It's common for a club to have a module under construction on their show layout - it helps the visitors see how a module is constructed in stages, the layers of baseboard, scenery and track building on one another. Dummy FRCS module used for ferrying orbiters over to Palmdale for OMDP (Orbiter Maintenance Down Periods) and OMM (Orbiter Major Modifications) when they used to perform them there.
This module is the second module of the mountain division set and swings the mountain division back out front. There is a small intermodal facility in the rock cut, a refrigeration facility on the left served by a siding and a small trucking company in the rear that serves the intermodal facility. This module accompanies module #2 in NTRAK layouts where the mountain division is utilized and was also built in 1984.
