This is a cool concept, but probably catastrophic if a failure occurs. It contains all of the scheduled health checks and information for an expecting mother and newborn baby. Every test result goes in here, as do statistics, doctors' notes, etc.
From the perspective of public health, it's great. And there are incentives for doing it. For example, the government gives you money for having a kid because, well, this is Austria, and if you have all of the health certificates in here, you get a bonus.
The bad part is that, should this document be lost, hardly any medical information is kept electronically here from what I can tell.
I visited Andrew on his farm the other day and lucky as I was, his horse had a foal just 2 night prior to that. Very cute!
