Traditionally, air pollution management has been driven by atmospheric scientists and experts who prescribe solutions based on technical data and complex models, that are often challenging for policymakers and the public to understand. This technical approach tends to overlook valuable insights and potential contributions of communities who face the direct impacts of air pollution in their daily lives and take initiatives to reduce emissions and exposure to air pollution. Similarly, local governments, which is where policy meets people, are often left out of air pollution-related discourse.
The USAID Clean Air Activity is changing this paradigm in the Kathmandu Valley, Nepal by placing communities and local governments at the center of air pollution management. With extensive engagement, through listening tours comprising meetings, focus group discussions, and transect walks with city governments, private sector, and civil society organizations (CSOs) representing the local community, the project identified key air pollution issues affecting people and clarified community and local government priorities and actions to address the sources of air pollution in their localities. In each municipality, CSOs have formed coalitions to work with local governments and hold them accountable, while citizen science is used as a tool to democratize data by engaging citizens in collecting and utilizing data and making it accessible and understandable for local decision-makers.
These participatory approaches bridge the gap between government and the public by engaging communities and the private sector in the decision-making process, and by building confidence and legitimacy. Local governments are now seeking inclusive solutions to air pollution, creating a bottom-up approach. While a “bird’s-eye view” of air pollution has its advantages, more solutions may be visible and feasible if we take a “worm’s-eye view” by adopting a community perspective and involving local governments and people in the formulation of effective clean air and climate actions and policies.
