Members of LCC’s Student Nurses Organization (SNO) raised $830 to support the Cowlitz Free Medical Clinic.

Premier Christy Clark highlights outstanding work done by BC’s public service employees at the Premier’s annual Innovation and Excellence Awards ceremony. Five outstanding public-service nominations were recognized for their innovation in providing essential services in five categories: Leadership, Organizational Excellence, Partnership, Innovation and Emerging Leader. Three new people were also inducted into the BC Public Service Hall of Excellence.

After upgrading and organizing I was able to really gain control of my physical desktop. I still need to work on the wires, but it's a great start.

 

I don't have all of my apps open at the moment, but typically I have Thunderbird open for email, and Firefox with a bunch of tabs to Google Reader, wikipedia, and Google Calendar.

 

The desk is really old and used to be my grandparents'. It's solid wood and incredibly heavy. I like it, but find it to be a little small.

 

Recent additions include a Microsoft Lifecam that I still need to get to work properly.

There are zones in the NINTH LODGE that prohibit circuses, carnivals, and other organizations that engender and promote a nomadic existence. The Brothers Chase arrived in Kalpana early one morning two years ago as refugees of this prejudice. Town officials would like them to leave, but so far they’ve done nothing.

 

Lucian Chase, who wears a white hat and whose left eye is black and roving, is a syphilitic chap who employs peculiar therapies to ease his suffering: thrice monthly he swallows mercury capsules and he daily brushes his enflamed glans with a synthetic vanilla extract purchased from a comely hustler he met in Bradford. He’s been known to become delirious and in his fevers repeat the phrase “A night with Venus results in an eternity with Mercury!” Lucian’s role in the circus act has never been made entirely clear. He mostly stands off to the side by himself, chain smoking and scowling at their miserable audience.

 

Hubert Chase, clad in an orange hat, is a necromancer, geomancer, and amateur astrologer. Nothing excites him more than sneaking a glimpse of a bruise upon the leg of a woman wearing black silk stockings. He’s the oldest of the brothers.

 

Lyle Chase, who spends more time painting his face than practicing his circus routines, inherited an enormous sum of money when his grandparents died—Lucian and Hubert were excluded from their will—and managed to lose it all in one day at the Grand Colorido Casino.

 

As far as circuses go, their show is pathetic. There is no trapeze act and none of the brothers can juggle. They’ve never been able to afford large animals, so one will find no trained lions, tigers, or even dancing bears here. However, the Brothers Chase do have a monkey named Glen. And a right raging monster he his—always drunk and knocking over props or trying to mount some horrified child seated in the front row. He’s twice started the big top on fire. In both instances Hubert, who was also drunk, went after him with his Mauser, and, again, in both instances, managed to injure patrons whilst the cunning Glen slipped away unscathed and chanting some uproarious hymn to the night.

 

Let it be known that before arriving in Kalpana, the Brothers Chase managed their circus from Colorido. It was there that they employed the dashing C. Lindsay Crawl.

41 ORGANIZATIONS CALL ON GOVERNOR AND CITY LEADERS FOR OPEN PROCESS IN DECISION-MAKING FOR MAJOR HOSPITALS

They ask Gov. Jindal for cost-benefit analysis of two competing LSU plans, and ask City Council and Planning Commission to include hospitals in the New Orleans master plan.

 

New Orleans, La. (Wednesday, March 25, 2009)—With the debate over locating new LSU and VA hospitals in Mid-City continuing, 41 local and national organizations—including a diverse range of community groups, professional organizations and planning associations—are asking state and city leaders to engage the public more directly in the search for a solution.

 

At a press conference held today, the organizations asked Gov. Jindal to commission an independent, third-party comprehensive cost-benefit analysis of the two LSU hospital plans--proposed new construction in Lower Mid-City and an alternative proposal to gut and rebuild a new 21st century hospital inside the shell of Charity Hospital. The organizations argue that a rigorous, side-by-side financial analysis will both clear up contradictory claims about construction costs of the two plans and will also measure the impact of different timelines on job creation, related economic development and health care delivery to the community.

 

In addition, the groups called on the City Council and the City Planning Commission to hold public hearings to receive information about the hospital designs and plans for a biomedical research district, and to give members of the public their first City-Hall-sponsored opportunity to respond to the plans. The groups want the hearings to be part of a process in which the council and planning commission take responsibility for making sure that the locations and designs for the huge hospital complex are best for the citizens, neighborhoods and the medical industry.

 

A third recommendation by the groups is to include the hospitals and the new biosciences economic development district in the city’s new master planning process. Goody Clancy, the city’s planning contractor, has stated that the Planning Commission excluded the hospitals and medical district from the scope of the master plan, which was released Friday in draft form.

 

“Despite the profound and lasting impact these projects will have on the city of New Orleans, the City Council and the City Planning Commission have been sitting on the sidelines of the debate, doing nothing, and the people of New Orleans have been kept largely in the dark,” said William Borah, New Orleans land use attorney. “This decision is far too important to be made in a backroom deal, without citizen input. This coalition is calling for a more transparent, open decision making process—one that has citizens at the table to help decide which hospital plan is in the best long-term interests of the people of New Orleans.”

  

Louisiana State University’s proposed $1.2 billion teaching hospital and medical center and a new $600-plus million hospital for the Department of Veterans Affairs constitute the largest single economic-development project in the city’s history. LSU and VA propose to locate the hospitals in a 70-acre section of the Mid-City neighborhood, after removing residents and small businesses from hundreds of buildings, many of them historic structures. The LSU plan for moving the hospitals to Mid-City would also affect the Central Business District, since the university proposes to abandon the landmark Charity Hospital building. A plan by RMJM Hillier proposes reusing the shell of the Charity building to house the state-of-the-art hospital that would serve as the core of LSU’s academic medical center, an approach the nationally-recognized architects say will produce a world-class hospital with savings of hundreds of millions of dollars over new construction and will be completed at least two years sooner.

 

Last week at the Senate District 9 Health Care Reform Forum, Louisiana Secretary of Health and Hospitals Alan Levine—the state’s point person on the hospital issue—said that no final decisions have been made and that both the LSU and the RMJM Hillier approaches are still on the table.

 

"Every neighborhood in New Orleans should be concerned that the plans for the replacement of Charity and the VA hospitals are not a part of the city's master planning process which is going on right now," said Charles E. Allen, III, president of the Holy Cross Neighborhood Association. "What is happening in Lower Mid-City could happen in any neighborhood of the city. We need to make sure that City Planning and the City Council insist that the process applies to our entire city. We can't leave anything out."

 

“Health care is in critical condition here in New Orleans,” said Dr. Sissy Sartor. “I am appealing to Governor Jindal to come forward and show the citizens of New Orleans and of the state that he is serious about returning health care to our city and that he will do it in a fiscally responsible way. The governor has it in his power to order a cost-benefit analysis that would answer the questions about alternative plans for rebuilding the LSU medical center.”

 

“At this point, what we need is a clear factual basis from which a decision can be reached,” said Sandra Stokes, Executive Vice Chair of the Foundation for Historical Louisiana “We need to move forward, and the best way to do that is for the state to conduct an independent, side-by-side analysis of the two plans. That process would provide answers to fundamental questions of time, efficiency and cost. Which plan would provide 21st century medical care faster? Which would cost less? We need an independent voice to provide answers to these basic questions.”

I arrived in Macau very late in the evening. Whilst the lights of the casinos were amazing I had no idea that for the next 4 days I would not get to see the sun. At night I could not see the heavy smog that covers Macau (Blown in from China mainland and trapped over Macau by the mountains). Everyday is a humid grey day. You can't see very far and the humidity drenches you quickly.

 

Still I enjoyed Macau by day and night.

 

I was there for the Samsung Communications (Australia) conference and stayed at the Soffitel on Ponte 16. It was extremely luxurious. Plenty of good food (Waited on Hand and foot), lots to see. This is an amazing Tax Haven. I can see the rich coming and going by Helicopter, into the casinos. I saw many Ferrari's, Lamborghini's, Rolls Royces and more.

Macau, also spelled Macao, is one of the two Special Administrative Regions of the People's Republic of China, the other being Hong Kong. Macau lies on the western side of the Pearl River Delta across from Hong Kong to the east, bordered by Guangdong Province to the north and facing the South China Sea to the east and south. The territory's economy is heavily dependent on gambling and tourism, but also includes manufacturing. The Cantonese people from Hong Kong and Guangdong especially recent mainland tourism from Mandarin speaking regions have boosted the economy of Macau significantly.

 

A former Portuguese colony, Macau was administered by Portugal from the mid-16th century until late 1999, when it was the last remaining European colony in Asia. Portuguese traders first settled in Macau in the 1550s. In 1557, Macau was rented to Portugal by the Chinese empire as a trading port. The Portuguese administered the city under Chinese authority and sovereignty until 1887, when Macau became a colony of the Portuguese empire. Sovereignty over Macau was transferred back to China on 20 December 1999. The Sino-Portuguese Joint Declaration and the Basic Law of Macau stipulate that Macau operate with a high degree of autonomy until at least 2049, fifty years after the transfer. By 2002, it had become one of the world's richest cities. In 2004, the World's Highest Skyjump was broken in Macau. It became the world's biggest gambling centre in 2006.

 

Under the policy of "one country, two systems", the PRC's Central People's Government is responsible for the territory's defense and foreign affairs, while Macau maintains its own legal system, police force, monetary system, customs policy, and immigration policy. Macau participates in many international organizations and events that do not require members to possess national sovereignty.

 

According to The World Factbook, Macau has the second highest life expectancy in the world. In addition, Macau is one of the very few regions in Asia with a "very high Human Development Index", ranking 23rd or 24th in the world in 2007 (with Japan being the highest in Asia; the other Asian countries/regions within the "very high HDI" category are South Korea, Taiwan, Hong Kong, Singapore, and Brunei).

 

Before the Portuguese settlement in the mid-16th century, Macau was known as Haojing or Jinghai. The name Macau is thought to be derived from the A-Ma Temple, a temple built in 1448 dedicated to Matsu – the goddess of seafarers and fishermen.. The Portuguese named the peninsula "Macau".

 

The history of Macau is traced back to the Qin Dynasty (221–206 BC), when the region now called Macau came under the jurisdiction of Panyu county, in Nanhai prefecture (present day Guangdong).The first recorded inhabitants of the area were people seeking refuge in Macau from invading Mongols during the Southern Song Dynasty. Under the Ming Dynasty (1368–1644 AD), fishermen migrated to Macau from Guangdong and Fujian provinces.

 

Macau is situated 60 kilometres southwest of Hong Kong and 145 kilometres from Guangzhou. It also has 41 kilometres of coastline, yet only 310 metres of land border with Guangdong. It consists of the Macau Peninsula itself and the islands of Taipa and Coloane, which are now connected by landfill forming the Cotai Strip. The peninsula is formed by the Zhu Jiang (Pearl River) estuary on the east and the Xi Jiang (West River) on the west. It borders the Zhuhai Special Economic Zone in mainland China. The main border crossing between Macau and China is known as the Portas do Cerco (Barrier Gate) on the Macau side, and the Gongbei Port of Entry on the Zhuhai side.

 

Macau has a humid subtropical climate, with average relative humidity between 75% and 90%. Similar to much of South China, seasonal climate is greatly influenced by the monsoons, and differences in temperature and humidity between summer and winter are noticeable, though not as great as inland China. The average annual temperature of Macau is 22.7 °C

 

Macau's economy is based largely on tourism. Other chief economic activities in Macau are export-geared textile and garment manufacturing, banking and other financial services.The clothing industry has provided about three quarters of export earnings, and the gaming, tourism and hospitality industry is estimated to contribute more than 50% of Macau's GDP, and 70% of Macau government revenue

 

Starting in 1962, the gambling industry had been operated under a government-issued monopoly license by Stanley Ho's Sociedade de Turismo e Diversões de Macau. The monopoly ended in 2002 and several casino owners from Las Vegas attempted to enter the market. With the opening of the Sands Macao, in 2004 and Wynn Macau in 2006, gambling revenues from Macau's casinos were greatly prosperous. In 2007, Venetian Macau, at the time the second (now sixth) largest building in the world by floor space, opened its doors to the public, followed by MGM Grand Macau. Numerous other hotel casinos, including Galaxy Cotai Megaresort, are also to be opened in the near future.

 

In Macau, the unit of currency is the pataca which is currently pegged to the Hong Kong dollar at a rate of HK$1 = MOP1.03. The name pataca is a Portuguese word which was applied to the Mexican dollars that were the main circulating coin in the wider region in the second half of the 19th century.

 

Macau is the most densely populated region in the world, with a population density of 20,497 persons per square kilometre in 2013(18,428 persons/km2 in a 2004 projection 47,728/sq mi). 95% of Macau's population is Chinese; another 2% is of Portuguese and/or mixed Chinese/Portuguese descent, an ethnic group often referred to as Macanese.

 

Both Chinese (Cantonese) and Portuguese are Macau's official languages.

Funds raised through Wheels In Motion will continue to support projects that improve the quality of life of people living with spinal cord injury at the local, provincial and national levels. Funds raised benefit the people who live in the region in which they were raised through community-based Quality of Life initiatives. Quality of Life funds provide customized solutions in the areas of active living and peer support and leadership, as well as the Community Solutions Program.

 

Quality of life projects help to ensure that people with spinal cord injury receive the support they need to fully participate in their community and lead active and healthy lives. In doing so, these projects also contribute to making communities more accessible and inclusive. Projects are identified and funds allocated through the Rick Hansen Institute's (RHI) Community Partnerships Program. This program works with various SCI organizations across Canada to identify and collaborate on regional and national priorities to improve the quality of life of people with SCI, and administers Quality of Life grants. Examples of Quality of Life projects that have been funded in the past include:

 

peer support programs and other support services

equipment and assistive devices

sports and leisure activities

education, skills development and employment initiatives

positive awareness

health and wellness

accessibility – community, transportation and housing

participation in research studies

integration for return to community following a spinal cord injury

Wheels In Motion Quality of Life projects also indirectly benefit a wide array of Canadians that have or may experience a mobility impairment in their lifetime, helping individuals with disabilities live life to its fullest potential and making our community stronger, richer and more vibrant.

The Austrian National Bank (OeNB), Austria's central bank as an integral part of the European System of Central Banks (ESCB) and the Eurosystem. It is instrumental in the design of the economic development in Austria and in the euro area. Legally, the OeNB is a public limited company.. However, it is also subject to further enshrined in the National Bank Act regulations resulting from its separate position as a central bank. In the framework of the Eurosystem, the OeNB contributes to a stability-oriented monetary policy. At the national level, it cares about the preservation of financial stability and the money supply and manage foreign exchange reserves to hedge against the euro in times of crisis. The guideline values in terms of the tasks of the Austrian National Bank are "security, stability and trust".

History

1816-1818

As long as 50 years before the founding of the National Bank the Habsburgs carried out first experiments with securities in the form of paper money. Finally, in the 18th Century the issue of banknotes transferred to a state independent institution, while the issue of paper money called "Banco notes," founded in 1705 by the "Vienna City Bank" took place in 1762.

In wartime governance took back control of the money issue, so there was an inflation of Banco-Zettel 1796-1810. The state ordered the forced acceptance of paper money in private transport, which led to a fast-growing discount on bills in the market. 1799 was therefore one for 100 guilders paper money only 92 guilders in silver coins, and at the end of 1810 the value of the paper florin had fallen to 15 % of the nominal value of the Banco-Zettel. Later, the Habsburgs declared a devaluation of the Banco-Zettel in the ratio of 5:1. This act was considered by the business community as a sovereign default, which the paper money experienced a rapid devaluation.

At the end of the Napoleonic wars the Habsburg multinational state ( → Habsburg Monarchy) faced a new challenge: the restoration of a European balance. Church, the nobility, the army and the bureaucracy as elements in the Ancien Régime were not sufficient to solve this problem, a well -founded economic situation was needed. Moreover, one could not ignore readily the laws of supply and demand.

In this regard, were the first June 1816 by Emperor Francis I two patents issued (later to distinguish the "main patent" or "bank patent"), the "privileged Austrian National Bank", conceived as a public company, had to constitute itself as soon a possible, propose the emperor three of its directors for selection of the governor and take up their activity provisionally on 1 July 1816.

In the countries of the Habsburg Monarchy, which were characterized in large part by an agricultural oriented activity pattern, some regions showed a lively commercial-industrial growth. The goal now was to create a system of economic exchange between these areas. Successively established the National Bank branch network and thus guaranteed a uniform money and credit supply. From its headquarters in Vienna this network extended over early industrial areas and commercial centers in Eastern and Central Europe to the northern Mediterranean.

Trade bills and coins were preferred assets of the National Bank, less the supply of money to the state. With the exchange transactions, the National Bank supported the economic growth of the monarchy and secured at the same time the supply of silver coins in the event that the need for these increases in exchange for bank notes, contrary to expectations. 1818 was the National Bank, however, by increasing public debt, due to high spending in times of crisis, not spared to make an increase in the government debt positions on the asset side of its balance sheet.

The patent provisions of the founding of the National Bank not sufficiently secured against the autonomy of governance. During the revolution of 1848/49 followers of constitutional goals received great support from senior figures in the National Bank. For about a hundred years, the Austrian branch of the Rothschild bank (from which from 1855, the "Royal Privileged Austrian Credit-Institute for Commerce and Industry", the later Creditanstalt, was born) was playing a leading role in the banking center of Vienna. Salomon Mayer von Rothschild was involved during the pre-March in all major transactions of the National Bank for the rehabilitation of the state budget.

Special focus the National Bank was putting on the development of the premium that was payable at the exchange of banknotes into silver money in business dealings. The increase, which corresponded to a depreciation of the notes issued by the Bank should be prevented. Mid-century, the private banking and wholesale houses were no longer able to cope with the rapidly growing financial intermediation of the Habsburg monarchy. New forms of capital formation were required. From an initiative of the House of Rothschild, the first by the government approved and private joint-stock bank was created. This formation was followed in 1863 and 1864 by two other joint-stock banks, whose major shareholders included important personalities of the aristocracy, who possessed large liquid funds. The central bank faced another difficult task: with its limited resources it had to secure sufficient liquidity on the one hand and on the other hand prevent the inflationary expansion of the money supply. Sen. Joker Arroyo just won’t give up even if he had been reduced to stammering after he was proven wrong about his opposition to Senate Resolution 84 that seeks custody of detained Sen. Antonio Trillanes IV so could perform his duties as elected legislator.

 

Yesterday, Arroyo tried to block the implementation of the Senate resolution expressing the sense of the Senate “to rectify the apparent injustice” to the former military officer who dared stood up to Gloria Arroyo, by questioning the third and fourth “whereasses” in the resolution.

 

The third “whereas” referred to Senate Resolution No. 3 adopted on July 25, 2007 “Expressing the Sense of the Senate that Senator Trillanes IV be allowed to participate in the sessions and other functions of the Senate in accordance with the Rule of Law.”

 

Arroyo was adamant in his assertion that there was no 2007 Senate Resolution No. 3.

 

He also questioned the existence of the Nov. 11, 2008 Resolution 765 “Amending the Rules of the Senate by incorporating a rule to allow senators to participate in Senate sessions, hearings and meetings through remote or electronic means” in order to allow Trillanes, among others to participate in the sessions and other official functions of the Senate was

 

Trillanes’ lawyer Rey Robles gave Senate Majority Floor Leader Tito Sotto copies of the Senate records showing the existence of the two Senate resolutions.

 

Stammering, he still objected to Reso 84.

 

Probably to humor a senior colleague, Sotto deferred the filing of Reso 84 with before Makati Regional Trial Court Branch 148 next week.

 

It pains me to see Joker today. He was Malaya’s lawyer during the Marcos years. We owe the freedom we are enjoying now to his defense of those oppressed by the Marcos dictatorship.

 

But since he was elected to the Senate under Arroyo’s ticket, he has become Gloria Arroyo’s rabid defender. It’s obvious that his animosity to Trillanes has something to do with the young senator’s rebellion against Arroyo’s unelected presidency.

 

If Joker was a big disappointment, I admire Sen. Juan Miguel Zubiri for signing on the resolution even if Trillanes was openly supporting Koko Pimentel in the latter’s election protest for the seat that Zubiri holds.

 

Although Zubiri qualified his signature “subject to the approval of the court” similar to that of Frank Drilon, Chiz Escudero, Gregorio Honasan, Francis Pangilinan, and Ralph Recto, it was still a notable gesture.

 

Other signatories of Reso 84 were Senate President Juan Ponce Enrile, Senators Vicente Sotto III, Alan Peter Cayetano, Pia Cayetano, Jinggoy Estrada, Teofisto Guingona III, Ferdinand “Bongbong” Marcos, Loren Legarda, Sergio Osmena III, and Ramon “Bong” Revilla Jr.

 

Sen. Arroyo might want to know the sentiment of the people who blog towards his opposition to Trillanes performing his legislative duties:

 

Tongue-Twisted said, “Ano’ng ipinuputok ng butse ni Joker? Bigyan nga yan ng mag-asawang sampal sa punong-tenga para makalog ng konti ang utak. Kulang lang sa pansin ang huklubang ito.

 

“Hindi pa rin niya matanggap na siya ang isa sa mga pangunahing dahilan kaya nag-coup sila Gringo noon na nauwi sa pagkasibak niya bilang Executive Secretary ni Cory. Samantalang yung mga nag-coup nag-pushup lang.”

 

Parasabayan said, “Dapat naman na makapaglingkod siya sa over 11 million na bumuto sa kanya. Under the midget parang walang pag-asang makalabas si Sonny. Kay P-Noy, malaki ang pagasa niyang makalabas. Joker Arroyo is a big Joke!”

 

But there are also some who somewhat agree with Joker. Jerry Taclino said “The Senate stands on shaky ground airing its sentiment in favor of a colleague who faces a court case. For sure the accused senator can ably defend himself legally. Meanwhile, let him face the consequences of his action.”

 

At the ABS-CBN website, JVcious23 reminded Joker of his campaign slogan: What happened to ‘kapag bad ka, lagot ka!’Broken promises.

Senate seeks custody of Trillanes

The Senate has passed a resolution urging the Makati Regional Trial Court to allow them to take custody of detained Sen. Antonio Trillanes IV so he can attend sessions and perform his functions as a senator.

 

At least 16 senators have signed Senate Resolution No. 84 that was formally adopted Tuesday night by the upper chamber, calling for the transfer of the custody of Senator Trillanes to the Senate, so he can attend and participate in the sessions and other official functions of the Senate.

 

Those who signed the resolution were Senate President Juan Ponce Enrile and Senators Vicente Sotto III, Alan Peter Cayetano, Pia Cayetano, Franklin Drilon, Jinggoy Estrada, Francis “Chiz” Escudero, Teofisto Guingona III, Gregorio Honasan, Ferdinand “Bongbong” Marcos, Loren Legarda, Sergio Osmena III, Francis “Kiko” Pangilinan, Ralph Recto, Ramong “Bong” Revilla Jr., and Juan Miguel Zubiri.

 

Five senators – Drilon, Escudero, Recto, Honasan, Pangilinan and Zubiri – signed the resolution but with qualifying statements “with due respect to the court proceedings.”

 

Sen. Joker Arroyo asked for its recall yesterday because, he said, this would intervene in court proceedings.

 

Sen. Juan Ponce Enrile said it is still up to the court to decide.

 

“We’re just appealing… we’re part of the same government… we do not decide how the case will be resolved… we’re not saying they should do this. It’s not like that… we’re just appealing to them, so that we can work,” Enrile said.

Senator Trillanes, who clinched a Senate seat in the 2007 election with 11,189, 671 votes, thanked his Senate colleagues and welcomed the resolution, saying “it will pave the way for the correction of a long-standing travesty of justice and uphold the mandate of the Filipino people.”

 

Senator Trillanes, the first senator to be elected into office while in detention, continues to struggle to serve his mandate even under severe constraints. During the 14th Congress, he filed a total of 347 bills and resolutions, 19 of which were enacted into law. A little over a month after the start of the 15th Congress, he has thus far filed 270 bills.

 

While under incarceration, Senator Trillanes also completed his Master in Public Administration (MPA) degree from the University of the Philippines to improve his legislative skills and broaden his knowledge of public administration to better serve the people.

 

Senator Trillanes has been under detention since 2003 in connection with the Oakwood mutiny in Makati City which was staged to dramatize their demand for the resignation of then President Gloria Macapagal-Arroyo, now a congresswoman representing her district in Pampanga.

 

Judge Oscar Pimentel of the Makati RTC Branch 148 has denied the detained senator’s motion for a five-hour furlough so he can attend the opening of the Senate session on July 26, 2010, citing a ruling with finality of the Supreme Court in 2008 that upheld the decision of Pimentel disallowing Trillanes to participate in the Senate sessions and other legislative functions.

 

The Senate resolution said that despite the fact the Senator Trillanes was under detention pending the resolution of the coup d’ etat charge before the Makati court, there was a “clear and unmistakable mandate of the electorate for him to serve as one of their elected representatives at the Senate.”

 

A similar resolution had been adopted by the Senate in 2007 urging the courts to allow Senator Trillanes to discharge his legislative duties.

 

It also cited the five official decisions adopted by the Inter-Parliamentary Union (IPU), an organization composed of 155 lawmakers from different countries, urging the Philippine government to release Trillanes or allow him to attend Senate sessions to “enable him exercise his mandate in a meaningful way.”

 

The resolution also pointed out that the “offenses with which Senator Trillanes is charged are political offenses. Thus, he is properly classified as a political prisoner under the International Laws.”

 

“[W]e urge the Judiciary, through the Regional Trial Court of Makati-Branch 148, to rectify the apparent injustice by allowing the temporary transfer of the custody of… Senator Trillanes from the Philippine National Police (PNP) Custodial Center to the Senate, particularly the Office of the Senate Sergeant-at-Arms (OSSA), while the Senate is in session,” the senators said in the resolution.
