.

Before crafting the 2017 National Defense Authorization Act, Congress intends to review the Pentagon acquisition system, known in large part for its protracted and expensive decision-making processes. Congress is now shifting its focus to establishing greater agility in the acquisitions system. With an eye toward streamlining the process in the face of rapid technological change, new legislation will seek to encourage more experimentation and prototyping early in the development cycle, as well as simplifying and shortening the process.

 

On March 15, the Center for 21st Century Security and Intelligence at Brookings hosted a discussion on defense acquisition reform and a new reform bill. Rep. Mac Thornberry (R-Texas), chairman of the House Armed Services Committee, spoke on the issue. Brookings Senior Fellow Michael O'Hanlon, author of "The Future of Land Warfare," moderated the discussion.

The Pilgrim is a full size replica of the hide brig immortalized by Richard Henry Dana, Jr. in his American seafaring classic novel Two Years Before the Mast. Dana said of the Pilgrim , "The vessel I am going on is small, but strong and a remarkably fast sailer having been built for the smuggling trade."

 

The original Pilgrim was built in 1825 at a cost of $50,000. Her length was a mere 90 feet compared to the average 110 feet for other vessels of the same class. The purpose of its 1834 voyage that is the basis for the Ocean Institute's Two Years Before the Mast program was to participate in the California cattle hide trade for her Boston owners, Bryant and Sturgis. The Pilgrim set sail from Boston loaded with New England's manufactured goods such as shoes, foodstuffs and ironware. When she arrived along the Alta California coast, the Pilgrim sold or traded her New England wares, then procured hides from the missions and rancheros to be transported back to Boston. The Pilgrim anchored several times at San Juan Bay (Dana Point). It is not known in what other trades the Pilgrim engaged after her voyage to Alta California, Mexico. However, it is recorded that she was lost in a fire at sea in 1856. By this time the hide trade had also suffered its demise.

 

Today's Pilgrim started her life in 1945 as a three-masted schooner plying the Baltic coastal trade out of Denmark.
