In 2012, JHC approached Westchester County Parks and NYS DEC about investigating dumps long hidden deliberately by the growth of invasive species next to the 1907 Zebra Barn. Probes uncovered the presence of what appeared to be oil-contaminated soil from petroleum poured and/or deliberately buried at the site.
Excavation photos shows light brown soil on top of ground - 2-3 feet in depth-then charcoal grey soil extending 3 or 4 more feet then almost black soil beyond that. The fumes were extremely potent! Westchester County Parks complied with requests to remediate the site bringing in a company called American Petroleum. Machines were careful to not damage the historic stone walls.
JHC is proud to have demanded this area be tested - once remediated, it will be safe again for humans and wildlife.
Luckily no petroleum was found on the immediate other side of the wall directly next to the Zebra House. At the end of the day, the County acknowledged that they were responsible for complete remediation and brought in clean soil. They fenced off the area for safety and we worked well together.
This is another great example of how our agreement benefits the public safety and health. Westchester County remains responsible for remediation of existing environmental conditions (known and unknown).
